'Thank you, people of Kurdistan. Despite all the pressures, you remained steadfast as always,' Barzani declared in a message. 'You are a symbol of loyalty and sacrifice, and I am proud of you.' The message came shortly after the Iraqi Ministry of Finance announced the release of May salaries, following the Kurdistan Regional Government (KRG)'s transfer of oil and non-oil revenues under a recent agreement with Baghdad.

'The PUK-KDP meeting will be about forming the new cabinet. After resolving the salary issue and problems between Baghdad and Erbil, the main topic is about forming the new cabinet,' a senior PUK official told Rudaw. The source said that 'all efforts' have been dedicated to forming the next Kurdistan Regional Government (KRG) before the Iraqi federal parliamentary elections - scheduled for November 11. It is set to follow Monday's meeting of top delegations of the KDP and PUK, headed by leaders Masoud Barzani and Bafel Talabani, respectively. In addition to the Erbil-Baghdad standoff, the meeting discussed the delay in forming the KRG's tenth cabinet, and both parties presented draft proposals during the meeting. The Kurdistan Region held delayed parliamentary elections in October, with the KDP winning 39 of the 100 seats, followed by the PUK with 23. As no single party secured a majority, a governing coalition will need to be formed, as has traditionally been the case. In late June, Prime Minister Masrour Barzani said the KDP and PUK had agreed on a cabinet agenda and that other parties were welcome to join. However, nine months after the vote, no final agreement on the new cabinet has been reached.

The declaration followed a high-level meeting led by KDP Leader Masoud Barzani and PUK President Bafel Talabani, where both parties expressed commitment to confronting the region's mounting challenges. According to a joint statement, the meeting aimed to coordinate positions on key issues, including oil revenues, public finances, and political representation, stressing the importance of forming a united front to engage constructively with Baghdad on constitutional rights and equitable resource distribution. The KDP and PUK also pledged to submit a joint proposal to the Iraqi government, reiterating their readiness to collaborate with Baghdad based on partnership and mutual respect. A report from a ministerial committee is set to be presented to the Iraqi government on July 15, aiming to resolve long-standing disputes. This report could determine whether Kurdistan's civil servants receive their wages and if the Region's oil output will be fully managed by SOMO, Iraq's state oil marketing company, in line with federal mandates.

In a joint statement, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) said the meeting was chaired by preeminent Kurdish leader and KDP head Masoud Barzani, with Kurdistan Region President Nechirvan Barzani and PUK leader Bafel Talabani also in attendance. The discussions spanned political, economic, and social issues, with both parties committing to a unified strategy 'to intensify efforts' and 'ensure the provision of salaries and entitlements for the Kurdistan Region.' On Saturday as well, the KDP issued a warning, saying it would give Baghdad a 'final chance' to resolve the ongoing budget dispute. According to the source, officials will evaluate the proposed solutions aimed at reaching a final agreement. The outcome could determine whether public sector salaries in the Kurdistan Region are disbursed and if the region's oil will be handed over to SOMO, Iraq's state oil marketing company, in accordance with federal requirements. Earlier, leaders of the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) held a meeting in Erbil to coordinate their response to the ongoing salary crisis. Led by KDP Leader Masoud Barzani and PUK President Bafel Talabani, the two parties focused on forming a unified stance toward Baghdad.
