FIR against YouTube channels for PAT paper leak

An FIR was filed against a few YouTube channels for allegedly leaking the Periodic Assessment tests (PAT)-1 exam question papers online at Vishrambaug Police Station on Wednesday evening, said Inspector Arun Ghodke. The complaint was filed by Sangita Shinde, assistant education director of the State Council of Educational Research and Training (SCERT). Ghodke said, 'The council conducts the PAT exams across Maharashtra for Classes 2 to 8. The papers are published in Pune and they are sent across the state. Papers were scheduled for August 7 to 8 for Marathi, English, and Math. The channel claimed to share them online few days ago.' He added, 'These exams are not like board exams but because this kind of thing should not happen again, an FIR has been filed. There is no labelling or packaging for these papers. We have sent an email and blocked the YouTube channel. We will now investigate whether these were the actual papers or some edited documents. We will track the IP address and figure out who's channels they are.' According to the complaint, the state government started PAT for students of Classes 3 to 9 for the academic progress of students with the subjects of Marathi as the first language, Mathematics and English as the third language since 2021. From 2023, the State Council of Educational Research and Training organised a basic test for all government, semi-government and aided schools in the state from August 6 to 8 for the progress of students. Accordingly, correspondence was sent to all education officers of all districts, all district administration officers and all education inspectors in Mumbai. From July 17 to 31, documents required for the examination were sent by the council through a private cargo company. It was after this that it was found the papers were leaked on YOuTube channels.

Anant Ambani's Vantara has agreed to support Madhuri's return to Nandani Math. The animal rehab will work with the Maharashtra government to return the elephant, also called Mahadevi. Maharashtra Chief Minister Devendra Fadnavis has said Vantara acted only as per court orders and never wanted to keep the elephant. He shared on social media that he had met the Vantara team in Mumbai. It assured the Maharashtra CM that it would join the petition and help Madhuri return to her original home. 'Good news is that they assured me that they are happy to join Maharashtra Government's petition before the Hon'ble Supreme Court for the smooth passage of the elephant 🐘 'Madhuri' back to the Math,' Fadnavis wrote on Twitter (now X). Vantara has said in an official statement that it had never meant to hurt anyone's religious feelings. It was only following court orders from the Supreme Court and the Bombay High Court. "We recognise and respect the sentiments of the devotees, the leadership of the Jain Math, and the wider community who have expressed their concerns and attachment to Madhuri's presence in Kolhapur," Vantara said in its statement. Vantara said it had not asked for Madhuri to be moved. "The decision to relocate Madhuri was taken under judicial authority, and Vantara's role was to provide care, veterinary support, and housing as an independent rescue and rehabilitation centre,' the sanctuary added. 'At no stage did Vantara initiate or recommend the relocation, nor was there any intent to interfere with religious practice or sentiment," says Vantara's statement. Vantara has promised to offer full help, including medical care and transport, if the court allows her return. It will also help set up a new elephant care centre for Madhuri in Kolhapur's Nandani area. This new place will follow animal care rules and expert advice. 'The proposed facility will be developed in accordance with the established animal welfare guidelines, after consultation with experts from the High-Powered Committee and consensus of the Math, while aligned to international best practices in elephant care," says the statement. Madhuri, a 36-year-old elephant, had lived at a Jain monastery in Kolhapur since 1992 and was loved by the local community. In 2023, PETA complained that she was sick and badly treated. A court-appointed team confirmed her health issues, such as arthritis and mental stress. Based on this, the Bombay High Court and the Supreme Court ordered her move to Vantara in July. This upset many in Maharashtra, especially the Jain community, who said Madhuri was part of their faith. People protested, called for a boycott of Jio, used hashtags and wrote letters.

It was used by them for auctioning pooja, renting it out for Muharram processions and other processions, street begging and entertainment purposes. December 2017: The elephant was kept chained. Controlled by using banned metal ankush weapon. It was not kept properly. Due to intense depression, it killed the head priest of the Math. 2018: Local politican Raju Shetti wrote a complaint asking the elephant to be taken away. April 7, 2018: The trustee of the Sanstha wrote to the Chief Conservator of Forests, Kolhapur, expressing willingness to hand over the elephant to the Forest Department. This letter showed the Sanstha's own recognition of its inability to continue proper care and its intention to relinquish custody to the appropriate authorities. January 8, 2023: The Telangana Forest Department registered Wildlife Offence POR No. 12-07/2022-23 under Sections 48A and 54 of the Wildlife Protection Act, 1972 against B. Ismail for unlawful use of the elephant during a religious event. Post-January 2023: The offence was compounded upon payment of Rs 25,000. The custody of the elephant was handed over to one Shinde of Kolhapur. August 3, 2023: A letter from Police Inspector, Shirol (Kolhapur) prompted veterinary inspection. August 12, 2023: Three government veterinary doctors inspected the elephant and found signs of extreme physical and psychological distress including ulcerated wounds, cracked nails, swaying behaviour, and solitary confinement. October 31, 2023: The High Powered Committee (HPC) received the first complaint from People for the Ethical Treatment of Animals (PETA) concerning Elephant Mahadevi. The complaint showed unauthorised transport (13 times) between Maharashtra and Telangana between 2012 and 2023 without forest department permits. It enclosed extensive photographic and factual documentation including signs of poor treatment, unauthorised usage in religious processions, and lack of welfare. It was recorded that in 2017, the elephant had fatally injured the chief priest of the Math. March 22, 2024: PETA submitted a second complaint to HPC alleging continued unauthorised use of the elephant in processions including Muharram events. June 12, 2024: The HPC sub-committee visited the Math premises. Although cultural sentiments were noted, the Committee granted the Math three months to rectify welfare conditions. June 20, 2024: The first follow-up inspection reported unresolved foot rot, untreated wounds, and continued psychological stress. Recommendations for urgent specialised care were reiterated. November 25, 2024: The second follow-up inspection showed minimal and cosmetic improvements. Serious violations and suffering persisted. December 27, 2024: The HPC passed a detailed final order directing the transfer of the elephant to RKTEWT (Vantara), citing expert evidence, medical reports, and lack of compliance by the Math. June 3, 2025: The HPC reaffirmed its decision after hearing the Sanstha and reviewing its submissions. The elephant's welfare was prioritised over ritualistic usage. July 16, 2025: The Bombay High Court dismissed Writ Petition No. 4965 of 2025 filed by the Sanstha. The Court upheld the HPC's findings and ordered transfer within two weeks. July 28, 2025: The Supreme Court of India upheld the Bombay High Court's judgment, directed that the transfer be completed within two weeks, and listed the matter for compliance on August 11, 2025. Late July 2025: The authorities concerned and RKTEWT complied with the judicial directions. The elephant was transferred to Vantara under court supervision. Maharashtra will file review petition to bring back elephant Madhuri from Vantara: Fadnavis

Responding to strong public sentiment in favour of the return of Madhuri, the female elephant belonging to a Math in the Kolhapur district, Maharashtra Chief Minister Devendra Fadnavis said Tuesday the state government will file a review petition in the Supreme Court to bring her back from Vantara in Gujarat. Following widespread protests across Kolhapur against Madhuri's rehabilitation—also known as Mahadevi—to the Vantara facility from the Swastishri Jinsen Bhattarak Pattacharya Mahaswami Sansthan Mutt, CM Fadnavis convened a meeting with top ministers and stakeholders to discuss the issue. Vantara is a state-of-the-art animal rescue centre run by Reliance Industries and Reliance Foundation. The controversy arose in July when the Bombay High Court ordered the rehabilitation of the ailing elephant, which was housed in the Nandani Math in Shirol taluka, based on a petition by People for the Ethical Treatment of Animals (PETA). The Supreme Court had also upheld the decision of the Bombay High Court subsequently. 'Considering the traditions of Nandani Math and the sentiments of the local people, efforts will be made to bring back Madhuri through a legal process. Madhuri has been in Nandani Math for the last 34 years, and there is a public sentiment that Madhuri should return to Nandani Math. Keeping this public sentiment in mind, the state government will file a review petition,' said Fadnavis. 'The Math should also include the state government in its petition. Also, a separate detailed position will be presented in the Supreme Court on behalf of the Forest Department,' he added. Fadnavis said once Madhuri is brought back, the government will set up a dedicated team, including a veterinarian, to care for her and provide any necessary support. 'If necessary, arrangements like a rescue centre will be made, and facilities will be provided accordingly. A request will also be made through the state government in this petition to appoint an independent committee by the Supreme Court to investigate the matters,' the chief minister said. Fadnavis said criminal charges against protesters would be withdrawn. Deputy Chief Minister Ajit Pawar said the Forest Department should collect information about all the elephants taken out of Maharashtra. Congress MLC Satej Patil said his party stands with the local people on the issue, and believes that the female elephant, who is an integral part of the math, should be returned. Former Lok Sabha lawmaker Raju Shetti said a conspiracy was hatched to snatch the female elephant from the math. 'Several mutts in Maharashtra and Karnataka are getting notices to take away the elephants. This has to be stopped and probed,' said Shetti. On July 30, when the team from Vantara came to transport Madhuri, there was an outpour of grief by residents, who refused to allow the vehicle to move.
