Germany rejects Uganda's 'subversive activities' accusation – DW – 05/26/2025

Germany's Foreign Ministry has dismissed Uganda's accusations that the German ambassador to Kampala was involved in "subversive activities." Uganda's armed forces said they had suspended military cooperation with Berlin. The German Foreign Ministry on Monday dismissed Uganda's accusations that Berlin's ambassador, Mathias Schauer, had been involved in illicit meddling in the East African country's affairs. A ministry spokesperson said that Berlin "strongly condemned" the allegations, describing them as "absurd" and "baseless." What are Uganda's allegations against the German ambassador? In an X post published on Sunday, Ugandan military spokesperson Chris Magezi said that Kampala had received "credible intelligence reports" that the German ambassador had been "actively engaged in subversive activities" in Uganda. He said that Uganda's army would suspend all cooperation with Germany. "The Uganda People's Defence Forces has with immediate effect suspended all ongoing defence and military cooperation activities with the Federal Republic of Germany," Magezi said. Earlier in the month, Ugandan military chief Muhoozi Kainerugaba warned that the EU was "playing with fire" after a group of European diplomats met senior members of the National Unity Platform (NUP) opposition party, including leader Bobi Wine. Kainerugaba is the son of President Yoweri Museveni and is likely to succeed the 80-year-old strongman, who has been in power since 1986. Uganda: Is President Museveni's son 'above the law'? Another major Ugandan opposition figure, Kizza Besigye of the Forum for Democratic Change (FDC), was jailed in November. Last August, 36 FDC members were charged with terrorism, an accusation rights groups argued was politically motivated. Uganda has also been criticized by Western governments and rights groups for a 2023 law imposing penalties of up to life in prison for consensual same-sex relations and containing provisions allowing the death penalty for "aggravated homosexuality." Uganda's military cuts ties with Germany over 'subversive' ambassador

Uganda's military has severed all military cooperation with Germany after it accused Berlin's ambassador to Kampala of involvement in "subversive activities" in the East African country, its spokesperson said. "The Uganda People's Defence Forces has with immediate effect suspended all ongoing defence and military cooperation activities with the Federal Republic of Germany," UPDF spokesperson Chris Magezi said in a statement posted on X platform on Sunday. The decision was "in response to credible intelligence reports that the current German Ambassador to Uganda His Excellency Mathias Schauer is actively engaged in subversive activities in the country", Magezi said. He did not give details of those activities or details of any existing military cooperation between Uganda and Germany. Germany's embassy in Kampala did not immediately respond to a Reuters request for comment.

Uganda halts military ties with Germany amid diplomatic tensions

Uganda has immediately terminated all military and defense cooperation with Germany, sparking concerns about potential diplomatic repercussions between the East African country and one of Europe's key powers. Uganda has announced the immediate termination of military and defense cooperation with Germany. The decision was attributed to alleged subversive activities linked to Germany's Ambassador to Uganda, Mathias Schauer. The suspension of cooperation includes bilateral security operations and remains active until the matter is resolved. The Uganda People's Defence Forces (UPDF) announced the decision on May 25, citing alleged subversive acts by Germany's Ambassador to Uganda, Mathias Schauer. According to UPDF spokesperson Chris Magezi, credible intelligence suggests that Ambassador Schauer was connected with "hostile pseudo-political groups" operating in Uganda, a claim that has yet to be formally proven. The Uganda People's Defence Forces (UPDF) has with immediate effect suspended all ongoing defence and military cooperation activities with the Federal Republic of Germany,' he relayed via X 'The decision is in response to credible intelligence reports that the current German Ambassador to Uganda His Excellency Mathias Schauer is actively engaged in subversive activities in the country. The suspension will remain in force until the full resolution of the matter of the Ambassador's involvement with hostile pseudo political-military forces operating in the country against the Ugandan government.' While details surrounding the alleged subversion remain unclear, the move marks a significant escalation in tensions between Kampala and Berlin. Germany has been a longstanding partner in Uganda's development and security sectors, and this sudden shift may have wider implications for bilateral relations, including aid and diplomatic engagements. As of now, the German government has not publicly responded to the allegations or the suspension. This development comes as several African countries reconsider their external influence and diplomatic commitments in the face of rising nationalist sentiment and shifting global alliances. Uganda's Chief of Defence Forces and son of the country's president, Yoweri Museveni, Kainerugaba, also commented on the issue on X, stating, 'We are having some issues with the current German Ambassador to Uganda. It has to do with him as a person. He is wholly unqualified to be in Uganda. It has nothing to do with the great German people. Whom I admire a lot.'
