Amit Shah Chairs Meet To Review Implementation Of 3 New Criminal Laws In Delhi
New Delhi: Union Home Minister Amit Shah chaired a high-level review meeting over the implementation of three new criminal laws, in Delhi, at the Ministry of Home Affairs (MHA) in the national capital on Monday. Among those in attendance were Delhi Chief Minister Rekha Gupta, Lieutenant Governor Vinai Kumar Saxena, and Delhi Police Commissioner Sanjay Arora. The three laws are: Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam. These laws were conceptualised with the vision of the Prime Minister to replace colonial-era laws that persisted post-independence and to reform the judicial system by shifting the focus from punishment to justice. The theme of the program is "Secure Society, Developed India- From Punishment to Justice". Earlier on May 4, Delhi Chief Minister Rekha Gupta launched the MedLEaPR (Medico-Legal Examination and Postmortem Reporting) at the Secretariat on Sunday and said that it is a transformative step in improving the efficiency and credibility of India's criminal justice process. Speaking at an official briefing, CM Gupta said the initiative was launched in response to the three new criminal laws enacted by the Central Government to overhaul and modernise the justice system. "Three new criminal laws came into being through the Central Government. To improve the entire justice system, MedLEaPR has been used to be a delay in our justice system, loopholes were left in it, and there used to be doubts regarding discrepancies and problems. Through MedLEaPR, we will be able to curb all of that, bringing in improved efficiency, and there will be better coordination," said Rekha Gupta. The system, which integrates digital tools for medico-legal testing and postmortem documentation, aims to eliminate manual errors, streamline reporting, and ensure greater transparency. These laws were conceptualised with the vision of the Prime Minister to replace the colonial-era laws that persisted post-independence and to reform the judicial system by shifting focus from punishment to justice. The theme of this programme is "Secure Society, Developed India- From Punishment to Justice." Delhi launches digital platform for medico-legal records
Chief minister Rekha Gupta on Sunday launched a digital platform for medico-legal records and autopsy reports, which will bring together heath institutions, investigating agencies, and forensic labs on the same platform and make the medico-legal system more transparent and accountable. Called 'MedLEaPR' (Medical Legal Examination and Postmortem Reporting), the platform will facilitate electronic submission of medico-legal and postmortem reports, eliminating the need for handwritten documentation. All such reports will be stored in a centralised database, with user access control so that only authorised users will be able to submit or access reports. The platform will have a comprehensive audit trail, ensuring all activities are recorded. 'This digital platform has been developed by the National Informatics Centre (NIC). It enables effective reporting of medico-legal cases (MLCs) and post-mortem reports (PMRs) across health institutions. The goal of the system is to enhance transparency, efficiency, and accountability in the medico-legal documentation process,' chief minister Gupta said while launching the platform at the Delhi Secretariat. The platform will speed up the judicial processes in Delhi by reducing the time required to prepare and submit reports. 'Electronic submission of medico-legal and post-mortem reports will not only reduce paperwork but also ensure accountability through a centralised database and audit trail. We will provide fast, transparent, and trustworthy services to the public through technology. Compared to manual documentation, the platform will offer greater accuracy. Improved coordination between healthcare institutions and law enforcement agencies will enhance operational efficiency,' she said. Delhi home minister Ashish Sood, chief secretary Dharmendra and senior Delhi Police officers were present during the launch of the platform, which has been integrated with the Crime and Criminal Tracking Network and Systems (CCTNS).

CM reviews civic issues ahead of 2-day special Assembly session
In a move aimed at addressing monsoon-related civic issues, Delhi Chief Minister Rekha Gupta on Sunday convened a high-level meeting of BJP MLAs ahead of a two-day special session of the Assembly, where the government plans to table a key Bill to regulate private school fees. The meeting came amid mounting criticism from the Opposition after heavy rainfall on Friday led to severe waterlogging in several parts of the city. The meeting focused on strengthening government-public representative engagement and reviewed preparations for a likely special two-day session of the Delhi Assembly around May 13–14, said sources within the BJP. Among the top issues on the agenda for the session are the regulation of private school fees, monsoon readiness, and improving basic civic infrastructure such as drainage and roadworks. Ms. Gupta held detailed discussions on waterlogging, drainage systems, and desilting measures, a source said. She urged MLAs to take part in the ongoing 20-day cleanliness campaign and emphasised the strict implementation of schemes like Ayushman Bharat and Vay Vandana Yojana. 'The MLAs raised key issues from their constituencies and were assured that necessary instructions are being sent to the departments concerned. Public interest issues will be addressed through coordinated efforts,' she said. Meanwhile, Delhi Congress president Devender Yadav dismissed the clean-up campaign as 'yet another unfulfilled BJP promise' and urged the government to prioritiserepairing damaged roads and addressing long-standing civic issues. 'The BJP government has not fulfilled any of its election promises after coming to power three months ago,' Mr. Yadav claimed. Delhi BJP spokesperson Praveen Shankar Kapoor hit out at Mr. Yadav, calling him a 'publicity-hungry leader without administrative responsibility'. Digital push Separately, the Chief Minister launched the Medico Legal Examination and Post-mortem Reports System (MedLEaPR) at the Delhi Secretariat. The digital platform allows electronic submission of medico-legal reports and post-mortem documents, reducing paperwork and enabling better coordination between hospitals and law enforcement. This reflects the government's commitment to leveragingtechnology for better justice delivery and public service, she said, calling it a 'milestone in the judicial process'.

Delhi CM launches digital system for filing of medical, post-mortem reports
Promising to repair the damage done to Delhi during the past 27 years, Chief Minister Rekha Gupta on Sunday launched a software to help digitise and speed up preparation of Medico-legal and post-mortem reports in criminal cases, a move aimed at increasing transparency and efficiency in the justice delivery. Gupta launched the advanced digital platform called 'MedLeaPR' (Medical Legal Evidence and Patient Reporting) from the Delhi Secretariat premises and later told reporters, 'We are working 24x7 to clear the backlog of 27 year and repair the damage done by the previous non-BJP governments and realise the dream of Prime Minister Narendra Modi.' MedLEaPR stands for "Medico Legal Examination and Post-mortem Reports System". It's a generic software developed by the National Informatics Centre (NIC) to streamline and computerise the process of generating and managing medico-legal reports (MLRs) and post-mortem reports (PMRs). The Chief Minister said that the digital platform enables effective reporting of medico-legal cases (MLCs) and post-mortem reports (PMRs) across health institutions. 'The goal of the system is to enhance transparency, efficiency, and accountability in the medico-legal documentation process,' she said, adding that the platform will also ensure access control for maintenance of secrecy and facilitate audits. Delhi's Home Minister Ashish Sood and Delhi Police Commissioner Sanjay Arora were also present on the occasion. CM Gupta stated, "With the launch of MedLeaPR, transparency and speed in judicial processes in Delhi will increase. Integrated with the Inter-Operable Criminal Justice System (ICJS), MedLEaPR enables seamless data sharing between hospitals, investigating agencies, forensic labs, and the judiciary — dramatically cutting down processing times and ensuring secure, efficient exchange of information.' She said the Delhi government is committed to providing fast, transparent, and trustworthy services to the public through the use of technology. 'Today's launch is a strong example of our commitment to Digital India and e-Governance,' she said. Highlighting the key features of the platform, CM Gupta explained that the MedLEaPR platform offers a range of advanced features aimed at streamlining medico-legal processes. It enables the electronic submission of Medico-Legal Reports (MLR) and Post-Mortem Reports (PMR) with e-signing capabilities, eliminating the need for handwritten documentation. All reports are stored in a centralised, secure database that is accessible only to authorised personnel. The system incorporates strict user access controls and maintains comprehensive audit trails to ensure confidentiality and accountability. MedLeaPR is fully integrated with the Delhi Police and other stakeholders of the Inter-Operable Criminal Justice System (ICJS), allowing seamless information exchange. Additionally, the platform provides real-time notifications through SMS, email, and the Sandes app. It also includes tools for the graphical representation of injuries and burns, along with offline form availability to ensure continued functionality during emergencies. As of May 1, 2025, the platform has been deployed across Delhi's healthcare institutions, with 28 hospitals onboarded, 1,140 doctors registered, and a total of 1,276 cases processed — of which 896 have been finalised and 380 are currently under review. She said the platform is now fully integrated with the Crime and Criminal Tracking Network and Systems (CCTNS), ensuring seamless data flow and coordination between institutions. The Chief Minister emphasised that MedLeaPR reflects the government's digital commitment to strengthening medico-legal systems. She said this platform not only simplifies, streamlines, and makes the reporting process more transparent and efficient, but also bolsters accountability and public trust in the health and law enforcement sectors. Future enhancements to the platform include video-recording capabilities, integration with court summons systems (eSummons), and virtual court proceedings through NyayShruti, she said.
