Delhi chief minister launches digital platform to enhance accountability in medico-legal documentation

New Delhi: Chief minister Rekha Gupta on Sunday launched a
digital platform
called '
MedLEaPR
'— Medical Legal Examination and Post Mortem Reporting — from the Delhi secretariat for making Delhi's medico-legal systems more transparent, accountable, and technologically empowered.

This digital platform was developed by National Informatics Centre (NIC). It enables effective reporting of medico-legal cases (MLCs) and post-mortem reports (PMRs) across health institutions.
The goal of the system is to enhance transparency, efficiency and accountability in the
medico-legal documentation
process, she said.
Minister Ashish Sood, chief secretary Dharmendra, and senior officers of Delhi police, home department, and NIC were present at the launch.
Gupta said, "With the launch of MedLEaPR, transparency and speed in judicial processes in Delhi will increase. Electronic submission of medico-legal and post-mortem reports will not only reduce paperwork but will also ensure accountability through a centralized database and audit trail."
"Our govt is committed to providing fast, transparent, and trustworthy services to the public through the use of technology.
Today's launch is a strong example of our commitment to Digital India and e-governance," she said.
Highlighting the key features of the platform, the chief minister explained that MedLEaPR facilitates electronic submission of medico-legal and post-mortem reports, which eliminates the need for handwritten documentation. All reports will be stored in a secure, centralised database, accessible only to authorised personnel.

The system incorporates user access control, ensuring that only authorised users can submit or access reports, thereby maintaining confidentiality. Additionally, MedLEaPR maintains a comprehensive audit trail, ensuring that all activities are recorded and accountability is upheld.
She added that the initiative will significantly reduce the time required to prepare and submit the reports. Compared to manual documentation, it will offer greater accuracy.
Improved coordination between healthcare institutions and law enforcement agencies will enhance operational efficiency. Moreover, the clear audit trail provided for all reports will strengthen accountability. The platform is now fully integrated with the Crime and Criminal Tracking Network and Systems (CCTNS), ensuring seamless data flow and coordination between institutions.
Gupta said that MedLEaPR reflected govt's digital commitment to strengthening medico-legal systems.

She added that "cancer is a disease that causes emotional turmoil for entire families when it strikes. However, advancements in medical science today have made early detection and effective treatment possible." Speaking at the event, Dr Emmanuel Rupert, managing director and Group CEO of Narayana Health, explained the significance of the new initiatives. He outlined the screening programme offering 5,000 free pap smear tests and 5,000 free mammography screenings, alongside clinical breast examinations, cervical cancer screening, and lifestyle counselling for underprivileged women and Ayushman Bharat beneficiaries. He also mentioned the introduction of a mobile diagnostic unit providing mammograms and laboratory tests to underserved areas in Delhi.

At an event to mark Cancer Survivor Month, Gupta also inaugurated a new 3D digital mammography unit and announced a major push toward preventive care for women. The hospital will offer 10,000 free cancer screenings — 5,000 mammography and 5,000 Pap smear tests — as part of a women's health campaign. The move enables eligible patients to access free cancer care under the Centre's Pradhan Mantri Jan Arogya Yojana (PM-JAY), which provides health insurance cover of up to ₹5 lakh per family per year to vulnerable populations. 'This unit is specially designed for the early detection of breast cancer in women, enabling timely treatment. Equipped with fully digital technology, it ensures quick and accurate diagnosis using the latest medical equipment. Cancer is a disease that causes emotional turmoil for entire families when it strikes. However, advancements in medical science today have made early detection and effective treatment possible,' Gupta said. To improve outreach, the hospital also announced the rollout of a mobile diagnostic van equipped with mammography and lab services. It will travel across Delhi to underserved areas, offering clinical breast exams, cervical cancer screening, and lifestyle counselling. Ayushman Bharat is a flagship health scheme of the government aimed at achieving health coverage. On April 5, an MoU was inked with the Union ministry of health and family welfare to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). With this, Delhi has become the 35th state to adopt the scheme.
