Mizoram allots 38L for biometric enrolment of Myanmar refugees
Aizawl: A significant step towards documenting Myanmar refugees in Mizoram is set to commence as the state govt has allocated Rs 38 lakh for the initial phase of biometric enrolment. This initiative aims to register over 32,000 refugees currently taking shelter in the state, with the process scheduled to begin later this month, said senior home department officials. Home secretary Vanlalmawia told TOI although the MHA will bear the entire cost, the state is fronting the initial expenses to expedite the process. Additional funds will be required as the enrolment progresses, he said. The enrolment process necessitates the procurement of computers, web cameras, and other electronic equipment, with procurement already underway. The National Informatics Centre (NIC) has developed a dedicated biometric enrolment portal, which is now ready for deployment. "Preparations are in full swing for collection of biometric data of Myanmar refugees. The NIC experts have already imparted training on biometric enrolment by using the online portal," Vanlalmawia said.

Chandigarh: For two weeks, traffic violators had free run as CCTVs didn't generate challans
For over two weeks, traffic violators in Chandigarh had a free run as the integrated command and control centre (ICCC) cameras stopped issuing challans from June 25 to July 10 due to a payment issue between the Chandigarh municipal corporation (MC) and Bharat Electronics Limited (BEL), the company operating the system. Under Chandigarh Smart City Limited (CSCL), BEL was awarded a contract to operate ICCC services, including cameras and their software. (HT File) Sources revealed that the MC owes BEL a whopping ₹20 crore. The city has over 2,000 cameras, including those monitoring traffic violations, city's entry-exit points, schools, hospitals, parking lots, and community centres, connected to the ICCC. On an average, the ICCC cameras record and issue around 1,800 challans a day for speeding, red-light jumping, and other violations. The non-functional challan system created a backlog of nearly 25,000 pending traffic fines, which are now being uploaded on the National Informatics Centre (NIC) platform in bulk. 'The cameras were operational and recorded violations during this period, but no automated challans were generated due to the suspension of services. Now, these pending challans are being uploaded together,' confirmed an official familiar with the matter. There is a 15-day limit to issue challans by uploading the data on NIC based on recorded footage. Any violation recorded after this period cannot be legally challaned. In the last 15 days, no challans have been issued, leading to thousands of violations going unchecked. Why the shutdown happened Under Chandigarh Smart City Limited (CSCL), BEL was awarded a contract to operate ICCC services, including cameras and their software. BEL was to receive ₹1 crore every month for operations and maintenance. However, after the administration dissolved CSCL on March 31, its projects were redistributed among various departments, with ICCC being handed over to the MC. The corporation is yet to clear BEL's dues for the past 12 months, amounting to ₹12 crore in operational payments, ₹7 crore as capital expenditure for material installation, and an additional ₹60 lakh for police station camera surveillance. As a result, BEL had stopped its services from June 25, effectively suspending ICCC's software and shutting down access to the app, which powers the Police Command Control Centre (PCCC). The ICCC project is slated to run until 2027. The MC is currently verifying bills submitted by the company before them.

Italy's inflation edges up to 1.7% in June 2025: Istat
Italy's national consumer price index (NIC) rose by 0.2 per cent in June 2025 compared to the previous month, and by 1.7 per cent year-over-year (YoY), slightly up from 1.6 per cent in May, confirming the flash estimate, according to Istituto Nazionale di Statistica (Istat). The annual rise in the all-item index was primarily driven by higher prices for transport-related services (from 2.6 per cent to 2.9 per cent), and durable goods (from -1.1 per cent to -0.8 per cent). In contrast, the annual growth in regulated energy product prices slowed, falling from 29.3 per cent to 22.6 per cent. In June 2025, core inflation was 2 per cent (up from 1.9 per cent in May) and inflation excluding energy was 2.1 per cent (as same as in the previous month), Istat said in a press release. Italy's consumer price index (NIC) rose by 0.2 per cent in June 2025 and 1.7 per cent YoY, slightly up from May, as per Istat. The rise was driven by higher transport and durable goods prices, while energy prices declined. Core inflation stood at 2 per cent. The harmonised index (HICP) rose 1.8 per cent annually, impacting lower-income households more than higher-income ones. As for goods, YoY growth rate was 0.9 per cent (from 0.8 per cent in May). The inflationary gap between services and goods was 1.8 percentage points (pp) which is as same as in the previous month. The prices of regulated energy products declined by 3 per cent, while those of non-regulated energy products fell by 0.7 per cent. In June 2025, the Italian harmonised index of consumer prices (HICP) increased by 0.2 per cent on monthly basis and by 1.8 per cent on annual basis (from 1.7 per cent in May); the flash estimate was 1.7 per cent. In the second quarter of 2025, inflation measured by HICP had a wider impact on the sub-population with the lowest level of equivalent expenditure (2 per cent) than on households with highest amount (+1.8 per cent), added the release. CID to register case in the Kanke land scam
1 2 Ranchi: Police headquarters instructed the criminal investigation department (CID) to take over the case related to land scam involving hundreds of acres in Kanke block of Ranchi district. The scam is related to illegal transaction of tribal and gair mazirwa land by changing their nature. The role of land mafias, along with the employees of Kanke circle office and the National Informatics Centre (NIC), is under scanner in this connection. Director general of police (DGP) Anurag Gupta said, "I directed the CID to identify the persons, who manipulated the land records at the CO office and the NIC to alter the nature of land. The CID has also been urged to identify the beneficiaries, including land mafias and other big players." Police headquarters asked the CO office and the NIC to provide details of land records. The changes in nature of land have been made with and without the signature of CO officers. The involvement of NIC staffs is likely in cases where modifications are without signatures, sources said. Earlier, Jharkhand police had registered a case in this connection with Kanke police station and a special team under deputy superintendent of police (DSP) Amar Kumar Pandey started the investigation. Former Kanke CO staff Praveen Kumar Agrawal was arrested. Agrawal is an approver in the case for the Directorate of Enforcement (ED), which is investigating the case from money laundering point of view. The ED had on June 6 raided the Chandini Chowk-based flat of land mafia Kamlesh Kumar and seized Rs 1 crore in cash and 100 cartridges. Kamlesh was arrested on charges of attempting to occupy a Kanke-based land owned by a tribal in October 2021. On July 27, the ED interacted with villagers in Kanke after receiving complaints from them that land mafias have captured large areas, including tribal assets by changing nature of land and use of money and force. A villager, Parnu Oroan, alleged that people had lodged complaints with the local police station and the CO but the steps did not yield any result.
