Karnataka bans fee hikes for nursing courses, threatens penalties for colleges charging above approved rates

BENGALURU: In a strong message to private nursing colleges, the Karnataka government has announced that there will be no fee hike for nursing courses this academic year, reiterating its commitment to protecting students from economically weaker sections. Medical Education and Skill Development Minister Sharanaprakash Patil made this clear during a meeting with the Association of Nursing Colleges held at Vikasa Soudha on Thursday. "The government will not allow any fee increase. Most nursing students come from rural and economically disadvantaged backgrounds. Imposing additional fees is unjust and unacceptable," said Minister Patil, rejecting the association's plea to raise the fees. He stated that the existing fee structure -- Rs 10,000 under the government quota, Rs 1 lakh under the management quota and Rs 1.4 lakh for non-Karnataka students -- will continue. "Any college charging more than the approved fee will face penalties and legal action. We will not hesitate to revoke their affiliation," he asserted. Currently, there are 611 nursing colleges in the state with around 35,000 seats. Prasanna to ensure reimbursement of fees to nursing colleges within 30 days. He further clarified that only the state government will decide on filling unallocated seats, closing the door to any unauthorised changes. The Karnataka government on May 17 had declared that there will be no increase in the fee structure for medical and dental courses in the upcoming academic year, despite pressure from private medical colleges. Private colleges had appealed for a 10 per cent to 15 per cent hike in fees. However, the minister stated that although the government had allowed a 10 per cent increase last year, no fee hike will be permitted this year. In September 2024, Minister Sharan Prakash Patil ordered the formation of a fee regulatory committee to monitor and regulate the fee structures of nursing colleges across the state following the complaints about exorbitant fees allegedly charged by them. The five-member fee regulatory committee is headed by the Joint Secretary of the Medical Education Department. Patil had also instructed to withdraw the Essential and Feasibility Certificate (EC & FC) of any nursing college found imposing fees beyond government-prescribed limits. In a move against substandard para-medical colleges, Minister Patil had also directed officials to withdraw affiliations and shut down institutions failing to meet infrastructure and teaching standards. Engineering fee hike flayed The All India Democratic Students' Organisation (AIDSO) has condemned the State government's decision to hike the fees for engineering and architecture courses. The fees for government seats in private unaided colleges have been increased by 7.5%, and fees in government colleges have been increased by 5%. The AIDSO has sought a rollback of the hike.

'The State government's priority is to provide skill development training to the youths in the state and provide employment to them', Minister for Medical Education and Skill Development Sharanprakash Patil has said. Addressing a press conference at K.H. Patil Government ITI in Gadag on Friday, Dr. Sharanprakash Patil said that the government was taking steps to upgrade the 120 government ITIs in the State by improving the infrastructure and upgrading the equipments. He said that in this regard ₹1,400 crore proposal had been sent to the Finance Department. Similarly ₹1,500 crore proposal had been sent for development of Karnataka German Technical Training Institutes (KGTTIs) in the State, he said. The Minister said that under the 'Yuva Nidhi' guarantee scheme 2,87,000 diploma holders had registered themselves and of them 1,90,000 youths were being given an assistance of ₹3,000 per month. These registered youths were also being provided skill development training, he said. Dr. Sharanprakash Patil said that apart from starting new technical courses through ITIs, KGTTIs, GTTCs and the government was contemplating on enhancing employment opportunities for the youths in various sectors.. Already 'job melas' were conducted at Belagavi, Kalaburagi, Sedam, Gadag, Bengaluru, and other places, he said. The Minister said that if companies came forward with their demand for candidates and the required skill sets, the government would ensure industrial linkage by bearing the expenses towards the skill development training. Upgrade skills Earlier addressing a gathering at the institute after distributing letters for apprenticeship to eligible candidates, Dr. Sharanprakash Patil called on the youths to upgrade their skills according to the changing requirements and technological advances. He called on the students to avail the government schemes in equipping themselves with different skills.

In a move to eliminate recommendation-based transfers, Minister for Medical Education and Skill Development Sharan Prakash Patil has announced that all general transfers in the Skill Development Department will henceforth be carried out through a counselling process. During a departmental review meeting on Friday, Dr. Patil instructed Skill Development Department Secretary Ekroop Caur to draft comprehensive guidelines for the new system, with a particular focus on the Department of Employment and Training , which has one of the largest employee bases under the Ministry. He reminded that the State government has set June 16 as the deadline for general transfers of government employees and officials. Dr. Patil criticised senior officials in the department for failing to effectively implement government programmes. He directed the Secretary to issue show-cause notices and transfer the officials concerned without delay. Dr. Patil directed institutions such as the Government Tool Room and Training Centre, Karnataka German Technical Training Institute, and departments under the National Livelihood Mission to enrol applicants from the Yuva Nidhi scheme and Udyoga Melas (job fairs) into short- and long-term skill development programmes. In another meeting, Dr. Patil urged directors of medical colleges to comply with the National Medical Council guidelines and expedite the filling of assistant professor and senior resident posts. He directed all government medical colleges to apply within a month for approval to launch BSc courses in allied health sciences, aiming to expand healthcare education in the State.

With more emphasis on skills, the Government Tool Room & Training Centres (GTTCs) have achieved 100% placement in the year 2024-25. There are 33 GTTCs across Karnataka, most of which are in taluk centers. A large number of students from rural areas enrol in these centres. 'All 3,000 students trained in these centers in 2024-25 have been successful in getting jobs in various industries,' Dr. Sharan Prakash Patil, Minister for Medical Education and Skill Development, told The Hindu. Seats enhanced In this context, to facilitate employment for more students, the government of Karnataka has enhanced the intake in GTTCs from 3,000 to 5,000 for the academic year 2025-26. And, in addition to the existing six courses, steps have been taken to introduce three additional courses. Three more GTTCs are also expected to be started soon. 'GTTC is teaching three-year diploma and short-term courses in which 60% is hands-on training while 40% is theory. In addition, there is a one-year internship with industry. This helps students acquire skills as per the requirements of industries. There is a huge demand in the manufacturing sector,' explained Dr. Patil. 'In addition, 'Training while Learning' module has also been implemented. Soft skill training is provided in multinational companies, including Microsoft, when the students are in their final semester,' he stated. How other institutions fare in comparison He pointed out this achievement is significant when there are more than 200 engineering colleges across Karnataka with a placement rate of less than 20%. There are 271 ITI colleges where the placement rate varies from 30% to 40%. Karnataka has more than 100 polytechnic colleges where the placement rate is less than 20%. The main reason for not getting placement is that the candidates do not have the skills required by the industry, he said. On enhancing skill development, the Minister said the State Government has decided to provide Yuva Nidhi beneficiaries with skill development along with the unemployment allowance. 'In this regard, we have established multi-skill development centers. Steps have been taken to start them in Kalaburagi, Koppal, Mysuru in the first phase,' the Minister said. Job fairs organised by the government had managed go draw thousands. The Minister pointed out that demand for employment from Germany, Japan, Slovakia, Italy and other countries is high, mainly for those who have received nursing training. 'In this context, it has been announced in the budget to start language labs to teach German and Japanese language in selected nursing colleges. In addition, it has been decided to organise an overseas job fair in Bengaluru related to nursing and allied health sciences course,' he said.
