Manipur government formation: 44 MLAs ready to stake claim, says BJP leader after meeting governor
NEW DELHI: BJP legislator Thokchom Radheshyam Singh on Wednesday claimed that 44 MLAs in Manipur are prepared to form a new government, following a meeting with Governor Ajay Kumar Bhalla at Raj Bhavan. Singh, accompanied by nine other MLAs, said the group had conveyed to the governor their readiness to form a government in line with public sentiment, news agency PTI reported. "We informed the governor that 44 MLAs are ready. We also discussed possible solutions to the ongoing issues in the state," he said. "Letting the governor know that we're ready is akin to staking a claim. The central BJP leadership will take the final call. Speaker Th Satyabrata has met all 44 MLAs individually and collectively. The BJP-led coalition includes 32 Meitei MLAs, three Manipuri Muslim MLAs, and nine Naga legislators—totaling 44. The Congress holds five Meitei seats. The remaining 10 legislators are Kukis, including seven BJP rebels, two from the Kuki People's Alliance, and one Independent. The political developments come amid renewed unrest in the Meitei-dominated Imphal Valley following an incident in Gwaltabi on May 20, where security personnel allegedly concealed the state's name on a government bus windshield. Meitei groups have demanded an apology from the governor and the resignation of the chief secretary, DGP, and security advisor. Tensions have persisted since May 2023, with Meitei groups insisting on preserving Manipur's territorial integrity, while Kuki-Zo representatives push for a separate administration in the hill districts.

Security tightened in Manipur ahead of 2-year anniversary of ethnic violence
Security has been intensified across strife-torn Manipur as a precautionary measure ahead of the second anniversary of the May 3 ethnic violence between valley-majority Meiteis and hill-majority Kukis. Both the hills and the valley are expected to see rallies by the warring communities on to Manipur police officials, security has been tightened in both regions, with intensive frisking and checking underway at key locations in Imphal, Kangpokpi, Churachandpur and other vulnerable MARCH IN IMPHALOn Friday, around 200 vehicles belonging to combined security forces, including state and central units, conducted a flag march in and around Imphal city, covering both Imphal East and West districts. The march began around 4 pm from the City Convention Centre in Palace Compound, Imphal East, and continued throughout the city.A senior police officer, speaking on condition of anonymity, told India Today TV, "Manipur has been in turmoil since 2023. Many people have died, been injured or gone missing. The joint security flag march is being conducted to reassure the public and prevent any form of violence."Ethnic violence first erupted in Churachandpur district on May 3, 2023, following a mass rally organised by the All Tribal Students' Union Manipur (ATSUM), a tribal organisation. The rally was held in opposition to the recommendation for granting Scheduled Tribe (ST) status to the Meitei of Meiteis residing in Churachandpur fled as an irate mob vandalised and set fire to their homes. Clock ticking, ‘needle barely moving' in Manipur: The import of NDA MLAs' letter to Centre
The letter by 21 Manipur MLAs seeking a 'popular government' in the state contains critical messages to the Centre regarding the indeterminate situation that continues to prevail in Manipur, two years after the ethnic violence between the Meiteis and Kukis began. First, the 21 included 13 BJP MLAs (from the Meitei-dominated Valley) who, disgruntled with Chief Minister N Biren Singh's leadership through the crisis, pressured the party to get him to resign, paving the way for President's Rule in February. Besides the BJP, the signatories included MLAs belonging to its allies NPP (National People's Party, 3 MLAs), NPF (Naga People's Front, 3) and 2 Independents. Second, while the Centre has held that it had to resort to President's Rule and not continue with a government as there was no contender to form one, the letter by the MLAs – sent to Prime Minister Narendra Modi and Union Home Minister Amit Shah earlier this week – suggested that this was not the case. At 21, the MLAs comprise one-third of the 60-member Assembly, making them a significant faction. They claim they have the remaining numbers needed to form a government. The magic mark is 30, since the effective strength of the House is down to 59 due to the death of a member. 'There are at least 35 MLAs who will lend support to form a government. We are hoping for some development on this front by May 15. We are ready to stake a claim,' one of the signatories of the letter told The Indian Express. While one signatory said the CM could be any leader of the BJP high command's choosing, another said the majority's choice was Th. Satyabrata Singh, the Speaker of the current Manipur Assembly and one of the key dissidents leading up to Biren Singh's resignation. Last week, Satyabrata was in Delhi, and was said to have gone there to meet central leaders. Of the 59 current MLAs in the Manipur Assembly, 37 are from the BJP; 12 from its partners NPP (6), NPF (5) and JD(U) (1); 2 from the Kuki People's Alliance; 5 from the Congress; and 3 Independents. Third, the letter said that the installation of a popular government 'is the only means to bring peace and normalcy to Manipur'. As per one of the signatory MLAs, there is growing restlessness and frustration among the public over the impasse-like situation in the state despite President's Rule being in place for two-and-a-half months. 'With President's Rule people wanted to see visible activity, decisive actions and urgency. But the needle has barely moved in the nearly three months since it has been imposed. Absence of violence during this period is not enough. Active violence and exchange of fire between both sides came to a halt long back, several months before President's Rule was imposed. The Governor had given an ultimatum for the return of arms. Some arms were returned here and there, but what happened after the end of that period? The Union Home Minister ordered that free movement be enabled on the highways and that completely failed. These are half measures,' said the MLA. As a result, he added, the NDA MLAs are beginning to face pressure. 'People are now visiting our houses, we are getting representation from civil society organizations, there are questions as to why no one staked claim to form a government, and calls for resignation of MLAs. And we have seen how that discontent is boiling up, directly targeting us,' said the MLA.

GUWAHATI An umbrella organisation of civil society groups in Manipur has asked the Union government to show as much urgency in dealing sternly with 'terrorists from Myanmar' as it has done in the case of Jammu and Kashmir following the Pahalgam incident that killed 26 persons, including a Nepali citizen. The Coordinating Committee on Manipur Integrity (COCOMI) resented the Centre's 'double standards' in handling 'similar' situations on two different frontiers of India. 'The Government of India continues to neglect the Manipur crisis while taking prompt action after the Pahalgam incident. It seems the Centre treats the people of Manipur as second class citizens,' COCOMI convenor Khuraijam Athouba said in State capital Imphal on Tuesday. He said the Centre 'appears to treat terrorist groups from Myanmar' in a friendly and complacent manner while responding aggressively to strikes by terrorists in Kashmir and other parts of the country. Organisations in Manipur's Meitei-dominated Imphal Valley claim Kuki 'narco-terrorists', many based in Myanmar, have been behind the ethnic conflict with the agenda of creating a separate homeland for Kuki-Zo tribal communities. Kuki-Zo organisations have trashed the claim. 'The government's biased and unequal treatment of its citizens in different parts of the country has long been a serious concern,' Mr. Athouba said, underlining the Centre's failure to resolve the crisis in Manipur for almost two years. 'The Government of India's partial treatment toward the people of Manipur will only deepen the sense of alienation rather than promote integration with the rest of the country,' he said. The COCOMI also criticised the imposition of President's Rule in Manipur, and Prime Minister Narendra Modi's failure to visit the conflict-scarred State or meet with the internally displaced people.
