The seven-point Terms of Reference (ToR) for the one-man judicial inquiry commission of former High Court judge Michael D'Cunha to probe the stampede that killed 11 persons limits the scope of the inquiry to happenings at M. Chinnaswamy Stadium, and not the entire celebrations in Bengaluru on June 4. The police have argued that the open-air event on the grand steps of the Vidhana Soudha, organised by the government of Karnataka and Royal Challengers Bengaluru (RCB), followed by the unilateral announcement by the RCB of a victory parade despite denial of permission by the police, brought lakhs of people to the streets, eventually causing overcrowding and stampede at the stadium. The ToR asks the Justice D'Cunha Commission to probe whether required permissions and clearances were obtained, and norms followed, while organising the event at M. Chinnaswamy stadium, based on the sequence of events what and who all were culpable for the stampede that killed 11 persons at the stadium, and precautionary measures taken to prevent such a mishap at the stadium, and lapses, if any, and whoever is responsible for the same. The commission has also been told to recommend measures to be taken to prevent such mishaps in the future. The government order constituting the inquiry commission under The Commission of Inquiry Act, 1952, asks the commission to submit its report within one month, and also authorises Justice D'Cunha to rope in a retired Indian Police Service (IPS) officer and a retired Indian Administrative Service (IAS) officer for technical and legal help, if needed.

Bengaluru (Karnataka) [India], June 5 (ANI): A day after the tragic stampede during the IPL victory celebration event of the Royal Challengers Bengaluru (RCB) in Bengaluru that left 11 dead and dozens injured, Karnataka Chief Minister Siddaramaiah on Thursday said that a one-member commission has been formed to probe the incident. CM Siddaramaiah also announced that the state government has decided to suspend top police department officials, including the Commissioner of Bengaluru City Police. Speaking to the media, the Karnataka CM stated, 'Under the chairmanship of Justice Michael D'Cunha, a retired judge of the High Court, we have appointed a one-man commission to investigate the incident.' He emphasised the government's commitment to ensuring accountability. The Chief Minister said that action will be taken against those responsible for the mismanagement of the event. 'On RCB, the event manager DNA Entertainment, and KSCA, who represented them, we have decided to arrest them,' Siddaramaiah said. Taking strong action, the government has suspended several senior police officials immediately. Detailing about the same, the CM said, 'Cubbon Park Police Station Police Inspector, Station House Master, Station House Officer, ACP, Central Division DCP, Cricket Stadium in-charge, Additional Commissioner of Police, Commisioner of Police have been suspended with immediate effect.' Referring to the deep sorrow caused by the incident, he said, 'When I was speaking about the tragedy yesterday, 11 died and 47 were injured -- all were in pain, and we still are. It was important to express our condolences and console the families.' The CM added that the state cabinet discussed the matter seriously during its scheduled meeting and made firm decisions to prevent such tragedies in the future. Earlier in the day, the Karnataka Police filed an FIR against the Karnataka Cricket Board Administrative Committee, Royal Challengers Bengaluru (RCB), among others, in the Bengaluru stampede incident that claimed the lives of 11 people. According to the Deputy Commissioner of Police, Central Bengaluru, Shekar H Tekkannanavar, an FIR has been filed against RCB, DNA (event manager), Karnataka State Cricket Association (KSCA) Administrative Committee and others at Cubbon Park Police Station. The FIR stated criminal negligence in the stampede incident. Sections 105, 125 (1)(2), 132, 121/1, 190 R/w 3 (5) have been invoked in the FIR. Meanwhile, the Karnataka High Court notified the state government over the stampede incident. The HC took suo motu cognisance of the incident and asked for a further status report. Eleven people died and more than 30 were injured in a stampede outside Bengaluru's M Chinnaswamy stadium as a huge crowd of nearly 3 lakh people had gathered to witness the victory celebration of Royal Challengers Bengaluru for winning the Indian Premier League (IPL). The state government also suspended senior police officers, including the Commissioner of Police, the Additional Commissioner of Police, the Deputy Commissioner of Police (Central Division), and officers of the Cubbon Park Police Station. Siddaramaiah further confirmed that a judicial inquiry, headed by retired High Court judge Justice Michael D'Cunha, has been ordered to investigate the tragedy. The action follows the filing of a First Information Report (FIR) against RCB, DNA Entertainment Networks, KSCA, and others. High Court steps in Earlier in the day, the Karnataka High Court took suo motu cognisance of the incident and registered a case. The next hearing is scheduled for June 10. What happened at RCB's victory event? A massive crowd had gathered outside Bengaluru's Chinnaswamy Stadium on Wednesday to celebrate RCB's first IPL championship. The celebration turned tragic when a stampede broke out, killing 11 and injuring 33. Siddaramaiah said the stampede began when crowds forced their way through a narrow stadium gate. 'A large number of people gathered and broke the gate, which led to the stampede,' he said. Deputy Chief Minister DK Shivakumar said the event was cut short as the situation deteriorated. 'We urge people to stay calm. The programme concluded within 10 minutes. We are working to restore normalcy... Lakhs had turned up,' he said.
