Shafaq News/ On Thursday, Deputy Head of Foreign Relations for the Kurdistan Regional Government (KRG) Falah Mustafa met Russia's Deputy Foreign Minister Mikhail Bogdanov in Moscow to discuss disputes with Baghdad and the need for constitutional dialogue, according to the Region's Presidency. The meeting comes amid escalating friction between the KRG and the federal government. Baghdad accused the KRG of continuing independent oil exports in violation of a 2022 Federal Supreme Court ruling that placed all oil management under federal authority. The Finance Ministry later suspended salary payments to the Region, citing breaches of federal budget law. 'Addressing these issues through constitutional mechanisms is essential to the stability of all Iraqi communities,' the statement read. Talks also covered regional developments, including the conflict in Syria, and explored prospects for expanded cooperation between Moscow and Erbil. Russia maintains relations with both Baghdad and the Kurdistan Region, and has signed several memorandums of understanding involving energy, infrastructure, and investment projects in northern Iraq.

Russia's special presidential envoy for the Middle East and Africa, Mikhail Bogdanov, and Somali officials have agreed to expand cooperation between the two countries in security, politics, trade, and economic areas, the Foreign Ministry in Moscow announced on Sunday. According to a ministry statement, Bogdanov held talks with Somali Foreign Minister Ahmed Moallim Fiki while on an official visit to the East African country, where he was received by President Hassan Sheikh Mohamud. 'During the exchange of views on current international and regional issues, including taking into account Somalia's membership in the UN Security Council in 2025-2026, special attention was paid to the tasks of interaction on issues of ensuring peace and security in the Horn of Africa, with an emphasis on the need to quickly eradicate the terrorist threat in the region,' the ministry stated. The two sides also discussed the progress of implementing a memorandum of consultations signed by their foreign ministries in May 2023, as well as the upcoming 65th anniversary of Russian-Somali diplomatic relations on September 11. The future of the area looks precarious, especially amid statements by U.S. President Donald Trump, concerning a possible relocation of its residents. In turn, Moscow supports the creation of a Palestinian state with East Jerusalem as its capital. The existence of various Palestinian factions comes as an obvious obstacle to this goal. Russian Foreign Minister Sergei Lavrov, giving a speech at the at the XIV Middle East Conference of the "Valdai" International Discussion Club, expressed concern with growing U.S. influence in the region, and blamed the American administration for derailing the peace process in Gaza. "It's good that a truce was finally reached after more than a year of attempts in the Security Council to call for one. The Americans blocked everything, using their veto six times. Then they threw in their resolution, which was presented as one that solves all problems," argued the minister. According to Lavrov, though the new Trump administration was engaged in the negotiation process somewhat more actively, it was Egypt and Qatar that played a key role in reaching it. The foreign minister however argued that with the arrival of the new administration to the White House, the Syrian Golan Heights "can also be considered 'lost land' from the point of view of restoring justice..." In his speech, Sergei Lavrov warned against reckless steps in the region and called for inter-Palestinian unity. "The Middle East is not a playground... The key [to the solution] of all the numerous problems lies in the creation of a Palestinian state... The creation of a Palestinian state would lead to the normalization of Israel's relations with the entire Islamic world," stressed the Russian Foreign Minister.
