Prime Minister of the Government of National Unity, Abdulhamid Dbeibeh, has instructed the Ministry of Finance to conduct a comprehensive review of current spending policies and to adopt an integrated electronic system to improve public expenditure efficiency. The directive came during a meeting on Sunday at the Prime Minister's Office in Tripoli. Attending the meeting were Finance Minister Khaled Al-Mabrouk, his deputies, and Mustafa Al-Manaa, head of the executive team for government initiatives and strategic projects. According to a statement from the government's official Facebook page, the meeting focused on ensuring regular disbursement of public sector salaries and addressing broader financial arrangements. Dbeibeh emphasized the importance of fair and needs-based resource allocation, warning against surplus budgets that could be misused outside established frameworks. He also urged the swift implementation of an Integrated Financial Management System (IFMS) to enhance transparency, centralize financial data, and improve monitoring and accountability. New Delhi [India], May 25 (ANI): Following the 10th NITI Aayog Governing Council Meeting under the chairmanship of Prime Minister Narendra Modi in the national capital, Uttarakhand Chief Minister Pushkar Singh Dhami directed his Chief Secretary to prepare a clear and practical strategy at the state level for the effective implementation of the points discussed during the meet. According to a statement from the Uttarakhand Chief Minister's Office, Dhami, after the meeting on Saturday, emphasised the importance of realising Modi's vision of a 'Developed India @ 2047', and for this, the state government needs to effectively implement the schemes and policies at the grassroots level by coordinating with the central government. He instructed the Chief Secretary to prepare a time-bound action plan in coordination with concerned departments and ensure continuous monitoring of its progress. The Chief Minister also stressed the need for transparency, accountability, and public participation in the implementation process. 'The Chief Minister also said that transparency and accountability should be fixed at every level while ensuring public participation. He said that the state government is fully participating in the resolve to make India a self-reliant and developed nation under the leadership of the Prime Minister,' the statement from CMO read. The Uttarakhand CMO also took to X, stating, 'After the meeting of the Governing Council of NITI Aayog held under the chairmanship of the Honourable Prime Minister Shri Narendra Modi ji, the Honourable Chief Minister Shri Pushkar Singh Dhami ji directed the Chief Secretary to prepare a concrete strategy for the implementation of the instructions and suggestions received from the Prime Minister. The Honourable Chief Minister directed the concerned officials to work in better coordination between the Centre and the State to realise the resolve of the Honourable Prime Minister of 'Developed India @ 2047''. Earlier during the meeting, Prime Minister Narendra Modi said that all the states should work together to make India a developed country and achieve the vision of a 'Viksit Bharat' by 2047'. In an official statement, Prime Minister Modi said that we should commit to developing every state, every city, and every village, and only then would we be able to make the country a Viksit Bharat. Chief Ministers and Lieutenant Governors representing 24 states and seven Union Territories attended the 10th Governing Council Meeting of NITI Aayog at Bharat Mandapam on Saturday. This year's theme was Viksit Rajya for Viksit Bharat@2047. The meeting commenced with a minute of silence in remembrance of the victims of the Pahalgam terrorist attack. PM Modi said that every Indian aspires for the country to be a Viksit Bharat. 'It is not the agenda of any party but the aspiration of 140 crore Indians. If all states work together towards this goal, then we will make stupendous progress. We should commit to developing every state, every city, and every village, and then Viksit Bharat will be achieved much before 2047,' he said. (ANI)

Courtesy: PTV Listen to article The Council of Common Interests (CCI) on Monday rejected the federal government's proposal to construct new canals from the Indus River, overturning an earlier decision by the Executive Committee of the National Economic Council (ECNEC) made in February. 'No new canals will be constructed without mutual understanding and consensus among all provinces,' stated a release from the Prime Minister's Office following the meeting chaired by Prime Minister Shehbaz Sharif. The high-level meeting, convened early at the request of the Sindh government, was attended by the chief ministers of all four provinces, Deputy Prime Minister Ishaq Dar, Defence Minister Khawaja Asif, Federal Minister Ameer Muqam, and other officials. The CCI agreed to withdraw provisional approval for the project, and announced the formation of a federal-provincial committee to propose long-term agricultural and water management solutions in line with the 1991 Water Accord and the 2018 Water Policy. 'The government is committed to resolving all water-related disputes amicably, ensuring that the concerns of any province are addressed through due diligence,' the statement added. Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur welcomed the move, saying, 'It has been decided to resolve issues through mutual understanding.' He confirmed that some of K-P's demands, including the recognition of tobacco as a formal crop and the review of the National Finance Commission (NFC) Award, would be added to the next CCI agenda. The decision comes amid widespread protests across Sindh over the canals project. The plan to construct six canals at an estimated cost of Rs211.4 billion faced strong resistance from the Sindh government and nationalist groups, who warned that the move would deprive Sindh of its rightful share of water. Sit-ins and blockades at key highways, now lasting over 10 days, have disrupted the movement of goods between Sindh and Punjab, causing shortages of petrol and food supplies. Stranded transporters reported increasing damage to vehicles as the protests continued without resolution. Despite PM Shehbaz's assurances to PPP Chairman Bilawal Bhutto Zardari that no new canals would proceed without consensus, protests on the ground have intensified, highlighting deep-rooted distrust and regional tensions over water distribution.

The Liberal Democratic Party's parliamentary league on promoting investment has submitted a proposal to Prime Minister Shigeru Ishiba that calls for expanding the Nippon Individual Savings Account (NISA) system to allow minors to open accounts. With a focus on expanding NISA accounts to minors and seniors, the league, which is led by former Prime Minister Fumio Kishida, urged the government on Wednesday to formulate the Policy Plan for Promoting Japan as a Leading Asset Management Center 2.0. Its flagship policy was the new NISA, which was launched in January 2024, that increased investment allowances over the previous NISA. The support children NISA envisions leveraging funds gifted from grandparents to promote asset formation among younger generations. This initiative aims to channel the significant savings of the elderly toward growth investments in Japanese companies, while also addressing the declining birth rate and supporting child-rearing. Targeting seniors, the proposal introduces the 'platinum NISA,' which is designed to facilitate the purchase of investment trusts offering monthly income from their investment gains. These types of investment trusts are typically not recommended for long-term wealth accumulation and are therefore currently ineligible under NISA. However, this proposal was put forth in response to requests from people who want to utilize their accumulated assets as a regular income stream, similar to a pension, to cover living costs. Considering that individuals' desired investment products can shift around the time of retirement, the proposal further advocates for the deregulation of switching, thus allowing investors to move the funds from their original investments into alternative products. The proposal also aims to enhance the selection of products available under NISA's Tsumitate investment framework. Taking into account the emergence of new indices like the Yomiuri Stock Index (Yomiuri 333) and their linked products, the secretariat of the parliamentary league said this will create more investment options and has the potential to increase domestic investment.

Agreement signed to establish National Rehabilitation Centre in South Al Batinah

Muscat: The Ministry of Health (MOH) on Wednesday signed an agreement to establish a National Rehabilitation Centre, generously funded by Sheikh Mohammed bin Saud Bahwan. The agreement aims to finance the establishment of a rehabilitation and healthcare center for adults and children in the South Al Batinah Governorate. Dr. Abdullah bin Hamoud Al-Harthy, International Relations Advisor at the Minister's Office, said that this National Rehabilitation Centre is the first of its kind in the Sultanate of Oman, linking healthcare and community institutions to rehabilitate individuals injured in accidents, sports injuries, and other cases, for both adults and children. He added that the Centre also connects healthcare institutions across Oman, including the Medical City for Military and Security Services and the University Medical City. This project is expected to provide comprehensive rehabilitation services at a high level, utilising the latest technologies and practices, contributing to enhancing quality of life, reintegrating individuals, and fostering their interaction with society. Dr. Abdullah Al-Harthy indicated that the centre will provide specialised rehabilitation services, including neurological rehabilitation, burn and muscle rehabilitation, and cardiopulmonary rehabilitation, along with other comprehensive rehabilitation services. Dr. Ali bin Abdulhussain Al-Lawati, Advisor for Engineering Affairs at the Minister's Office, said that this project is part of a larger initiative in the South Al Batinah Governorate, where health projects occupy an area of 700,000 square metres on the same land where the rehabilitation centre will be established. He added that the National Rehabilitation Centre will feature several specialised departments for physical therapy, occupational therapy, speech and language therapy, prosthetics, as well as administrative divisions, a training and research center, workshops, and storage facilities. Officer Ahmed bin Muslim Al-Rowas, Assistant Chairman for Administrative Affairs and Human Resources at the Medical City for Military and Security Services, emphasised that the Centre reflects the partnership and integration between all healthcare institutions in the Sultanate of Oman. This centre, he added, will enhance the quality of healthcare services provided in this sector, improving their effectiveness and ensuring comprehensive and efficient services for patients in these institutions. This contributes to achieving a unified vision aimed at enhancing the health of individuals and the community. Al-Rowas also pointed out that this connection and integration help minimize service gaps, ensuring that patients receive timely and appropriate rehabilitation treatment. Thakiya Said Al-Noobi, Senior Specialist in Prosthetics and Orthopedics at the Directorate General of Al-Khoula Hospital, explained that the National Rehabilitation Centre will operate according to unified frameworks, policies, and protocols based on evidence for diagnosis, treatment, and rehabilitation to ensure effective care. It will also serve as a research and academic centre specialising in enhancing and developing the efficiency of human resources in this field, ensuring continuous professional development. Al-Noobi added that the Centre will include specialized teams to help patients reintegrate into society. It will also bring together a distinguished group of specialists, including rehabilitation practitioners, neurologists, neurosurgeons, general practitioners, rehabilitation therapists, nursing care professionals, as well as prosthetics and orthotics experts. The agreement seeks sustainability in financing healthcare services by finding alternatives to ensure their continuous improvement. It also aims to expedite procedures, strengthen partnerships, and encourage contribution and collaboration among community members. This initiative also seeks to enhance the quality of healthcare services, contributing to the integration of the public and private sectors, aligning with Oman Vision 2040 and achieving its goals.
