The Ministry of Labour, in collaboration with the Bahrain Health and Safety Society and the International Organization for Migration (IOM), organized a workshop titled 'Midday Work Ban and Heat Stress Prevention.' The event was held in the presence of His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, Undersecretary of the Ministry of Labour, and Ayesha Ehma Sherif, Chief of the IOM Mission, with participation from representatives of the Bahrain Chamber of Commerce and Industry (BCCI), labour unions, and federations. The workshop aimed to raise awareness about preventive measures to safeguard workers' health and safety during the summer months by promoting safe and healthy practices to prevent heat-related complications. It also reinforced the importance of maintaining a safe working environment through compliance with national legislation designed to protect workers from natural hazards. Discussions during the event highlighted key summer-related illnesses affecting workers exposed to high temperatures and humidity. Experts shared practical and health-focused strategies to prevent and mitigate these conditions. A key component of the workshop was a panel discussion on Ministerial Order No. (3) of 2013, as amended by Order No. (11) of 2025, which enforces the ban on outdoor work under direct sunlight from 12:00 p.m. to 4:00 p.m. between June 15 and September 15.

The meeting, part of the implementation of Ministerial Order No. 79/S of 2024, follows a recent agreement between the Federal Government and the Kurdistan Regional Government (KRG) to align customs and quality control practices nationwide. Chaired by COSQC President Fayadh Mohammed Abd, the session brought together federal and regional officials to discuss practical steps for enforcing the agreement. 'The initiative aims to streamline trade at border crossings by standardizing product specifications and inspection protocols,' he stated. He also highlighted the need for continued coordination between Baghdad and Erbil to ensure effective implementation, enhance transparency, and protect consumers through consistent national quality standards. Meanwhile, the KRG delegation reaffirmed its commitment to the agreement and expressed its intent to deepen economic integration with the federal government, aiming to benefit citizens throughout Iraq. Issued earlier this year, the ministerial order seeks to harmonize technical requirements for imports and facilitate smoother trade between the Kurdistan Region and the rest of the country. The unified approach is expected to create a more transparent business environment and shield local markets from non-compliant goods.

Bahrain Expands Midday Work Ban to Three Months

Bahrain has extended its annual midday work ban to three months, effective from June 15 to September 15. The move, announced by His Excellency Mr. Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, underscores the Kingdom's ongoing commitment to occupational safety and public health. Under the updated Ministerial Order No. (3) of 2013—recently amended by Order No. (11) of 2025—the regulation prohibits all outdoor work between 12:00 noon and 4:00 p.m., during which temperatures and humidity levels typically peak. 'The extension from two to three months is more than just a regulatory adjustment—it is a proactive measure to safeguard the health of workers exposed to the elements,' said Minister Khalaf. 'By reducing heat exposure during the most intense hours of the day, we are minimizing the risk of heat exhaustion, sunstroke, and other serious heat-related illnesses.' The Minister added that the initiative forms part of a broader national strategy to modernize labor laws, reduce workplace injuries, and improve overall working conditions, especially during Bahrain's searing summer months. Enforcement of the regulation will be strict, with legal repercussions for non-compliance. In accordance with Article 192 of Law No. (36) of 2012, employers found in violation may face penalties including up to three months' imprisonment, fines ranging from BHD 500 to BHD 1,000, or both. This strengthened policy reinforces Bahrain's role as a regional leader in labor rights, reflecting the nation's broader vision of sustainable development rooted in the dignity and safety of its workforce.
