In late-night reshuffle in NCR, Noida gets its first woman DM
1 2 Noida: UP govt announced a late-night reshuffle on Monday, assigning new district magistrates for Noida and Ghaziabad. Medha Roopam, a 2014-batch IAS officer, became the first woman DM of Noida. Currently the DM of Kasganj, she will replace Manish Verma, who has been transferred to Prayagraj. Medha is no stranger to the district of Gautam Budh Nagar, having served as additional chief executive officer of Greater Noida Authority from Feb 2023 to June 2024, when she handled major infrastructure and planning projects. An economics graduate from St. Stephen's College of Delhi University, Roopam began her career in Bareilly and has since held key administrative positions in Meerut, Unnao, Lucknow, Barabanki, Hapur, and Kasganj. A national-level rifle shooter, she won three gold medals in the Kerala State Shooting Championship before securing an all-India rank of 10 in the 2014 UPSC exam. In Kasganj, she made headlines for driving a tractor through flooded areas of Gangagarh to monitor rescue efforts. Medha is the daughter of retired Kerala-cadre IAS officer and current chief election commissioner Gyanesh Kumar. Her husband, Santosh Kumar Singh, is the DM of Saharanpur. The reshuffle also brought changes to Ghaziabad, where Ravindra Kumar Mandar — a 2013-batch IAS officer and former DM of Prayagraj — replaced Deepak Meena, who moved to Gorakhpur. Mandar, who is from Jaipur, is known for his low-profile yet high-impact administration. As DM of Rampur, he launched 'Mission Samarth', enabling surgeries for 61 children with disabilities, and led a large-scale pond restoration project under the Amrit Sarovar scheme. Earlier this year, he oversaw the Kumbh Mela as Prayagraj DM. Both Roopam and Mandar were unavailable for comment at the time of filing this report. Manish Verma, the outgoing Noida DM, took charge in Feb 2023 and steered several initiatives around law and order, infrastructure approvals, and investor outreach. Meena, who served as Ghaziabad DM since Jan, recently managed the high-footfall kanwar yatra, ensuring round-the-clock coordination among police, municipal, and disaster management teams.

Ludhiana: Hygiene, studies poor at Samrala school, head to get notice: DEO
District education officer (elementary) Ravinder Kaur on Thursday said she came across several shortcomings in both academic functioning and management at Government Primary School, Dr Ambedkar Nagar, Samrala, during her surprise inspection drive in Samrala and Machhiwara-2 blocks. (HT Photo) She summoned the centre (block) head teacher and block resource coordinator and issued directions to rectify the flaws without delay. She emphasised implementing activity-based learning under the 'Mission Samrath' initiative to uplift students, according to their learning levels. 'The Mission Samarth is clearly not being implemented effectively at the school. The overall hygiene on the premises was poor. During my interaction with the students, I posed a few questions but they were unable to respond. This points directly to a serious lapse in teaching standards. A formal notice will soon be issued to the school head teacher and the centre head teacher,' she stated. According to the DEO, her visit to the Government Primary School in Garhi Tarkhana (Machhiwara-2 block) painted a positive picture. She expressed satisfaction with the school's overall performance, appreciating both the academic level and administrative arrangements. DEO Kaur also reviewed the ongoing special admission campaign. Kaur further shared that a district-wide 'Beautiful Kitchen' mission is being run in government schools, for which clear guidelines have been issued to school heads. She urged schools in need of kitchen maintenance grants to send their requests through their respective block offices. 'Our priority is to provide children with a clean environment and nutritious food,' she said. She concluded by adding that teachers showing exceptional performance will be honoured at the district level, while those falling short of expectations will receive official notices.

DEO makes surprise inspection of schools
1 2 Ludhiana: In a surprise inspection of govt schools across Ludhiana Friday, district education officer (elementary education) Ravinder Kaur took immediate action to address a critical shortage of teaching staff at the primary school in Kadia. The school with 160 students was found to be operating with only two teachers. Recognising the impact of staff shortage on learning outcomes, the DEO instantly sanctioned the deployment of two more teachers on the emphasised that such gaps in staff directly hinder the quality of education and promised to give top priority to the availability of teachers in schools. "No school should be left to struggle with inadequate staff when student strength is this high," she primary schools in Fatehgarh Gujaran, Kadia, Ladowal, Bhattian Bet, and the Senior Secondary School Ladowal, were among the institutions where surprise checks were carried out. At Fatehgarh Gujaran, infrastructure issues such as the need for repairs in kitchens and washrooms were highlighted. Instructions were issued on the site for the school head to submit a formal demand for repairs without further delay. In contrast, Government Primary School Kadia was praised for its clean and well-managed kitchen and midday meal her inspection at Bhattian Bet, the DEO asked the contractors and authorities to expedite the ongoing construction of classrooms of a school selected under the School of Happiness programme. She also asked them to maintain high quality of construction. This apart, she also enrolled two children who recently dropped out of privately-run schools, underscoring the department's active drive to increase admissions in govt also reviewed the progress of the Mission Samarth initiative, which aims to boost foundational literacy and numeracy. She urged all schools to ensure that no child is left out of the system, reinforcing that education is a fundamental right under the Right to Education said people should trust govt schools and support enrollment efforts to ensure every child receives quality education .
