MZP council seeks probe into rest house explosion
Aizawl: The federal council of Mizo Zirlai Pawl (MZP) on Thursday called upon the Mizoram govt to take swift action regarding the explosion at a forest department rest house. The incident occurred at Thaidawr hill within Phuldungsei village in Mizoram territory, and the council requested a thorough investigation. The blast resulted in substantial damage to the incomplete structure. The MZP issued a statement denouncing the violent act within Mizoram's borders and urged the state govt to investigate the matter, halt Tripura's construction activities, and station state police in the area. The statement noted, "The fact that the explosion happened at the time the Tripura State Rifles were on duty can be regarded as intention to tarnish the image of Mizoram and also terrorise the villagers of Phuldungsei. " At the federal council meeting, which represents the organisation's second-highest decision-making body, members passed a resolution stating that the MZP would maintain its opposition to the Mizoram-Myanmar border fencing, citing concerns about its impact on the unity of 'Zofate' or ethnic Mizos. The council also resolved to address the issue of excessive fees charged by certain state-funded educational institutions. Additionally, they decided to pursue action against teachers who employ proxy staff, seeking govt intervention against those who use substitutes in their positions.

Mizoram may soon collect biometric data of Myanmar refugees
Aizawl, The Mizoram government may soon collect biometric details of over 33,000 refugees from Myanmar taking shelter in the state, an official of the home department said on Sunday. The official said that Union Home Minister Amit Shah had informed Chief Minister Lalduhoma during a meeting in New Delhi on Friday that the Centre has completed rectification of a portal for collecting biometric data of Myanmar refugees taking shelter in Mizoram. "A demonstration of a portal was held recently online and was recommended for the Home Ministry's approval. Once the MHA gives its approval for format and credentials, we will begin biometric enrollment," the official told PTI on condition of anonymity. He said that the biometric enrollment of Myanmar refugees was delayed primarily due to the format provided by the MHA as they were not suitable for the collection of biometric data of Myanmar nationals, who are taking shelter in the state. "The earlier format demanded various mandatory credentials, which are not possible for the refugees to produce or furnish. Moreover, the format was primarily designed for the deportation of illegal immigrants. They were not suitable for recording the biometric details of Myanmar nationals, who are classified as displaced people and are given shelter on humanitarian grounds," the official said. According to the government's latest record, there are 33,023 displaced people from Myanmar, including 12,361 children, currently taking shelter in Mizoram. The displaced Myanmar nationals, mostly of Chin community from Chin state, who share ethnic ties with the Mizos, have been taking shelter in Mizoram since February 2021 after the military takeover in the neighbouring country. In April 2023, the MHA had directed the governments of both Mizoram and Manipur, which share borders with Myanmar, to capture the biometric and biographic details of "illegal immigrants" in their states. Again in June, the Centre directed the states that the exercise be completed by the end of September that year and directed both to prepare a plan and initiate the process. Although the Mizoram government had initially processed the initiative towards the Centre direction by conducting training and appointing nodal officers, the Council of Ministers in its meeting held in September 2023 decided not to conduct biometric and biographic enrollment for refugees citing it is not advisable to undertake the exercise due to the state assembly polls to be held in November that year. Later, the deadline for collection of biometric details of illegal immigrants was extended till December 31, 2024. However, the Mizoram government delayed the exercise due to inappropriate format and requested the MHA to rectify it. Mizoram shares a 510-km long border with Myanmar's Chin state. Meanwhile, an official in the Chief Minister's Office said that during a meeting between Lalduhoma and Shah on Friday, the Union Home Minister agreed to reimburse over ₹5.23 crore to be paid to Assam Rifles as depreciated cost for buildings and infrastructures vacated by the paramilitary force in Aizawl. Shah on March 15 had attended a function, marking the relocation of Assam Rifles establishments from Aizawl to a designated camp at Zokhawsang, about 15 east of the state capital. The Home Minister assured Lalduhoma of swift action to ensure expedite transfer of the management of state-owned Lengpui airport to the Airports Authority of India , the official said. Shah also told the chief minister that he would look for avenues to support Mizoram under the state's flagship 'Bana Kaih' through peace-related initiatives, described as a 'peace dividend', the official said. Both the leaders also discussed issues related to raising Mizo Territorial Army and The Mizoram Maintenance of Household Registers Bill, 2019 passed by the state assembly in March 2019, which awaits the President's approval, he said.

YMA, MSACS to combat HIV & drug addiction
Aizawl: The central committee of the Young Mizo Association (YMA), the largest community-based organisation among the Mizos, and the Mizoram State AIDS Control Society (MSACS) have agreed to work closely together in combating the spread of HIV and addressing drug addiction. In a 'consultative deliberation' held at the central YMA hall in Aizawl on Friday, MSACS project director Jane R Ralte said 32,544 people have been infected since Oct 1990 till March end this year, while the number of HIV infected people during the 2024-2025 financial year (April 2024 to March 2025) was 2,021. Ralte said 1,302 infected people (68.13% of 2,021) during the last fiscal contracted the disease through unsafe sex of which the large majority are having permanent partners (wives or husbands or lovers), followed by those having casual sex partners. "There is also an increase in infections among males who have male partners," she said. Among those infected during the last financial year, 83.47% are between the age group of 15 and 49 years, making the use of condoms during sex more important, she said. She appealed to the YMA to educate youths to carry condoms wherever they go. Chief Minister Lalduhoma announced on Tuesday that Mizoram has become the first fully literate state in India. The declaration was made during a function at Mizoram University (MZU) in the presence of Union Minister of State for Education, Jayant Chaudhary. 'As we celebrate this achievement, we also renew our commitment to sustaining literacy through continuous education, digital access, and vocational skill training,' the CM's Office quoted him as saying in a post on X. 'Let us now aim higher: digital literacy, financial literacy, and entrepreneurial skill for all Mizos,' he added. Chaudhary congratulated the state government and the people for the achievement. 'Today, we proudly declared Mizoram as the first fully literate state under the visionary Ullas – Nav Bharat Saaksharta Karyakram. Congratulations to the people of Mizoram and Hon'ble CM @PuLalduhoma for this achievement,' he posted on X. 'Special thanks to Hon'ble Education Minister Dr. Vanlalthlana for championing this cause. The Chief Minister was gracious in commending the work of previous State Governments as well in the remarkable journey of progress Mizoram has undertaken. As per the 2011 Census, the state had a literacy rate of 91.33 per cent, ranking third in the country. Building on this foundation, the ULLAS — Understanding of Lifelong Learning for All in Society — and Nav Bharat Saksharta Karyakram were implemented to identify and educate the remaining non-literate individuals, officials said. Based on projections from the 2011 census data, surveys were conducted, and 3,026 illiterates were identified. Out of them, 1,692 were found to be potential learners. A total of 292 volunteer teachers, among whom were students, educators, resource persons, and Cluster Resource Centre Coordinators, stepped forward to lead this mission, officials said. The collective efforts, dedication, and community mobilisation have resulted in Mizoram achieving full literacy, they said. (With Inputs From PTI)

Mizoram Chief Minister Lalduhoma proudly announced at a celebratory event held at the MZU Auditorium. Jayant Chaudhary, Union Minister of State for Education, Skill Development and Entrepreneurship, and Dr Vanlalthlana, Mizoram's Minister of Education, graced the occasion as Guests of Honour. "Today marks a historic moment in the journey of our state -- one that will be remembered by generations to come," the Chief Minister said while addressing the gathering. He emphasised that this achievement is not just a statistic, but a transformational milestone, one that speaks to the collective will, discipline, and vision of our people. He further expressed that this was a collective accomplishment by citizens who love their state and work with dedication, highlighting especially the 1,692 individuals who, despite having missed earlier educational opportunities, demonstrated extraordinary determination and a will to learn, even in later stages of life. "We celebrate this day not as the end of a campaign, but as the dawn of a new era of opportunity, empowerment, and inclusion," Lalduhoma said. He noted that while today may not mark the conclusion of the literacy movement, "We also renew our commitment to sustaining literacy through continuous education, digital access, and vocational skill training." Mizoram's recognition as the first fully literate state was declared under the Ministry of Education's ULLAS initiative, which mandates a minimum literacy rate of 95 per cent of the population. According to the Periodic Labour Force Survey (PLFS 2023-2024), Mizoram's literacy rate is 98.2 per cent. This landmark achievement is the result of sustained efforts by the School Education Department, particularly through Samagra Shiksha and the New India Literacy Programme (Nav Bharat Saksharta Karyakram). The State Government established a Governing Council and Executive Committee under the State Literacy Mission Authority, with the State Project Office under Samagra Shiksha Mizoram spearheading the initiative. To support the mission, the State Centre for Literacy (SCL) was set up under SCERT. It developed Mizo language learning materials titled Vartian, along with an English version for learners in the Lawngtlai district. Additional resources, such as Romei for learners and Margdarshikha for Volunteer Teachers, were created. Cluster Resource Centre Coordinators (CRCCs) acted as surveyors for the New India Literacy Programme, identifying 3,026 illiterate individuals aged 15 and above, of whom 1,692 expressed a willingness to learn. District Project Offices recruited 292 Volunteer Teachers to conduct regular classes in schools, community halls, YMA libraries, and even in learners' homes when needed. With literacy rates now at 98.2 per cent, Mizoram stands tall as the first state to be recognised under ULLAS as fully literate -- a beacon of educational progress and inclusive development in India.
