Delhiwale: Death of a chai house

The chaikhana would stay open long after midnight. Its white lighting would continue to dimly illuminate a small portion of the darkened alley outside. While the air inside the tea house would faintly smell of lukewarm milk. And oh, that last table! It would almost always be thickly wreathed in swirly clouds of beedi smoke. The smokers there would be reciting shairyis. The applauding cries of their wah-wah would emanate out into the deserted street, where it would be swallowed by the surrounding silence. Founded in 1966, Modern Tea House in Old Delhi's Havel Azam Khan shut three weeks ago. It is a particular loss for the area's poets. Arriving every night after dinner from nearby galis, kuchas, katras, chattas, and ahatas, they would gather at the Modern to recite their poems. Sometimes, they would have to be nudged to leave, so that other poets could take their place, or because it would be time to close the place for the night. During the day, many of these same verse writers would attend to their jobs and businesses. A few would still return briefly to the chaikhana. If two or three of them happened to be present at the same time, then a nazm or two would again be shared over the noisy slurp-slurp of chai. (One afternoon though, there were no poets present. Instead, poetry aficionados Taslim and Ayub were occupying a table, loudly intellectualising the songs of the 1982 movie Prem Rog.) Meanwhile, the chaikhana's lovely moody interiors had visibly deteriorated over the years. The floor had grown uneven, causing the tables to tremble on touch. The table-tops themselves were stained with rings formed by chai glasses. Rats became bolder, corner cobwebs grew more elaborate. Whatever, one of the memorable characters at the Modern was its proprietor. The polished glow of his face almost spiritual in its austerity, he would silently sit on his throne-like wooden chair, his arms plopped across his chest. The pages of his account book would be scrawled with the names of chaikhana regulars—each serving of chai indicated by a vertical bar. Speaking over the phone, the proprietor says he has now grown old, his children settled in the professions of their choice. Everything meets its end, he mutters philosophically. (He doesn't pointedly ask for it, but it is clear that the courteous gent would prefer to remain unidentified for this dispatch.) One late night, during a long-ago winter, five poets were huddled around the last table, see photo: Munir Hamdam, the late Rauf Raza, Javed Mushiri, Javed Niyazi, and Iqbal Firdausi. The men were trying their new verses, investigating what was clicking, and what was falling flat. Abruptly suspending the lyrical exchange, the poets patiently answered this reporter's queries. Finally, Iqbal Firdausi's intellectual face glanced up. 'If you don't mind, janaab, please leave us now with ourselves.'

May 22—"Posters," a solo exhibition of works by Richard Prince, is on display through Dec. 7 at Hetzler — Marfa, 1976 Antelope Hills Road, in Marfa. One of the foremost representatives of appropriation art, Richard Prince has been recontextualising images and ideas from mass media, advertising and entertainment since the 1970s. Often based on products of everyday American culture, his practice is one of 'post-production,' which reworks cultural phenomena and their attributes to rewrite received narratives and our understanding of history, a news release said. The present exhibition brings together a large body of Prince's "Poster" works on canvas and on paper, created between 2014 and 2024. The large canvases show reproductions of advertisements for mail-order posters, as were often found at the back of magazines in the second half of the 20th century. Hugely popular at the time, these printed images represent touchstones of early counter-cultural magazines, which are among Prince's long-term interests. The motifs of political slogans and far-out art in the form of cheap posters are singled out and chosen by the artist. They find their origins in the hippie head-shop culture of the late '60s, which also encompassed magazines, music and comedy records. Taped-off and blocked-out from the pages where they were listed, the images have been blown up so that the resulting works are far larger than the original posters. In their seemingly arbitrary selection, the poster images combine anti-war slogans, reproductions of Modern art, graphic-design interpretations of nude couples, and pictures of cats in sometimes humorously disparate compilations. The revolutionary attitude of the late '60s student protests is juxtaposed against the self-indulgence of hippie culture in this side-by-side illustration of popular visual language. If cultural attitudes are transported through everyday imagery, then Prince makes them transparent by applying the focus of his artistic practice to these source materials. Method and implication are translated into different contexts and, with his meticulous attention to detail, the artist decodes the communication of contemporary visual language and the ideas which are concealed within it. Richard Prince (b. 1949, Panama Canal Zone) lives and works in Upstate New York. CP Singal Sets Up SIT, Sadar ACP To Probe Shalarth ID Scam

Nagpur: Upon instructions from chief minister Devendra Fadnavis , police commissioner Ravinder Singal has constituted a Special Investigation Team ( SIT ) to probe the Shalarth ID education scam. The SIT will be headed by ACP Anita Meshram of Sadar division and will include officers from both Sadar police and the Cyber Cell. The scam, involving fraudulent generation of Shalarth IDs — used to manage salaries of government teachers — has prompted the registration of multiple cases under serious charges, including cheating, forgery, criminal breach of trust, criminal conspiracy, and cybercrime. Cases have been filed at both Sadar police station and Cyber police station. Singal's order emphasized the wide scope of the scam and noted the likelihood of more individuals being implicated as the investigation deepens. The SIT has been granted full authority to pursue all leads and ensure a thorough probe, especially into digital records and forged documents. Speaking to TOI, DCP Rahul Madane said, "Our primary objective is to identify all those involved. While the scam appears to be confined to the city limits, we are also investigating its possible links at the zilla parishad level." Cyber Cell inspector Baliram Sutar told TOI that the probe is progressing steadily. "There is no new angle at present, but we are strictly following protocol and continuing with the original line of investigation." Meanwhile, Milind Wankhede, founder president of Vidarbha Prathmik Shikshak Sangh, expressed his gratitude toward the state government. "We are thankful to CM Fadnavis, who also oversees the home department, for taking our demands seriously and ordering the formation of the SIT. This step has given us hope that the investigation will now gather pace and those guilty will be brought to justice." With the SIT now operational, authorities are hopeful that the scam, which has rattled the education sector, will be unravelled in its entirety, ensuring accountability and restoring public trust.

Falls extends Casella contract in return for purchase of 18,000 new totes

Just over a year into a five-year deal to provide garbage and recycling collection for Niagara Falls, city council members have approved a five-year extension of the city's contract with Casella Waste Management. In exchange for the doubling of the term of its contract, Casella has agreed to spend 'approximately $1.2 million this year to purchase 18,000 new 96-gallon blue garbage totes.' According to a memo from Mayor Robert Restaino (D) to the council members, the purchase would allow the city to replace its current collection of roughly 18,000 'smaller-seized blue totes.' The extension moves the expiration of Casella's contract from April 30, 2029, to April 30, 2034, 'under the same terms, conditions, and specifications' currently contained in its agreement with the city. Restaino has characterized the Casella contract as 'much more in line with our refuse fee' revenue. The mayor had previously expressed concern over the cost and necessity of replacing the city's current collection of blue garbage totes, which he says 'are at the end of their useful lives. Those totes are owned by the city and are maintained and repaired by the city's Department of Public Works (DPW). Under the terms of the contract extension, Casella will dispose of the old blue totes and will retain ownership of the new totes for the length of its contract with the city and any additional extensions. The waste removal contractor will also be responsible for the maintenance of the new totes. Restaino said DPW will still be responsible for the maintenance of the city's 96-gallon green recycling totes. But he estimated the DPW's tote repair work would decrease by up to 75%. The mayor cautioned that if the city was required to buy the new totes, it would likely have to fund the purchase by increasing the city's garbage user fee. The original Casella contract replaced an expiring, decades-old agreement with Modern Disposal Services. The Lewiston-based company had handled trash and recycling collection in the Falls since the late 1990s. Modern had been the target of continual complaints about its services from city residents. Council Member Donta Myles (D) said those complaints have increased in the first year of the Casella contract. 'Since they've started, I've got more complaints about totes being torn up and tops of totes being ripped up and never replaced,' Myles said. 'And not picking up all of the trash, leaving totes in the middle of the street when they dump them. Trash falling in the street and they don't pick it up. Extending their contract right now is not valid cause we're getting more complaints right now than we had with Modern.' Myles said that until Casella improved its services, he would not agree to extend its contract. Council Chair James Perry (D) and members Traci Bax (R), Brian Archie (D) and David Zajac (R) voted to approve the extension and tote purchase. The city charges residents a solid waste disposal or 'user' fee to offset the cost of having a private company handle garbage and recyclable collections. The fee, established in 2019 at $181 a year, is billed directly to property owners and must be reauthorized every year as part of the city's budget approval process.
