Taiz: Deputy Prime Minister reviews training activities for 'Development Knights' from Al-Qubaytah District
Taiz – SABA: Deputy Prime Minister and Minister of Local and Rural Administration and Development, Mohammed Al-Madani, reviewed the progress of the training program for the 'Development Knights' from Al-Qubaytah District in Lahj Governorate, as part of a training course organized by the Central Emergency Development Interventions Unit in Taiz Governorate. During his visit, Al-Madani, accompanied by Assistant Commander of the Fourth Military Region, Saleh Hahib, and Deputy Minister of Local Administration and Development, Jamal Al-Alawi, met with the participants in the course and emphasized the importance of cooperative development work. He called for making the most of all developmental opportunities in Al-Qubaytah to improve the district's economic and living conditions. He highlighted the need to strengthen community initiatives and work towards establishing a cooperative society to organize collective efforts and raise awareness of the value of cooperative work. Al-Madani urged participants to learn from past experiences and exchange expertise among cooperative associations. The Deputy Prime Minister praised the active participation and commitment of Al-Qubaytah's residents to development work, as well as their engagement in this 'Development Knights' training course to gain the knowledge and skills necessary to boost community involvement in local development. The 10-day training course aims to equip 30 participants from Al-Qubaytah with skills in volunteer work, mobilizing community initiatives, and supporting local development efforts. Deputy Prime Minister Al-Madani reviews Administrative Development Projects at Civil Service Ministry
Sana'a – Saba: Deputy Prime Minister for Administrative and Local Development and Rural Affairs, Mohammed Al-Madani, stressed the need to complete service manuals across various ministries, agencies, public service institutions, and lagging provinces. This came during his visit today to the Ministry of Civil Service and Administrative Development, where he reviewed administrative modernization projects and electronic systems being implemented by the ministry to improve the work environment, develop services, and streamline procedures for processing transactions in public service units at both central and local levels. Al-Madani discussed with the Minister of Civil Service, Dr. Khaled Al-Hawali, aspects related to finalizing the organizational structures for local authority units at the province and district levels. During the meeting, attended by his deputy Nasser Al-Mahdar, Al-Madani emphasized the importance of enhancing cooperation between the Ministry of Administrative and Local Development and the Ministry of Civil Service to complete projects aimed at developing work mechanisms in local authorities at the governorate and district levels. For his part, the Minister of Civil Service appreciated the Deputy Prime Minister's interest in following up on the administrative and organizational projects being implemented in the ministry's general office and other ministries, institutions, and local authority units, as they represent key requirements for the organizational and administrative framework of public service units. He affirmed that the ministry is working on multiple tracks in line with approved standards to develop service manuals, improve service quality, and simplify procedures—culminating in the establishment and launch of a digital platform for public services. This platform will include all services for public service units at both central and local levels (provinces and districts), enabling citizens to electronically request services from anywhere without the need for in-person visits. During the meeting, the Undersecretary for Information Sector, Ibrahim Al-Dar, presented the Unified Human Resources System, detailing its components and advantages, including aspects related to job discipline, employee performance evaluation, entitlements, and payroll processing. Meanwhile, the Undersecretary for Monitoring and Performance Evaluation, Abdullah Haydar, provided an explanation on the implementation path of the service development and procedure simplification project at local authority units, as well as the next steps to complete the project. Al-Madani, Al-Rabai, & Abbad inaugurate agricultural & fisheries projects in Capital Secretariat at cost of 659 Million Riyals
Sana'a - Saba: Deputy Prime Minister for Local Administration, Rural Development, and Minister of Local Administration and Rural Development Mohammed Al-Madani, along with Minister of Agriculture, Fisheries, and Water Resources Dr. Radhwan Al-Rabai, and Capital Secretariat Governor Dr. Hamoud Abbad, inaugurated on Tuesday a number of agricultural and fisheries projects in the Capital Secretariat at a cost of 659 million and 779 thousand Yemeni riyals. These projects, funded by the local authority in the Capital Secretariat through the Agricultural Projects and Initiatives Financing Unit, included: - Establishing fish and marine product sales points in the Secretariat's districts. - Installing advertising boards to promote agricultural and fisheries products. - Launching the unit's digital platform to enhance e-service efficiency and facilitate beneficiaries' access to support and financing. The projects also encompassed the second phase of support for plant and animal sector activities at the Agricultural and Veterinary Institute, including maintenance, furnishing, and operation of equipment at the modern veterinary teaching hospital. Additionally, they involved providing necessary tools , materials for medical devices and training veterinary staff on their use. Other initiatives included expanding capacity and improving educational resources for the College of Veterinary Medicine and the College of Agriculture (Phase II), which involved supplying and installing furniture for four lecture halls in the veterinary college and the new agricultural college's auditorium. Among the inaugurated projects were: - Rehabilitation, maintenance, and restoration of the Agricultural , Fisheries Projects and Initiatives Financing Unit's building. - Maintenance, rehabilitation, and furnishing of agricultural sector buildings. - Rehabilitation of the mechanical maintenance workshop and servicing agricultural sector equipment. - Procurement and supply of surveying equipment for the financing unit's operations. During the inauguration, Deputy Prime Minister Al-Madani emphasized the importance of these developmental projects in strengthening value chains. He noted that the government is currently implementing policies and mechanisms related to value chains and reducing import costs, with all current projects directly impacting society and contributing to self-sufficiency and food security. He highlighted the opening of marketing-related projects, such as fish sales points, and institutional development projects, including equipping the veterinary hospital, which will serve professionals in veterinary and animal value chains. Al-Madani mentioned new marketing initiatives, such as upcoming value chain festivals in various provinces, and multiple value chains being implemented nationwide by financing units and local authorities, covering fisheries, cotton, dates, and other sectors. He stressed the importance of the Capital Secretariat's role as the final link in the value chain, receiving raw materials produced in rural areas and marketing them through projects that promote fresh product sales while processing others to reduce import costs. This step enhances economic empowerment for families and activates the private sector to receive raw materials from rural regions. Minister of Agriculture, Fisheries, and Water Resources Dr. Radhwan Al-Rabai affirmed that the launched projects focus on economic aspects, particularly marketing and export, to absorb local products and enhance their competitiveness. He stated that the next phase would see integration between financing units in the Capital Secretariat and provinces to implement qualitative initiatives addressing local agricultural value chains, reducing imports and advancing self-sufficiency. Dr. Al-Rabai noted a serious commitment to achieving self-sufficiency by building a resilient economy that adapts to regional and international changes. Capital Secretariat Governor Dr. Hamoud Abbad emphasized the significance of these projects in laying the foundation for agricultural, livestock, and marketing development, highlighting the Secretariat's central role in successfully marketing local products through festivals, exhibitions, fish sales points, and permanent markets. He underscored the importance of cooperative initiatives in achieving sustainable development and fostering partnerships between official and community sectors in value chains and economic empowerment. Engineer Abdulmalik Al-Ansi, Director of the Agricultural and Fisheries Projects and Initiatives Financing Unit, stated that these projects mark the first phase of a strategic series to be announced soon, as part of a comprehensive plan to enhance community production and create a stimulating developmental environment. He added that the new projects will launch an ambitious development plan prepared in recent months to empower agriculture, fisheries, vocational education, and digital services, improving local production efficiency, creating jobs, and enhancing citizen services. Al-Ansi affirmed the unit's commitment to expanding productive projects and targeting sectors most vital to people's lives, aiming to build a strong economy based on planning, sustainability, and community participation. Workshop on executive mechanism for preparing Hajjah's Plan for 1447 AH
Hajjah - Saba: The local authority in Hajjah province organized a training workshop on the executive mechanism for preparing the province's plan for the year 1447 AH. The workshop discussed mechanisms for preparing the 1447 AH plan at the district level, including directives, priorities, executive mechanisms, and models for implementation in the districts. During the workshop, Deputy Prime Minister and Minister of Local Administration and Rural Development Dr. Mohammed Al-Madani emphasized the importance of developing plans that focus on local resources, activating overlooked resources, reducing dependence on external aid, and aligning with the government's Change and Development Program. He noted that problems in development often stem from poor planning, just as success is achieved when planning serves the millions rather than individuals with access to land, livestock, roads, equipment, farms, coasts, fisheries, crops, forests, and other resources. Al-Madani stressed the need to strengthen public trust and develop plans that reflect Yemen's dignity, freedom, and resilience—highlighting the sacrifices made by the people in defending their land, religion, and honor, as well as their support for the oppressed in Gaza. He called for a shift from traditional centralized planning, which relies heavily on external support, to self-reliant planning that mobilizes local resources and involves the private sector to ensure project success. The Deputy Prime Minister also mentioned the government's efforts to reduce agricultural imports by promoting local cultivation to achieve self-sufficiency, urging all stakeholders to take responsibility and implement workshop recommendations effectively. He announced that the districts of Bakil Al-Meer, Khiran Al-Mahraq, Abs, and Bani Qais were selected as model districts (out of 51) for implementing a new approach to integrated, participatory development planning in collaboration with local communities. Other districts will work on improving their plans for 1447 AH, with district directors being trained to ensure comprehensive participatory planning by 1448 AH. Al-Madani affirmed the government's commitment to supporting districts in value-chain projects and praised the local authority's role in development. Hajjah Governor Hilal Al-Sufi emphasized the importance of utilizing the workshop's outcomes to enhance participants' planning skills and ensure effective implementation while addressing shortcomings. He stressed that planning is the foundation for development across sectors and improving public services, noting that the province's leadership and operations room will closely monitor plan preparation and committee work. Dr. Abdulrahman Al-Malhani, head of the Planning Sector in the province, reviewed the directives and priorities of the 1447 AH plan, covering faith-based identity, economic development, community welfare, protection, education, public services, and health. He also explained the executive mechanism, procedural steps, models, and current situation analysis.
