Mohamad: GBC meeting focuses on Thailand-Cambodia ceasefire terms

SEREMBAN: The Thailand-Cambodia General Border Committee (GBC) meeting held today discussed, among other matters, the terms of reference for implementing the ceasefire agreement signed in Malaysia on July 28. Foreign Minister Datuk Seri Mohamad Hasan said he hoped that both countries would agree on the terms of reference discussed at the technical committee level before they are brought to the high-level ministerial meeting between the two countries on Aug 7 in Kuala Lumpur. "A permanent ceasefire agreement has been reached. We are now at the stage of outlining the terms of reference, which were discussed today at the technical committee level. We hope both parties can agree to the proposed terms. "Most importantly, we want to establish an Asean Monitoring Team to ensure the ceasefire is upheld. This would allow the two neighbouring countries to come together and ensure that their people can reconnect across the border as before," he said. He was speaking to reporters after attending the Negri Sembilan assembly sitting here. Mohamad also expressed confidence that both sides would have no major issues agreeing to the proposed terms, although they each presented some additional suggestions. Tensions along the border began with a skirmish on May 28, which escalated into a full-fledged armed conflict on July 24. On July 28, Thailand and Cambodia agreed to an immediate and unconditional ceasefire following a special meeting in Putrajaya chaired by Prime Minister Datuk Seri Anwar Ibrahim, in his capacity as the Asean chair.

In a first, UNSC report names TRF as group behind Pahalgam terror attack

In a diplomatic win for India, The Resistance Front (TRF), a proxy of Pakistan-based terror group Lashkar-e-Taiba (LeT), has found mention for the first time in a United Nations Security Council (UNSC) report for its role in the Pahalgam terror attack on April 22 in which terrorists killed 26 people. It is also the first time that TRF has been mentioned in any UN document. This also marks the first mention of the LeT and any other Pakistan-based terror group in the report since 2019. Days after the Pahalgam terror attack, Pakistan had blocked India's efforts to get the UNSC to name TRF in its condemnation of the attack. Government sources said the latest report of the UNSC Analytical Support and Sanctions Monitoring Team demonstrates India's strong counter-terrorism credentials and their recognition by countries worldwide. It is also a reflection of close cooperation between India and like-minded countries in the UNSC, the sources said. The inclusion of TRF in the Monitoring Team report, despite Pakistan's efforts for its removal, highlights Islamabad's undeniable involvement in fomenting terrorism in Jammu and Kashmir (J&K), and also attests to India's credibility in the UN on the counter-terrorism front, the sources said. 'It highlights Pakistan's obstructive approach to counter-terrorism efforts, recognition of the international community of the continuing threat posed by Pakistan-based terror groups and their proxies, and the key exporter of terrorism to the world,' one of the sources said. The development is particularly notable as all decisions of the 1267 Sanctions Committee, including Monitoring Team reports, are adopted by consensus by the members of the Security Council. The UNSC's 1267 Sanctions Committee is tasked to implement sanctions against terrorists, terror groups, and entities. The government sources said the Ministry of External Affairs (MEA) has undertaken comprehensive and coordinated efforts, and provided detailed inputs on TRF and other Pakistan-sponsored terror proxies to the UNSC Monitoring Team since December 2023. In 2024, on two occasions, the MEA had provided inputs to the Monitoring Team on the activities of TRF and its linkages to the LeT. An MEA-led inter-ministerial delegation briefed the Monitoring Team and other senior UN officials in New York in May 2024, and also shared a dossier on TRF, the sources said. The inter-ministerial delegation had held separate briefings for like-minded countries in the Security Council and other major UN member states. Resident Missions in New Delhi and Indian Missions in key capitals ensured sustained follow-up, backed by parliamentary delegations raising TRF's role in interactions abroad, the sources added. They pointed out that Pakistani foreign minister Muhammad Ishaq Dar had earlier boasted in the Pakistan National Assembly about forcing the removal of references to TRF in the UNSC press statement condemning the Pahalgam attack. 'Now, the mention of TRF in the Monitoring Team Report is evidence how the world views Pakistan's lies and deceitful narrative,' the sources said. Pakistan's strategy of plausible deniability — that is using seemingly secular and modern names like The Resistance Front and People Against Fascist Front for its jihadi proxies to divert attention from LeT and Jaish-e-Mohammed (JeM) and give an indigenous appearance to its terrorist activities in J&K — now stands punctured, the government sources said. The Monitoring Team report quoted one unnamed member state as saying that the April 22 terror attack in J&K could not have happened without the support of the LeT and that there was a relationship between the 'LeT and The Resistance Front'. 'On April 22, five terrorists attacked a tourist spot in Pahalgam in Jammu and Kashmir. Twenty-six civilians were killed. The attack was claimed that same day by The Resistance Front (TRF), who in parallel published a photograph of the attack site. The claim of responsibility was repeated the following day. On April 26, however, TRF retracted their claim. There was no further communication from TRF, and no other group claimed responsibility,' the report said. "Regional relations remain fragile. There is a risk that terrorist groups may exploit these regional tensions. One member state said the attack could not have happened without LeT's support, and that there was a relationship between LeT and TRF," the report said. "Another member state said the attack was carried out by TRF, which was synonymous with LeT. One member state rejected these views and said that LeT was defunct," it said. The member state which claimed that LeT was defunct largely appears to be Pakistan, the sources pointed out.

Washington DC [US], May 15 (ANI): Richard Rossow, Chairperson of India and Emerging Asia Economics, said that India has deeper relationships with many countries as compared to Pakistan. Rossow, while talking to ANI on Wednesday, said that India made threats emanating from Pakistan very clear, and has done a lot of work in being a leader of the Global South. 'Overall India has a lot deeper relationships with a much larger set of countries. They certainly made their voice known over time on concerns about the ever-present threat of terrorism emanating from Pakistan. To see that most countries that stepped in and voiced an opinion on this at all were siding with India. The countries that felt otherwise, you know, might have been a little bit quieter or offered their support more quietly to Islamabad,' he said. Rossow said that it is not surprising that India finds a lot of friends today than it would have a few decades ago. 'But India has done a lot of work on trying to be a leader progressively in the global South, its leadership at the G20, it's engagement with the West, the Quad, things like that. So it's not terribly surprising India finds a lot more friends when something like this escalates than, you know, maybe would have happened 25-30 years ago,' he said. As of Wednesday, an Indian technical team was in New York, interacting with the Monitoring Team of the 1267 Sanctions Committee and other partner countries in the UN. The team will also meet the United Nations Office of Counter-Terrorism (UNOCT) and Counter-Terrorism Committee Executive Directorate (CTED). On Tuesday, during his weekly briefing, Official Spokesperson for the Ministry of External Affairs, Randhir Jaiswal emphasised the links of the perpetrators of the Pahalgam attack and The Resistance Front- a terror group that owned up to their involvement in the attack twice. An Indian technical team has reached New York to present evidence regarding the Pahalgam terror attack to the Monitoring Team of the 1267 Sanctions Committee that decides on the global listing of terrorist groups, official sources informed on Wednesday (May 14, 2025). India has accused The Resistance Front (TRF) of carrying out the deadly April 22 terror attack in Pahalgam, and it is expected that the meeting with the Monitoring Team will be the first step towards getting the TRF banned under the 1267 Committee. TRF, founded in 2019, began as a little-known anti-India front that opposed the entry of 'outsiders' to Kashmir and over the last few years, it has come under the focus of the Indian authorities. The group started by spreading anti-India messages on the Telegram app, and post-Pahalgam, it has also been described as an off-shoot of the Pakistan-based terrorist organisation Lashkar-e-Taiba that India has accused of carrying out a large number of terror strikes both inside and outside Kashmir. During the Operation Sindoor of May 7, India bombed a large complex in Muridke near Islamabad that India claims to be the base of the Lashkar-e-Taiba. From the Indian point of view, the attack in Pahalgam is an extension of the Lashkar-e-Taiba's list of terror strikes that also include the 26/11 attack in Mumbai.
