Morocco Showcases Digital Transformation at Regional ICT Congress in Jordan

Rabat – Morocco's progress in digital transformation took the focus on Wednesday during the regional congress titled 'Towards a Digitally Accessible Arab Region – ICTs for All 2025,' held in Amman, Jordan. Safaa El Alaoui, Head of the Universal Digital Access Service at the Moroccan Digital Development Agency (ADD), presented Morocco's efforts and strategic roadmap to advance digital inclusion and public service digitalization . The congress was organized by Jordan's Telecommunications Regulatory Commission in partnership with the UN Economic and Social Commission for Western Asia (ESCWA) and the International Telecommunication Union (ITU). El Alaoui emphasized that the ADD's roadmap supports the national strategy 'Morocco Digital 2030,' launched in September 2024. The strategy aims to boost the digital economy, encourage the development of local tech solutions, create jobs, and accelerate the digitization of public services. Key pillars of the roadmap include modernizing public administration, enhancing interoperability between services, improving user experience, and promoting digital adoption among citizens, particularly vulnerable populations. Morocco, she said, aspires to become a leading digital and tech hub in Africa, while ensuring inclusive access to digital tools. Among ADD's flagship initiatives is the national data exchange platform for public institutions, designed to streamline citizen access to digital services and increase administrative efficiency. El Alaoui also highlighted the 'Digital Lab,' which supports rapid service digitization projects, and 'Dar Al Mouwatin,' a one-stop digital center providing essential e-services to citizens, especially in remote areas. Further supporting digital literacy, the 'Academia Raqmya' platform offers training under the 'Digital Acculturation Pathway' to equip citizens with digital skills and knowledge of emerging technologies. ADD is also working with ESCWA to develop a national digital accessibility roadmap aimed at promoting inclusive design standards across digital platforms, ensuring better access for people with disabilities and reducing the digital divide. The two-day congress gathered regional experts and decision-makers to discuss digital inclusion, the potential of emerging technologies like AI, and ways to enhance cooperation for a more equitable digital society in the Arab world. Russia is ready to support African countries in developing technologies that promote self-sufficiency and sovereignty, Aleksey Andreev, Russia's trade representative in Morocco, has stated. In an interview with the newspaper L'Opinion on Tuesday, Andreev said, 'Russia is ready to become a strategic partner of Morocco in the implementation of the national digital strategy Morocco Digital 2030.' He also stressed that while Africa is rich in resources, data has become the most valuable asset in today's world – adding that Russia is not interested in exploiting these resources, but in equipping African nations with tools to manage and protect them. Russia offers 'not only software products, but an ecosystem of digital solutions that guarantee technological sovereignty and growth,' he said. The proposed solutions include digital transformation projects, development of smart cities and systems for public administration, financial services, and business operations. He pointed to several priority domains for cooperation, including AI, cloud computing, cybersecurity, automated control systems, telecommunications, and smart transportation. Unlike many Western companies, Russian developers prioritize localization and flexibility over rigid licensing models, he said. 'Russian companies offer data hosting on local servers, adapting products to the requirements of domestic brands and working closely with local companies – an essential factor for countries seeking to strengthen their technological sovereignty,' the trade representative explained. The initiative is in line with a broader strategy to strengthen economic ties with Africa. In November, Russian Foreign Minister Sergey Lavrov noted that trade between Russia and African countries reached a record high of $24.5 billion in 2023, despite obstacles created by the West. According to estimates from the Agroexport Center, Russia's agricultural exports to Morocco reached nearly $280 million in 2024, marking a threefold increase compared to the previous year. Discussions centered on Morocco's ambitious AI roadmap and the Morocco Digital 2030 plan, reaffirming a shared commitment to advancing AI development and digital transformation for a prosperous future, the Moroccan ambassador revealed. As a reminder, in March 2024, Morocco co-sponsored, alongside the United States and the United Kingdom, the first-ever UN General Assembly resolution on artificial intelligence.

This move aims to foster fair competition, accelerate the expansion of high-speed internet, and enhance service quality across the country. Under the new rules, operators are now classified into two categories: Infrastructure Operators (IO), who own and deploy fiber optic networks and must provide access to other operators under transparent, non-discriminatory conditions; and Commercial Operators (CO), who use these networks to deliver services to consumers. The regulations apply to both existing infrastructure and future deployments, with access rates required to be publicly available and monitored to prevent market distortion. This reform aligns with the Morocco Digital 2030 vision, supporting the development of 5G by expanding access to network infrastructure. The ANRT aims to increase the number of households eligible for fiber optic connections from 1.5 million in 2022 to 5.6 million by 2030. Additionally, the policy is expected to enhance competition by allowing alternative providers like Inwi and Orange to challenge Maroc Telecom's longstanding dominance in fixed infrastructure. Mandating infrastructure sharing is expected to bring several benefits: Lower fiber optic access costs through shared investments. Expanded coverage, particularly in less profitable areas where operators were previously reluctant to invest.

Rabat – Morocco has launched a national program to introduce children to digital technology and AI, and a framework partnership agreement was signed on Saturday in Rabat to put this initiative into action. This initiative falls under the 'Morocco Digital 2030' strategy, which has a strong focus on developing digital skills. The objective is to establish a thriving digital ecosystem and equip children with the knowledge to handle future technologies. The project also aims to introduce the young population to AI and digital technologies at an early age. It also promotes responsible technology use by instilling sensitivity towards ethics and best practices. By opening access to these skills, the program wants to fill technological gaps and give equal opportunity to all. The agreement brings together several government officials and institutions, including Minister of Digital Transition Amal El Fallah Seghrouchni, Minister of Youth Mohamed Mehdi Bensaid, Minister Delegate in charge of the Budget Fouzi Lekjaa, and Mohammed VI Polytechnic University (UM6P) representative Ibtissam Khamlichi. At the signing, Minister Seghrouchni expressed that the program is a priority in Morocco's digital development. She explained that the first phase targets children between 8 and 14 years old, with a second phase planned for those aged 15 to 18. Around 200,000 children across the country are expected to benefit. The initiative will launch in twelve youth centers across Morocco's twelve regions. Special training will be provided for instructors to extend the program nationwide, ensuring more children gain access to AI and digital education. Morocco has been diligently progressing in AI, carving out a place for itself in the sector through research, innovation, and digital transformation. Bringing AI training to kids and Moroccan youth is a big step in this direction. Early exposure to AI helps spark curiosity, build essential skills, and prepare a new generation to shape the future of technology.
