CHICAGO, Ill. (WTVO) — Police charged the driver of a Dodge Charger with drunk driving after he reportedly slammed into an Illinois State Police squad car on Interstate 290 on Tuesday. According to state police, a trooper was conducting a traffic crash investigation on the shoulder of I-290 near Lavergne Avenue around 7:42 p.m. While the trooper was outside the vehicle, the Charger, driven by Cordell Franklin, 40, of Chicago, crashed into the vehicle, pushing it into the rear of the vehicle from the previous crash, police said. Franklin was uninjured and was arrested on charges of driving under the influence of alcohol, illegal transportation of alcohol, failure to reduce speed to avoid an accident, improper lane usage, following too closely, operating an uninsured motor vehicle, and a Move Over Law violation. ITASCA, Ill. (WMBD) — The Illinois State Police are reporting the fourth Scott's Law-related crash of the year on Thursday. The crash occurred when a state trooper was handling a crash on Interstate 290 westbound ramp to Illinois 390 in Itasca at approximately 8:18 a.m., an ISP news release stated. The trooper was on the left shoulder of the road, seated in a squad car which had activated emergency lights, when the vehicle was struck by Saturn Vue that failed to move into another lane as required by law. UPDATED: Driver charged with Scott's Law violation in connection with trooper's death Both the trooper and the driver of the vehicle, 44-year-old Teresa Muro, were transported to area hospitals with non-life-threatening injuries. Muro was cited for operating an uninsured vehicle, failure to reduce speed to avoid an accident as well as a Scott's Law violation. The Move Over Law, also known as Scott's Law in Illinois, requires all drivers to move over when approaching an emergency vehicle or any vehicle with its emergency or hazard lights activated. ITASCA, Ill. — An Illinois State Police Trooper was hospitalized on Thursday morning after their squad car was hit while they were investigating a crash along Interstate 290 in DuPage County. According to officials from ISP, the crash unfolded just before 8:30 a.m. near the Interstate 290 westbound ramp to Illinois 390 westbound in Itasca. While the trooper was sitting inside the squad car, a Saturn Vue that allegedly failed to move over for the emergency vehicle, struck the trooper's car from behind. The trooper suffered non-life-threatening injuries in the crash and was later taken to the hospital for treatment. The driver of the Saturn, a 44-year-old woman, was also taken to the hospital with non-life-threatening injuries. She was later issued citations for operating an uninsured vehicle, failure to reduce speed to avoid an accident and a Scott's Law violation. ISP said Thursday's crash is the fourth to unfold this year as a result of 'Move Over Law' violations. The 'Move Over Law,' also known as 'Scott's Law' in Illinois, requires that all drivers move over as they approach vehicles with emergency or hazard lights activated. LATEST CASES: Missing people in Chicagoland In 2024, ISP was involved in 27 Move Over Law-related crashes, which left 12 troopers injured and one dead. In 2023, ISP was involved in 21 Move Over Law-related crashes, which left seven troopers injured. The fine for a 'Scott's Law' crash resulting in injury to another person is suspension of the driver's license for anywhere between six months to a year. Anyone who violates the Move Over Law could face a fine of no less than $250 and no more than $10,000 for a first offense.
