The municipality of Cainta in Rizal was placed under a state of calamity on Wednesday due to the combined effects of tropical storms and the enhanced Southwest Monsoon (Habagat). The town's Sangguniang Bayan approved Resolution No. 2025-012, which adopts the recommendation of the Municipal Disaster Risk Reduction and Management Council (MDRRMC) and the local chief executive to place Cainta under a state of calamity amid the displacement of residents, loss of income, and the disruption of essential services in its seven barangays. 'The declaration of a state of calamity will hasten the delivery of basic needs, ensure price freeze of basic necessities and facilitate the immediate rehabilitation and recovery of the affected areas,' the resolution added. Widespread floods hit parts of Luzon including Rizal province amid the heavy downpour caused by the Habagat and the two tropical cyclones inside the country's area of responsibility. Metro Manila, Benguet, Pangasinan, Tarlac, Pampanga, Bulacan, Zambales, Bataan, Cavite, Laguna, Batangas, Rizal, and Occidental Mindoro may experience monsoon rains while the rest of MIMAROPA, La Union, Nueva Ecija, Quezon, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Antique, Iloilo, Guimaras, and Negros Occidental may observe occasional rains. Cloudy skies with scattered rains and thunderstorms is forecast over the rest of Luzon and Visayas while partly cloudy to cloudy skies with isolated rainshowers or thunderstorms may prevail over Mindanao. Meanwhile, PAGASA said it is monitoring two tropical cyclones — Tropical Storm Dante, and Tropical Depression Emong — which currently enhance the seasonal monsoon. — Sundy Locus/RF, GMA Integrated News

Palawan town to be placed under state of calamity after severe flooding

The town of Roxas in Palawan will be placed under a state of calamity following days of severe flooding caused by continuous rains from the southwest monsoon, or habagat, intensified by the recent Tropical Storm #CrisingPH. Roxas Mayor Pedy Sabando confirmed the move in an interview with Super Radyo Palawan DYSP 909Khz, saying the same is based on a recommendation from the Municipal Disaster Risk Reduction and Management Council (MDRRMC). The Municipal Council approved the recommendation during its regular session on Monday, July 21, 2025. Sabando is expected to sign the declaration on Tuesday, July 22, 2025. The local government has allocated P1 million to provide food packs for residents affected by the flooding and currently staying in evacuation centers. Additional assistance has also been sent to Roxas by the Palawan Provincial Government and the Department of Social Welfare and Development (DSWD).
