Single seniority list to be prepared for government job appointments on compassionate grounds in Tamil Nadu
The Tamil Nadu government has decided to revise the method being adopted for the appointment of candidates into government service on compassionate grounds. Entries in a single State-wide seniority list will be considered for such appointments, though earlier applications received for such appointments were considered by the Head of the Department or the District Collector concerned. All pending applications will be included in the State-wide seniority list. A Government Order (G.O.) for the Human Resources Management Department, issued by Chief Secretary N. Muruganandam earlier this month, stated that appointments should be made subject to availability of vacancies within three years from the date of death of the government servant or the date of death as declared by the court (in specific cases) or the date of retirement on medical invalidation, as the case may be. Until a portal for maintaining a State-wide seniority list becomes operational, all processes relating to the grant of appointment on compassionate grounds would be carried out in accordance with the provisions of the rules as they were in force before August 4, 2025. The State government has made necessary amendments to relevant provisions of the Tamil Nadu Civil Services (Appointment on Compassionate Grounds) Rules, 2023 in this regard. According to the rules, there are certain conditions for appointment on compassionate grounds such as the family must be in indigent circumstances, that no member of the family are to be in regular employment in government or any private enterprise. The appointing authority is to regularise the services of the person appointed under the rules within a year from the date of his/her joining service, subject to eligibility. Appointment under the rules is not to be extended to more than one member of a family. Earlier, only if no vacancy was available within three months, would the application be forwarded to the Collector of the respective district, who would maintain a register indicating the number of applications received and are pending under these rules in the order of seniority. The rules of reservation provided in Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 will not apply to appointments made on compassionate grounds. The total number of persons appointed on compassionate grounds in a department, at any point of time, shall not exceed 5% of the total sanctioned strength, whether permanent or temporary, in all categories of posts included in Group C in that department. However, there will be no such ceiling in the case of Group D posts.

T.N. Chief Secretary inspects flood mitigation projects at Pallikaranai
Tamil Nadu Chief Secretary N. Muruganandam inspected flood mitigation projects executed by the Water Resources Department (WRD) near the Pallikaranai marshland on Saturday (August 9, 2025), and instructed officials to expedite the work to minimise inundation before the onset of the Northeast monsoon. He inspected the ₹91-crore work to construct a 1.2-km-long channel that aimed at mitigating waterlogging in areas like Velachery's Vijaya Nagar and Ram Nagar, Semmencheri, and Perumbakkam, around the marshland. It would carry a portion of the floodwater from south Buckingham canal near Okkiam maduvu to the sea. According to the WRD, the channel, which would have the capacity to carry about 1,000 cubic feet per second of water, would reduce the burden on Okkiam Maduvu and Buckingham canal. The channel would travel along localities like Uthandi before draining into the sea. The project has been designed to handle the backflow of seawater due to tidal action. Mr. Muruganandam also reviewed the progress of the Greater Chennai Corporation's (GCC) project to restore Ramanthangal lake in Sholinganallur. The project is being implemented at a cost of ₹1.26 crore under the 'Namakku Namme' scheme. Senior officials from the WRD, GCC, and Chennai Metrowater were also present.

While in hospital, Tamil Nadu CM Stalin discusses official matters with Chief Secretary
Tamil Nadu Chief Minister M.K. Stalin, who has been hospitalised at Chennai since Monday (June 21, 2025), discussed official matters with the Chief Secretary and also reviewed the 'Ungaludan Stalin' programme which he launched earlier this month. 'On the basis of doctors' advice that he would discharge official duties while in hospital, the Chief Minister discussed official matters with Chief Secretary N. Muruganandam today [July 22],' an official release from the Tamil Nadu government said. During the discussion, he also enquired about the progress of the Ungaludan Stalin programme, the release said. As on July 22, over 5.74 lakh petitions have been received under the programme. Mr. Stalin enquired as to how many of the petitions have been resolved so far by departments concerned. He also advised on organising camps as per the schedule and to ensure amenities for the general public visiting these camps. Following giddiness during his morning walk, the 72-year-old Chief Minister was admitted to Apollo Hospitals on Greams Road in the city on Monday forenoon. A bulletin issued by the hospital on Monday evening said that he has been advised rest for three more days and was prescribed few other tests for evaluation. 'He is expected to continue discharging his duties in official capacity from the hospital during his stay,' the hospital had said.

Comprehensive mobility plan for Chennai Metropolitan Area to be ready this month
CHENNAI: The comprehensive mobility plan for Chennai Metropolitan Area is likely to be released by Chennai Unified Metropolitan Transport Authority (CUMTA) this month, shaping urban mobility for the next 25 years. The CUMTA executive committee led by Chief Secretary examined all the proposals for a comprehensive mobility plan for Chennai Metropolitan Area on Monday and cleared for submission to CUMTA. CUMTA, headed by Chief Minister is expected to meet by the end of July for release of the comprehensive mobility plan. Following the release of the comprehensive mobility plan, an App for 'journey planner-cum-integrated ticketing' is likely to be launched by the second week of August for commuters in Chennai, Kancheepuram, Chengalpet, Tiruvallur and Ranipet. The journey planner cum integrated ticketing system will include MTC, metrorail, auto and cab for Chennai Metropolitan Area in the first phase. As the Railway Board is expected to approve the integration of Railways with the journey planner cum integrated ticketing system later, suburban train commuters will be integrated with the App by October. Commuters will make a single payment to reach any destination in the metropolitan area, as the App will provide information about the cheapest and the fastest modes of transport to reach any destination. Once the commuter makes a decision, choosing any one of the options provided by the system, she/he will make a single payment and a QR code will be generated for the transit. One of the proposals include extension of Metrorail from Poonamallee to Kuthambakkam bus terminus in this phase. Priority to Airport metro and linking of Kalaignar Convention Centre in Muttukadu on ECR with Siruseri Metro station has also been proposed. The plan involves several key components, including the development of missing links, new links, and ring-radial roads. Road widening and upgradation projects are also included, alongside the construction of Rail Over Bridges (ROB) and Rail Under Bridges (RUB). Grade separations, such as flyovers and underpasses, and improvements to road safety and junctions are part of the strategy. The plan's targets for 2048 include achieving a 45% reduction in transportation sector green house gases emissions, and a 75% reduction in road crashes, including fatal and severe injuries. The plan also aims for 60% of the critical road network to be protected from flood impacts. For the GCC area, the plan proposes the upgradation and construction of Link Road along the Buckingham Canal, spanning 19 km. The Madhavaram Sholavaram elevated corridor, which is along an existing road, has also been proposed. New road projects in the GCC area include the extension of the NH bypass to the Inner Ring Road from Puzhal, and two U-shaped flyovers near Indira Nagar MRTS and Tidel Park Junction at OMR. These new roads proposed in the GCC area cover 7.6 km. In the expanded CMA, the plan includes new town loop roads such as Arakkonam (16 km), Chengalpattu (24 km), Kanchipuram (16.5 km), Mahabalipuram (15.5 km), Parandur (10 km), Tirutani (4 km), and Thiruvallur (11 km). The new town loop roads cover a length of 97 km.

T.N. Chief Secretary reviews civic and infra works in Perumbakkam, South Chennai
Tamil Nadu Chief Secretary N. Muruganandam on Saturday, assessed the solid waste management and drinking water supply connectivity at the Tamil Nadu Urban Habitat Development Board (TNUHDB) units at Perumbakkam. He also inspected multiple civic infrastructure works, underground sewer projects, road restoration, pond desilting, and lake rejuvenation undertaken by the Greater Chennai Corporation (GCC) and Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB). He met the people and members of the resident welfare association of the tenements. The garbage collection work has improved since GCC took over the work earlier this year. The process to provide sewage and water supply connections to all units by CMWSSB is also progressing, the Chief Secretary said. Further, the public informed him of poor network and wifi connectivity. He assured them that the government would talk with leading companies to improving network connectivity. He said that initiatives under the Tamil Nadu Skill Development Corporation (TNSDC), such as Naan Mudhalvan Finishing School Scheme, tailoring, and other trades focusing on youth were also needed for the residents. A skill institute was being established currently at Perumbakkam by the CMDA. Later, he reviewed the CMWSSB underground drainage project for an estimated ₹99.71 crore at Ramachandran Street and Bangala Thoppu Main Road in Mugalivakkam. He checked the desilting of the canal in Adyar Zone for an estimated ₹30 lakh, work at two ponds near the MRTS area for ₹32.14 lakh, roadworks from Velachery to Perungudi MRTS Station and on MGR Road, worth ₹8.09 crore. Mr. Muruganandam also inspected the rejuvenation of Sri Raman Thangal Eri in Sholinganallur Zone. Chennai Corporation Commissioner J. Kumaragurubaran, Highways and Minor Ports Department Secretary R. Selvaraj, Metrowater Managing Director D. J. Vinay, TNUHDB Managing Director Shreya P. Singh, Regional Deputy Commissioner (South) Aftab Rasool, and other officials were present.
