NAFAS constitution suspension continues for governance reforms

KUALA LUMPUR: The suspension of the National Farmers' Organisation (NAFAS) constitution, which came into effect on Nov 1 last year, remains in force, to allow for a comprehensive restructuring of its governance and business operations. Minister of Agriculture and Food Security, Datuk Seri Mohamad Sabu, said that during the suspension period, NAFAS is being administered by an appointed administrator under the Registrar of Farmers' Organisations, with support from an Advisory Council, comprised of experienced professionals. 'The Registrar has appointed the NAFAS Advisory Council, comprised of five professionals with extensive experience in governance and public sector management. Their role is to reassess all aspects of NAFAS's administration and business operations. 'This includes a thorough review of its subsidiaries, to ensure that all corrective actions taken are comprehensive, evidence-based, and aimed at restoring the institution, through a structured and integrity-driven approach,' he said during the question-and-answer session at the Dewan Rakyat, today. He was responding to a question from Aminolhuda Hassan (PH-Sri Gading), who had asked for the latest status of the suspension of the NAFAS constitution since Nov 1, 2024, as well as updates on the reforms introduced under the new NAFAS constitution. The NAFAS Advisory Council is chaired by former Public Service director-general, Tan Sri Zainal Rahim Seman, and includes former deputy director-general of the Implementation Coordination Unit (ICU) under the Prime Minister's Department, Datuk Hadzir Md Zain, among its members. Mohamad said that several reform strategies are currently being implemented, including governance reforms, evaluation and restructuring of management, reorganisation of subsidiary companies, management audits with continuous monitoring, strengthening checks and balances, and restoring public confidence. He added that NAFAS's reform strategy and future direction will be outlined through the NAFAS 2.0 Governance and Competitiveness Improvement Blueprint, which covers five core areas: governance and organisational leadership; legislation and compliance; fund management and procurement; financial sustainability and business model; and internal audit, monitoring system, and publications. Responding to a supplementary question from Fathul Huzir Ayob (PN-Gerik), on whether the ministry was prepared to make the full investigation report public, Mohamad said the matter would depend on legal advice and further consultation. 'I recall that, in the case of the Public Accounts Committee (PAC), there's no issue, as the PAC has the authority to summon any government department, including the Minister, to provide an explanation,' he said. 'However, whether the report can be publicly disclosed or not depends on ongoing discussions and must be reviewed by the relevant legal advisors. Certain information may not be released if it is still under investigation,' he added. - Bernama

KOTA KINABALU: The National Farmers' Organization (NAFAS) today introduced a new look variant product for one of its flagship products, Baja Super Peladang fertilizer, which now features a fresher, more modern, and professional design. Chairman of the Farmers' Organization Authority (LPP), Datuk Mahfuz Omar, said the new look from NAFAS' subsidiary, NAFAS Bajakimia Sdn Bhd (NBKSB), features a cleaner and more recognisable graphic design with a clearer information layout, making it easier for users to understand the fertilizer's function and content. 'Previously, Baja Peladang was only offered as a compound fertilizer. Now, in line with increasing market demand, NBKSB has taken the initiative to introduce a new variant in a compacted fertilizer form. 'The manufacturing technology for this compacted fertilizer is simpler and more efficient, yet it maintains the high nutrient content and effectiveness. At the same time, it allows the price to be more competitive in the market,' he said. He spoke to reporters after officiating the launch of the new Baja Super Peladang products and design at the National Farmers, Livestock Breeders, and Fishermen's Day (HPPNK) 2025 celebration at the Sabah International Convention Centre (SICC) here today. Also present were NAFAS Chief Administrator Mohd Faizal Mohd Jakir, NAFAS General Manager Muhammad Faris Arriffin, and NBKSB Chief Executive Officer Zalifudin Md Arshad. Meanwhile, Zalifudin said among the products highlighted was the Super Ultra K, a premium compacted fertilizer based on MAP (Mono Ammonium Phosphate) that is specially formulated to increase nutrient absorption by plants. He added that two other new variants, Super 45D and Super 16, use a SOP (Sulphate of Potash) base, making them suitable for crops that require control over chlorine content in their fertilization. 'This is part of our continuous effort to strengthen the Baja Super Peladang brand as a high-quality local product trusted by farmers nationwide. 'This new look also reflects NAFAS' commitment to improving the effectiveness of information delivery and product professionalism in line with current agricultural industry standards,' he said. KOTA BHARU, July 24 (Bernama) -- The collaboration between the Kemubu Agricultural Development Authority (KADA) and the National Farmers Organisation (NAFAS) is expected to strengthen the country's agricultural sector through the enhancement of input supply chains and more structured, strategic capacity-building for farmers, said KADA chairman Khalid Abdul Samad. He expressed appreciation to NAFAS for its willingness to be KADA's key strategic partner in implementing the Tautan Tani programme, which he described as an essential platform for elevating the status of the agricultural sector. "The close cooperation between KADA and NAFAS is a timely and strategic move to ensure national food security, especially in today's context, which demands multi-stakeholder collaboration to address the challenges of the agro-food sector. "I am confident that the combination of KADA's expertise in area development and human capital, along with NAFAS' strength in logistics and agricultural input supply chains, can create a more sustainable, productive, and competitive agricultural ecosystem," he said during today's launch of the Tautan Tani programme here. Khalid said such programmes are a manifestation of both agencies' commitment to strengthening agricultural knowledge and practices among farmers, while also promoting a thriving culture of collaboration within the industry. "The initiative of organising product introduction talks and factory visits is an effective effort to augment farmers' understanding of the agricultural input value chain, while also raising awareness on the proper and efficient use of fertilisers. "Farmers must be informed consumers who understand fertiliser contents, the functions of nutrients and their impact on crop yields, and the use of pesticides that must adhere to safety guidelines to ensure quality harvests and environmental protection," he said. He said that the briefing that KADA conducted on Good Agricultural Practices (GAP) is crucial in ensuring that the country's agricultural produce meets international standards to penetrate the global market. "The sharing sessions by farmers are also significant as they provide opportunities to learn from one another, share successes, techniques, and innovations from the field, which are often more practical than theory alone," he said.
