At commemoration of Dayton Peace Accords, NATO leader urges military spending to counter Russia

DAYTON, Ohio — Representatives from NATO-aligned nations concluded a gathering in Dayton, Ohio, Monday to mark the 30th anniversary of the Dayton Peace Accords, the agreement that ended the Bosnian war, amid Russia's unprecedented drone offensive in Ukraine. NATO formed in 1949 to provide collective security against the Soviet Union. It now includes 32 countries. Ukraine is not a member, but participants in NATO gatherings over the past week have said a victory against Russia in the 3-year-old war is crucial to European and global stability. The anniversary was framed as a celebration of diplomacy and peace. The original accords were negotiated at Wright-Patterson Air Force Base, in Ohio, and signed in Paris later that year. 'The Western Balkans has shown that peace is possible. But today Europe is not at peace. Russia has brought war back to Europe,' said NATO Secretary-General Mark Rutte at Monday's meeting of the NATO Parliamentary Assembly, the culmination of the five-day gathering. Rutte called on NATO member leaders to make the case at home for increasing military spending, suggesting that an increase to 5% of gross domestic product over the next few years could be reached in an agreement next month, in line with demands from the NATO member U.S. Belgium, Canada, Croatia, Italy, Luxembourg, Montenegro, Portugal, Slovenia and Spain do not currently spend at least 2% of GDP on national defense budgets, a goal agreed to in 2023 as Russia's war on Ukraine entered its second year. So far, 22 of the 32 member countries have done so. Next month, the members will debate increasing that percentage to 3.5%, plus another 1.5% in spending on defense-related projects like roads and cybersecurity infrastructure. Cultural events accompanied the official meetings in Ohio, including art and history exhibits, public lectures, and a Concert for Peace featuring musicians from Dayton and Bosnia's capital of Sarajevo. A downtown 'NATO Village' displayed flags from member nations, and additional exhibits highlighted the city's international ties.

Many of the delegates visited the Oregon District for dinner on an Out On 5th night with great weather. 'We are seeing a lot of NATO guests last night for dinner, this morning for brunch, and then tonight for dinner,' Nikki Stargel, Salar's general manager, said. 'We've got a couple different delegations who are here.' Ramona Bruynseels is a member of parliament in Romania and is the Secretary of the Defense Commission while also sitting in the Budget Commission. 'People are very open and very nice, kind and communicative which is fantastic,' Bruynseels said. 'It's always nice to feel that you are welcome in a place.' She was grabbing drinks with delegates from Montenegro at Salar. 'There might be a language barrier but like food and drink doesn't need a language and people have been having a really nice time and enjoying themselves. We like giving them that comfy, fun space to just decompress a little bit and have a good night,' Stargel said. Some of the other delegates were out getting dinner at The Greene in Beavercreek. DAYTON, Ohio (WDTN) — As world leaders descend upon downtown, the mayor of Dayton is praising the preparations that are now helping keep everyone safe downtown. The NATO Spring Assembly is in full swing on Friday, and 2 NEWS sat down with Dayton Mayor Jeffrey Mims Jr. to see how he's feeling about this historic event. NATO Village: What does it look like inside the security zone? There's a lot of work that has gone into planning to host this NATO Parliamentary Assembly, which is the first in the U.S. in 20 years. For just a week-long event, months of preparation went into planning security, schedules and more. Mayor Mims says the event is off to a great start, particularly when it comes to safety, and he expects that to continue. There were no incidents on day one, and that's not by accident. Teams of law enforcement worked for months to come up with a plan to secure the inside of the NATO Village and surrounding areas. What is the NATO Village? The city of Dayton collaborated with several local, state and federal officials to pull this whole event off. 'Dayton has looked at what's happening across the state, across the nation in terms of the issues involving safety and how you keep people safe,' said Mims. 'There's a blueprint, if you will, in terms of how they do what they do, in terms of addressing the needs of each other and being supportive.' Mayor Mims says he's happy with what he's seeing so far, and thanks the multitude of partners who are working to keep everyone safe. 'No matter what department you in on the matter, what part of the state that you in, we all sort of come together,' said Mims. There were initially concerns about safety due to potential protests, but Mims says he wants protesters to have a space to feel like they have a voice.
