SC protects MP scribes against coercive action, asks them to move HC
The Supreme Court on Monday protected in the interim two Madhya Pradesh-based journalists who were allegedly assaulted by the state police for reporting on illegal sand mining activities. A bench of Justices Prashant Kumar Mishra and Manmohan, however, refused to examine their plea and asked them to move the Madhya Pradesh High Court instead. A separate top court bench on June 4 sought the responses of Madhya Pradesh and Delhi governments on the plea of Shashikant Jatav and Amarkant Singh Chouhan. The apex court while granting the interim relief posted the hearing on June 9. "We are not entertaining the plea. However, looking at the allegations, we permit the petitioners to move the concerned high court within two weeks from today. Till the time the petitioners move high court the petitioners shall not be arrested," Justice Mishra said. The journalists alleged that they were kidnapped, assaulted in custody and subjected to casteist slurs by a senior police officer and his subordinates. The top court had previously asked why the petitioners did not make the superintendent of police of Bhind a party to the petition. "It is very easy to say all kinds of things against an IPS officer without making him a party. Whatever comes to your mind, just put it in black and white against the IPS officer," it added. The bench also asked why the National Human Rights Commission (NHRC) and the NCT of Delhi were made parties. The counsel said NHRC was made a party as petitioners had previously filed a complaint there and offered to remove it as a party from the case. On the NCT of Delhi, the counsel said both the petitioners were in the national capital at present. On May 28, the Delhi High Court granted two-month protection to Chouhan, who claimed there was threat to his life by the Bhind superintendent of police after he was allegedly beaten in his office. The high court directed Delhi Police to provide protection to Chouhan, the Bhind Bureau Chief of Swaraj Express news channel. "In the meantime, they can approach the high court concerned (for availing further legal remedies)," the Delhi High Court had said. The journalists from Bhind district recently alleged that they were beaten and manhandled on May 1 inside the office of superintendent of police, an allegation denied by the officer.

Delhi govt forms 10-member committee to draft revised EV policy
The expert committee shall, after detailed examination, recommend measures on how to set up EV charging stations under flyovers (HT_PRINT) Notify me The Delhi government has formed a 10-member committee comprising officials and experts to draft a revised electric vehicle (EV) policy, officials said on Friday. A 12-point agenda has been set for the committee, which includes transitioning all CNG vehicles to electric, charging facilities under flyovers, managing battery waste, last-mile connectivity, subsidy disbursement and other aspects of the revised policy. "For proper CNG to EV transition, the committee shall ensure that a scientific study is done to assess the number of CNG cars currently in use in Delhi and to outline a feasible plan for replacing them with EVs within a year, starting from April 1, 2026," a government document said. According to the document, the expert committee shall, after detailed examination, recommend measures on how to set up EV charging stations under flyovers and year-wise specific targets for setting up private and semi-public EV charging stations. "Considering the anticipated large numbers of EV adoption by the general public, a perspective plan, including clarity on the allocation of land, needs to be put in place to address the needs of the NCT of Delhi, and the same needs to be incorporated in the revised policy," it added. The committee has experts like K Ramachandra Rao, professor, Department of Civil Engineering and Head of Transportation Research and Injury Prevention Centre (TRIPC), IIT Delhi; Sudhendu Jyoti Sinha, advisor, NITI Aayog, and managing director of DTC; top officers of the transport department; members of power distribution companies; and others. In a cabinet meeting chaired by Chief Minister Rekha Gupta on April 16, the extension of the existing EV policy was approved for three months. The EV policy has been extended multiple times under both the previous AAP regime and the current government led by the BJP. "The committee shall in detail examine the delays caused in subsidy disbursement in the current policy, and it shall also objectively determine the number of women beneficiaries and the quantum of subsidy to be given to them," the government document said. Launched in August 2020 as one of the key initiatives of the previous AAP government, the policy is aimed at tackling vehicular pollution and pushing the adoption of electric vehicles to 25 per cent by 2024. Although its initial three-year term ended in August 2023, the government decided to extend it. To provide last-mile connectivity in congested unauthorised areas, the committee has been directed to look into ways in which mini-cabs and e-rickshaws can be deployed for public convenience. "The committee shall suggest routes for which permits can be given and the maximum number of e-auto rickshaws and maxi cabs to ply on roads along with the location of public charging infrastructure in these areas," the document added. The committee has to submit fortnightly reports on the progress made by the committee to Transport Minister Pankaj Singh. Delhi government cancels all official leaves amid Pakistan conflict; cites emergency preparedness
NEW DELHI: In response to the rapidly escalating tensions between India and Pakistan, the Delhi government has taken the precautionary measure of canceling all leaves for its officials with immediate effect. This directive will remain in force until further notice, as authorities prepare for an emergency situations. "In view of the prevailing situation and preparedness for emergency response systems, the Competent Authority has directed that no leave shall be granted to any Officer/Official of Govt. of NCT of Delhi, till further orders," an order issued by the services department read. The decision comes amid a significant escalation in hostilities between India and Pakistan. On the intervening night of May 6-7, the Indian Air Force launched Operation Sindoor in retaliation for a deadly militant attack on April 22 in Pahalgam which resulted in the deaths of 26 civilians. The situation has led to heavy artillery exchanges along the Line of Control (LoC), with civilian casualties reported on both sides. A day before, a massive mock civil defence exercise was conducted at 55 locations in the city as part of a nationwide emergency preparedness drill. According to officials, the government's decision to cancel all official leaves is seen as a proactive step to ensure readiness for any emergency given the proximity of Delhi to the conflict zones and its significance as the national capital. Officials are expected to be on standby to coordinate responses, maintain public order, and provide essential services as needed.
