Sops for govt staff on Cabinet agenda

Hyderabad: The state Cabinet, scheduled to meet on Thursday, is expected to take some crucial decisions, including sops for the government employees, recruitment for pending vacancies in government jobs and women empowerment. It will also deliberate on the schedule for the launch of the Rajiv Yuva Vikasam scheme aimed at transforming unemployed youth into entrepreneurs. The meeting will also discuss extensively the progress of the implementation of the flagship welfare schemes launched by the ministers recently. Chief Minister A Revanth Reddy has already sought a report on the implementation of the important schemes from the ministers. The progress of the works under Indiramma Indlu (housing) scheme, fine rice distribution at ration shops, implementation of the Bhu Bharati Act, distribution of solar pump sets to tribal farmers and the status of the verification of the applications received from the youth to provide financial assistance under Rajiv Yuva Vikasam scheme will be reviewed in the Cabinet meeting. The Chief Minister is of the view that it is the responsibility of the ministers concerned to successfully implement the flagship schemes and reports submitted by them will be helpful in speeding up the implementation process. Official sources said the Cabinet will also take an important decision on the implementation of the recommendations made by the National Dam Safety Authority (NDSA) on the Medigadda and other barrages of the Kaleshwaram Lift Irrigation Project. It will also focus on the constitution of other official committees with irrigation experts to implement the recommendations made by the dam safety authority. The development of the proposed Future City, Regional Ring Road (RRR) and new system for permits to construct buildings in the Hyderabad Metropolitan Development Authority (HMDA) limits were also included in the agenda of the Cabinet meeting. Sources said the Chief Minister would present a report on the financial challenges and seek the suggestions of his Cabinet colleagues to tide over the crisis. He would also ask the ministers to strive hard to achieve the revenue targets in their respective departments. The Cabinet Sub-Committee on resource mobilization already prepared a report on how to increase revenues by introducing a slew of reforms without putting an extra tax burden on the people in the current financial year.

Telangana cabinet meeting tomorrow; KLIS, Yuva Vikasam on agenda

HYDERABAD: The state Cabinet, led by Chief Minister A Revanth Reddy, is scheduled to meet on June 5. It is expected to take up the report submitted by the National Dam Safety Authority (NDSA) on the Kaleshwaram Lift Irrigation Scheme (KLIS), implementation of the Rajiv Yuva Vikasam Scheme and issues concerning government employees, among other matters. Sources said the Cabinet is likely to approve the NDSA report and adopt its recommendations. The Rajiv Yuva Vikasam Scheme, which aims to provide bank loans with incentives for youth self-employment, is also expected to come up for discussion. Even before the scheme's rollout, the government received several complaints about ineligible applicants being considered. Though over 13 lakh applications have been received, the distribution of sanction letters — which was set to begin on June 2 — has been put on hold. In a recent meeting with ministers, the chief minister said the letters would be issued only after Cabinet deliberations. Meanwhile, the Cabinet is also likely to discuss the report submitted by the three-officer committee formed to engage with government employees on their pending issues and demands. The report was recently submitted to Deputy Chief Minister Mallu Bhatti Vikramarka.

Heavy inflows in Godavari put a brake on tests at Medigadda

Hyderabad: Heavy inflows in river Godavari may delay the geo technical and other quality tests which are being carried out for the repairs of the damaged three barrages of Medigadda, Sundilla and Annaram. Following the recommendations of the NDSA (National Dam Safety Authority), the State Irrigation wing has made arrangements to conduct the tests at the barrage sites. As a result, the repair works proposed by the government will be hampered for a long time until water levels recede in the river. The Irrigation officials said that considering the NDSA report, the irrigation officials said that the Pune-based Centre for Water and Power Research (CWPRS) has been asked to make some recommendations for tests at the barrages. The research centre suggested to conduct eight tests which includes parallel seismic, geo physical study, metal gates and the status of concrete structures. It requires at least one year to complete all the tests and prepare a report on the entire structure. Officials said that the irrigation officials in consultation with the quality control wing visited the barrages but they could not move forward due to heavy inflows in Godavari under the influence of heavy rains in the monsoon season. 'It takes a lot of time to conduct the tests in view of the requirement of technical expertise and big logistical support. Identifying seepage and the estimation of impact of craters under the raft are the major tasks in the tests'. The authorities said that the seismic tests also required a lot of time. The IMD already predicted heavy rains in the current monsoon and projects under Godavari, which is already receiving good inflows. The technical teams will not conduct the tests unless the barrages are empty and dry. Water storage in the barrages will not give accurate results in the tests.

L&T claims ‘certain inconsistencies' in NDSA report on Kaleshwaram Lift Irrigation Scheme

HYDERABAD: The L&T-PES joint venture, the contracting agency for the Medigadda barrage, has cited 'certain inconsistencies' in the National Dam Safety Authority (NDSA) report on the Kaleshwaram Lift Irrigation Scheme and asked the Authority to update it. In a letter to the irrigation superintending engineer of the Ramagundam circle, L&T stated that the NDSA's conclusions were contradictory and urged an updated version of the report. The company said that while the NDSA report offered justification for its findings on structural inadequacies, it did not clearly present any evidence of a lack of quality control. L&T referred to point five of the executive summary of the report, which stated that the original ground conditions and the state of structures could not be assessed due to premature grouting, which altered critical sub-surface geotechnical conditions beneath the raft and along the secant pile cut-offs. 'However, in contrast, page 283 of Chapter 11.2 noted that the Quality Management Programme (QMP) documents had been submitted by the construction agency, and that these documents helped project teams establish quality planning, quality control, and assurance procedures,' the letter said. L&T also cited pages 64 and 65 of the report, which acknowledged that grouting activities carried out by the Irrigation and CAD department had altered the upstream and downstream plinth slabs and secant piles, making it impossible to evaluate their original condition. 'Additionally, page 145 of Chapter 6 noted that premature grouting was performed before seismic investigations could be conducted, resulting in the loss of information regarding the secant pile cut-offs and parametric joints,' the letter said. With regard to the observation on quality control, L&T referred to its responses to 31 questions submitted to the NDSA on March 29, 2024. 'Despite this, the NDSA's executive summary, point 13, stated that no quality control procedures had been implemented to ensure the watertightness of the cut-off walls,' the letter said, claiming that this contradicted the report's own earlier observations and the submitted documents.

Kaleshwaram: L&T, Afcons write to government on NDSA report

Hyderabad: After the National Dam Safety Authority (NDSA) submitted its final report suggesting investigations, repairs and rehabilitation works at Medigadda, Annaram and Sundilla barrages of the Kaleshwaram lift irrigation scheme (KILS), L&T-PES JV, which constructed Medigadda, and AFCONS-VIJETA-PES-JV, which constructed Annaram barrage, have written to the govt on the investigations and rehabilitation. The state govt earlier shared the NDSA report with the agencies seeking their opinion on going ahead with repairs and rehabilitation of the three barrages. Medigadda barrage contractor L&T has said there were certain inconsistencies in the NDSA final report on various issues. In the letter (May 24), L&T said there were contradictory points in the report, including inadequacy in geo-technical investigations for design to find out the variability of the foundation strata and related geotechnical uncertainties, deficiencies in model studies by TSERL, inadequacy in hydraulic and structural design aspects, specifically regarding the design of energy dissipation mechanisms and structural components, lapses in operation and maintenance (O&M), absence of an O&M manual, lack of quality control and O&M challenges, non-compliance with provisions of the Dam Safety Act, 2021. For instance, on the quality control issues, it had submitted to the NDSA in March last year itself along with reports on quality control manual report submitted to irrigation department in 2016, method statement for secant pile made as quality manual handover to the irrigation department during the construction, proof of regular quality checks and also irrigation department and customer satisfaction report issued by the department on quarterly basis and third party quality checks. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Click Here - This Might Save You From Losing Money Expertinspector Click Here Undo The letter quoted the reports and, in the executive summary of the report, the NDSA commented "lack of quality control measures during construction of the secant pile cutoffs. No quality control procedures were implemented to ensure the water tightness of the cutoff walls," the agency said. Afcons, which constructed Annaram barrage, said the NDSA has recommended holistic rehabilitation design, which includes detailed assessment of the structural health and safety of the barrages, comprehensive geo-technical studies and advances geo-physical assessment, etc. For carrying out that, the agency asked the irrigation department to engage an irrigation department designer or qualified agency and design consultant for taking up rehabilitation works as suggested by the NDSA. It also asked drilling pattern, depth, diameter, location of holes etc., to be drilled for geo-technical studies and other investigations. "After finalisation and approval of the design and drawings, the contractor is also prepared to execute the construction under a separate agreement," the letter on May 23 said. Afcons also requested the govt to release 176 crore pending payment, 4.45 crore towards NDSA recommended interim measures and works and also release 43 crore back guarantee.
