Thunder Bay chamber, NOMA 'condemn' U.S. decision to increase softwood lumber duties
U.S. Department of Commerce announced increase in duties last week Two northwestern Ontario organizations are calling on the federal and provincial governments to prioritize finding a solution to the softwood lumber dispute between Canada and the United States. The U.S. Department of Commerce announced on Friday it was increasing anti-dumping duties on Canadian softwood lumber to 20.56 per cent. In a media release this week, the Thunder Bay Chamber of Commerce and Northwestern Ontario Municipal Association (NOMA) said they condemn the decision. "This is certainly significantly concerning, because it is such a massive increase," said Charla Robinson, chamber president. "It's more than 2½ times the duties that were being paid previously. "That's a huge added cost for every board that goes across the border," she said. "And then there's also the potential that there could be some retroactive payments required as well." U.S. slaps 20.56% anti-dumping duties on Canadian softwood lumber In the release, NOMA and the chamber said the Canadian lumber sector has been facing "unjust and punitive duties" since the last softwood lumber agreement between the two countries expired in 2016. To date, those duties have totalled more than $10 billion, which has affected investment and innovation in the sector, the release says. "Forestry is the economic lifeblood of communities across northwestern Ontario," Rick Dumas, president of NOMA, said in a statement. "This unjustified and protectionist action will have a direct and harmful impact on workers, families, Indigenous communities, and local economies throughout our region." The chamber and NOMA are calling on the provincial and federal governments to: Make the softwood lumber dispute an urgent national priority and engage with U.S. officials for a fair and timely resolution. Accelerate legal challenges under CUSMA/NAFTA and the WTO to overturn these punitive duties. Work in close partnership with forest-sector stakeholders to develop mitigation measures and economic supports that protect communities from further harm. Robinson said there has been some "encouraging messaging" from Prime Minister Mark Carney and Ontario Premier Doug Ford on the matter. "This is something that is part of the ongoing negotiations with the U.S.," she said. "Just a couple of weeks ago, Prime Minister Carney specifically identified softwood lumber as a priority for the Government of Canada, so that's encouraging, and we do know that the legal challenges are underway to try to overturn this. "But we just want to make sure that we continue to keep the message loud and clear that this is hurting our forest sector, and the communities that are so dependent on the sector. And we want to make sure that all governments know that we need them to keep the pressure on to get this solved." Duties hurt American, Canadian workers: province In a statement last week, provincial representatives also called on the U.S. to lift the duties. Friday's "decision by the U.S. Department of Commerce to increase duties on softwood lumber will hurt American and Canadian workers, families and communities alike," Thunder Bay-Atikokan MPP and Associate Minister of Forestry and Forest Products Kevin Holland, Minister of Natural Resources Mike Harris, and Minister of Economic Development, Job Creation and Trade Vic Fedeli said in the joint statement. "These duties disrupt industries, drive up costs and put our shared competitiveness at risk," the statement reads. "Ontario and the U.S. trade together and build together. The U.S. market needs Canadian lumber and our softwood lumber producers are proud to bring high-quality, sustainably harvested construction materials to market, building communities and driving economic growth on both sides of the border. "Continued duties on Canadian softwood lumber exports are an unjust burden which limit productivity, raise construction costs and make homes less affordable for American families. We remain firm in our position that these duties should be lifted entirely, for the benefit of workers and families on both sides of the border."

Improving Highway 11/17 corridor should be 'national priority': NOMA
Improving the Highway 11/17 corridor that runs though northern Ontario should be a national priority, an organization that represents regional municipalities said. The Northwestern Ontario Municipal Association (NOMA) has sent a letter to Canadian Prime Minister Mark Carney and Ontario Premier Doug Ford, calling on them to prioritize "strategic investment" in the corridor. "Important progress has been made in the Thunder Bay area, including safety improvements and highway rehabilitation," the letter states. "However, the broader western corridor — from Kenora through Thunder Bay to Nipigon and connecting eastward toward North Bay — remains underserved and disproportionately vulnerable to closures, collisions, and disruptions." "This stretch of highway is not only essential to the movement of goods and services across Canada — it is the backbone of Western Canada's gateway to Ontario and the East. It serves as a vital lifeline for Indigenous and rural communities, resource development, national defence logistics, and emergency response." Rick Dumas, president of NOMA, said that if a collision or other incident closes Highway 11/17 in northern Ontario, "there's no other alternative route." "The highway can be closed for many, many hours, sometimes 12, 15 hours for the investigation of a fatality or the accident scene that shuts down the commerce of Canada," he said. "We want to make sure the government is aware of that." Dumas said NOMA — along with the Federation of Northern Ontario Municipalities — are calling on the government to expand the highway corridor, creating what's called a 2+1 system. That essentially would see the highways widened to accommodate a centre passing lane. That lane would be accessible by traffic in an alternating fashion: for example, vehicles travelling west along the corridor in northern Ontario could access the passing lane for a few kilometres, and then it would switch direction so east-travelling vehicles could pass. A median barrier, meanwhile, would separate the traffic flows. Dumas said the system is used in other places, including Europe, and it has proven to increase safety on highways. Of course, Dumas said, NOMA supports four-laning the highway as much as possible, but "we understand that from Nipigon to Sault Ste Marie, we're never going to see the widening of our highways and four-laning unless they come up with a major rebuild of the highway corridors in Canada." Thunder Bay-Superior North MPP Lise Vaugeois said she's very happy to see NOMA's proposal. "We may not be able to get everything twinned," she said. "The portion that is twinned ... they're doing a fantastic job on it, I think." However, Vaugeois noted, there are areas in the region where it would be very expensive to four-lane the highway due to geography. "The 2+1 system ... would be a really significant improvement," she said. "These highways connect the country, they take goods across the entire country. And every time there's an accident on those highways, everything stops. Goods can't get through. Peoples' lives are lost, and that needs to change." "Making this a national priority, I think, is exactly right." Thunder Bay-Atikokan MPP Kevin Holland said via email that he's received NOMA's letter. "I will continue to work with NOMA and across ministries regarding transportation in Northwestern Ontario," he stated. "Northern Ontario continues to be a vital resource for trades and the continued improvements of these highways will ensure economic prosperity and growth for all of Ontario and Canada." The letter itself states that the Highway 11/17 corridor between Thunder Bay and Kenora is "Ontario's primary eastern connection for goods and services flowing from Western Canada. This critical stretch experiences some of the province's most challenging weather and highest freight volumes per lane. Disruptions here reverberate across national supply chains — affecting industry and commerce from coast to coast." Treating improvements to the corridor as a nation-building infrastructure project would also provide better access to natural resources, and advance equity for Indigenous communities, which "rely on Highways 11 and 17 for essential services, food security, and access to health care and education."

New Orleans officials have selected a construction manager to lead the long-awaited redevelopment of Lincoln Beach, marking a key milestone in the project. Why it matters: The timeline to reopen the city's historic Black beach is behind schedule but still moving forward, with an estimated grand opening in early 2027. The big picture: Metairie-based RNGD (pronounced " renegade") was selected as the construction manager at risk, a city spokesperson confirmed this week. This type of contractor is hired during the design phase so it can be more involved early on during complicated projects, according to the American Institute of Constructors. RNGD, founded by Wesley Palmisano, has previously worked on NOMA's sculpture garden, the New Orleans Lakefront Airport and several hotels in town, according to its website. Between the lines: Axios New Orleans filed a public records request for RNGD's winning bid, which the mayor's office declined to release. The administration responded but didn't answer other questions related to the project. Behind the scenes: We toured the beach in May during the city's open house for prospective contractors. Access was difficult, with the main tunnel partially flooded and mud covering the sidewalk. But once we got through the trees, the space opened up to a wide waterfront with several historic structures still standing. The beach remains closed to the public, with on-site security. Zoom in: Construction is expected to start in December and take 12 to 18 months to finish the first phase, according to Sasaki, the firm hired to do the master plan. The first phase includes replenishing the sand on the beach, building a parking lot and creating safe pedestrian access via an elevated walkway, elevator and tunnel. The master plan, which was unveiled in May, has a wide, sandy shoreline with bathrooms, a restaurant and eventually a welcome center/history museum. More renderings. By the numbers: The first phase is expected to cost $17 million to $23 million and is fully funded through local, state and federal sources, Sasaki says. Lincoln Beach will be free to access, in contrast to the now-stalled plan for Pontchartrain Beach. Additional phases will require more grants and fundraising. State of play: Lincoln Beach closed in the Little Woods area of New Orleans East shortly after Pontchartrain Beach, the white-only beach, was integrated in 1964. Pontchartrain Beach closed in 1983. Lincoln Beach is about 15 acres along the lakefront near Hayne Boulevard and Vincent Road. It's on the National Register of Historic Places. The beach was marketed as "The Coney Island of the South" and was a major recreational spot for Black residents during segregation. What's next: Project leaders are applying for permits now and still hope to reopen Lincoln Beach in early 2027 — a timeline they call " very conservative."
