1 2 Hyderabad: Ahead of panchayat elections, chief minister A Revanth Reddy will visit Kodangal assembly constituency, which he represents, after Aug 15. During the visit, he will hold a review meeting with senior officials on the status of development works and projects worth Rs 10,000 crore that have been sanctioned to the constituency since the Congress came to power. Revanth had earlier laid the foundation stones for various education, health, road infrastructure and irrigation projects in the Kodangal, with works scheduled to be executed in a phased manner over the next five years. One of the major projects is the Rs 3,000-crore Kodangal-Narayanpet lift irrigation scheme. The state govt has also formed the Kodangal Area Development Authority (KADA) to plan and execute development programmes in Kodangal constituency and ensure all-round development in the next five years. Anantapur: As part of Azadi Ka Amrit Mahotsav, the 'Har Ghar Tiranga' campaign will be celebrated in a grand manner across Anantapur district from August 5 to 15, announced In-Charge District Collector Shiv Narayan Sharma. The District Tourism Officer will act as the nodal officer to coordinate activities with all departments, following the government's schedule at village, mandal, and district levels. On August 5, all staff will take and upload selfies with the national flag. August 6 will feature patriotic songs, dramas, Tiranga-themed school decorations, quizzes, and workshops. August 7 will see Tiranga rallies, melas by self-help groups, sale of tricolour items, and selfie booths. August 8 includes a marathon and Tiranga concert in Anantapur, door-to-door awareness drives, and volunteer certificate downloads. August 11 will felicitate top 10 volunteers and decorate public spaces with tricolour lighting. On August 12, NREGS workers and local leaders will hoist flags at 2023 plaques, alongside Swachh Bharat and Jal Jeevan activities. Visakhapatnam: Srikakulam has formulated a plan to transform 1.12 lakh illiterate individuals in the district into literates. Adult education volunteers will be selected at a 1:10 ratio and will conduct literacy classes at local Anganwadi centres and community buildings. According to the action plan, the literacy effort will reach 66,000 people through the rural development agency, 36,000 through the rural employment guarantee scheme (NREGS), and 9,000 through the urban development agency. Volunteers will be trained and deployed to teach basic reading and writing skills in small, manageable groups of ten learners each. As part of the 'Akshara Andhra' initiative to improve literacy rates, district collector Dr Swapnil Dinakar Pundkar has directed officials to ensure the programme's successful execution. During a virtual review meeting held via Zoom, the collector said that a coordinated action and detailed planning will help effectively reach every target beneficiary. "These literacy sessions should be conducted in easily accessible spaces such as Anganwadi centres and local community halls, ensuring a conducive and familiar learning environment for adult learners," said the collector. To monitor and guide the programme's progress, a multi-tiered committee structure has been put in place. At the district level, members include the zilla parishad chief executive officer, district planning officer, and directors of rural development, NREGS, and urban development programmes, along with the district education officer and the child development agency officer. Similarly, at the mandal (sub-district) level, committee members will include the MPDO (mandal parishad development officer), school education officer, programme assistants from the rural development and NREGS departments, the child development officer, and supervisors from the adult education wing. Muddada Venkata Ramana, deputy director of adult education, has been appointed as the member secretary of the programme and will coordinate its implementation across the district. Uncertainty looms over the resumption of NREGS in Bengal as the Centre is yet to clear the labour budget

With the August 1 deadline set by the Calcutta High Court for restarting Mahatma Gandhi National Rural Employment Guarantee Scheme (MG-NREGS) in West Bengal already passed, the job program's resumption remains uncertain as the Centre is yet to clear the state's labour budget for financial year 2025–26, The Indian Express has learnt. According to sources, the West Bengal government had written to the Union Ministry of Rural Development (MoRD), seeking approval to its labour budget. However, the same has not been done so far, said a source. The labour budget refers to anticipated demand for unskilled manual work for execution of a shelf of work identified to be taken up during a financial year. The labour budget is approved by the Empowered Committee headed by the Union Rural Development Secretary. The states can generate their demands for funds using NREGASoft, the Management Information System (MIS) of the MG-NREGS, only after this committee clears their labour budget proposals. Under the NREGS, the MoRD releases funds to states 'based on agreed labour budget'. Generally, the states' labour budget proposals are approved by the MoRD by the end of January before the beginning of each financial year (April-March). In Bengal's case, no labour budget has been approved post financial year 2021-22 after the Centre suspended implementation of the scheme in the state. By invoking Section 27 of the MGNREGA, 2005, the Centre had stopped release of funds to West Bengal with effect from March 9, 2022, 'due to non-compliance of directives of Central Government'. Since then, no work under the NREGS has taken place in the state. In an order on 18th June 2025, the Calcutta High Court had directed that the 'scheme be implemented prospectively with effect from 1st August 2025'. However, the West Bengal officials say that they have not received any intimation from the Centre about resumption of the scheme in the state. They have also been urging the MoRD for approval of the labour budget but the same has not happened either, said an official. The MoRD officials have kept mum so far on the issue of Bengal. When asked whether the ministry has challenged the June 18 Calcutta High Court order, the concerned officials at the MoRD did not respond. However, sources say that the Centre has not yet challenged the order. On July 22, Rural Development Minister Shivraj Singh Chouhan had told Lok Sabha that the order of the High Court is 'being studied in the Ministry to decide further course of action'. In January this year, West Bengal's Rural Development Minister Pradip K Mazumdar wrote a letter to Chouhan, seeking an appointment for a meeting, which has not happened so far. Earlier, multiple meetings between the Centre and West Bengal government officials have taken place but the issue has not been resolved till date. Before the Centre suspended the MG-NREGS in March 2022, West Bengal figured among the top performers with 51-80 lakh families in the state availing the scheme annually between 2014-15 and 2021-22. The data available on the NREGS portal shows that the number of households working through the rural job guarantee scheme stood at 51 lakh in 2014-15, 61 lakh in 2015-16, 58 lakh in 2016-17, 52 lakh in 2017-18, 43.89 lakh in 2018-19, 54.57 lakh in 2019-20, 79.64 lakh in 2020-21, and 75.97 lakh in 2021-22. Tirupati: Union minister for food processing industries (MoFPI) Chirag Paswan said that the newly-established Common Incubation Centre (CIC) at the Indian Institute of Technology (IIT) Tirupati is a model initiative that supports the vision of Atmanirbhar Bharat and the goal of doubling farmers' income. The minister inaugurated the facility virtually on Thursday and addressed the gathering at IIT Tirupati. District collector Dr S Venkateswar, Srikalahasti MLA Bojjala Sudhir Reddy, IIT Tirupati director Prof K N Satyanarayana, MoFPI joint secretary Devesh Dayal, state government's food processing secretary Chiranjeevi Chowdary and several others participated in the event. The CIC is aimed at promoting entrepreneurship in the Chittoor and Tirupati regions, with a special focus on the food processing sector. The facility is designed to facilitate value addition and processing of locally abundant produce like tomatoes, mangoes (including mango pulp), and other agricultural commodities. Appreciating IIT Tirupati's efforts in setting up the centre in collaboration with the MoFPI, Paswan said the Centre is committed to encouraging value addition and entrepreneurship in the food processing sector. He also assured that the government would extend all possible support for the successful completion of the project. The minister appreciated the detailed proposal presented by IIT Tirupati director and the state government's food processing secretary and lauded the initiative's potential to strengthen the local economy. Speaking at the event, MLA Sudhir Reddy praised IIT Tirupati for taking proactive steps to engage with local industries and youth. He said the incubation centre would be a game changer for the youth and farming communities of the region. The MLA also suggested forming an advisory committee with government representatives to study the horticulture and food processing needs of Chittoor and Tirupati districts, and to encourage growth in these sectors. District collector Venkateswar stated that Andhra Pradesh has made significant progress in the horticulture sector over the past 15 years, contributing around 9.5 per cent to the state's GDP. He mentioned that Tirupati district alone generates 9.25 per cent of its GDP from horticulture. He noted that Rayalaseema, once known as a drought-prone region, has undergone a remarkable transformation through horticulture. Along with micro-irrigation methods like drip and sprinkler systems, around 5 to 6 lakh farm ponds have been created with the support of NREGS and as per the Chief Minister's directives. These efforts have improved groundwater levels, greatly benefiting the horticulture sector, he added. IIT Tirupati director Prof Satyanarayana explained that the centre was conceived to foster rural entrepreneurs and startups in food processing, especially in Chittoor and Tirupati districts, which are major producers of tomatoes, mangoes, and other fruits. The facility was established at a cost of Rs 3.95 crore, of which Rs 2.75 crore was provided by the ministry of food processing industries, while IIT Tirupati contributed Rs 1.2 crore from its own resources. To fully equip the centre, an additional Rs 60 lakh is still required.
