Puducherry: NEET, non-NEET courses' counselling to be held together
PUDUCHERRY: In a major shift from previous years, the Centralised Admission Committee (CENTAC) will conduct counselling for both NEET and non-NEET courses simultaneously this year. The process is expected to begin in the first week of August. The decision comes amid mounting pressure to meet the August 14 deadline set by the All India Council for Technical Education (AICTE) for completing admissions to engineering and related courses. Students and parents have raised concerns over the delay in announcing the counselling schedule. 'CENTAC is currently awaiting a government notification regarding the proposed 10% reservation for government school students in non-NEET courses,' CENTAC Convenor Cheryl Shivan told TNIE. While this reservation already exists for MBBS and other NEET-based programmes, CM N Rangasamy had earlier announced its extension to non-NEET courses in the Legislative Assembly. Sources indicated that the decision is being processed through the cabinet by circulation. Chief Minister Rangasamy and some ministers have already signed the proposal, and the remaining ministers are expected to sign soon. The file will then be sent to Lt Governor K Kailashnathan for final approval. Officials clarified that his absence from the station will not delay the process, as approval can be granted through the e-office system.

Puducherry In Deadlock As Chief Minister Boycotts Work Over Lt Governor's Overreach
Chief Minister of the Union Territory of Puducherry, N Rangasamy, and ministers from the ruling All India N R Congress skipped work for the third consecutive day, intensifying their protest against Lt Governor Kuniyil Kailashnathan's alleged overreach in administrative matters. The fresh flashpoints include the reshuffling of IAS officers without consulting the Chief Minister and the recent appointment of Puducherry Civil Services officers. Sources close to Mr Rangasamy told NDTV, "What's the point of coming to office when we can't even implement welfare schemes? Bureaucrats appointed by the Lt Governor aren't supporting the cabinet decisions. We are answerable to the people, not Raj Nivas." Adding to the friction, the Lt Governor reportedly declined to renew the contracts of several guest lecturers - a move seen as undermining the elected government's authority. The Chief Minister has now sought the Centre's urgent intervention, and his party has called a special session of the Legislative Assembly to press the long-standing demand for full statehood for Puducherry - a key promise of the N R Congress, which alone it believes will give full powers to an elected government. The Supreme Court had earlier reiterated that "Lt Governors can't act independently but only on the aid and advice of the council of ministers. The power it ruled must lie with the elected Government and the LG can't be an "obstructionist." Interestingly, even files related to BJP ministers in the coalition cabinet, have allegedly been turned down by the Lt Governor, highlighting the growing discord within the administration. This power tussle is not new in Puducherry. This happened even during the UPA regime in the centre and its Congress government in the former French colony. However, the tug of war reached a new high during the term of Kiran Bedi as Governor. In 2019, the Madras High Court ruled that the LG cannot run a parallel government and must act in line with democratic principles, reinforcing that secretaries are bound to take instructions from the elected council of ministers. Raj Nivas sources maintain that the Lt Governor is merely going "by the rule book" and exercising powers legally vested in the post. However, there is no response to the specific allegations by the ruling NR Congress.

Pondy Rajiv Gandhi hospital launches automated analyser for advanced treatment
PUDUCHERRY: The Rajiv Gandhi Government Women and Children's Hospital (RGGW&CH) launched an Integrated Fully Automated Biochemistry Analyser (IFA) on Saturday, aimed at delivering advanced diagnostic and treatment services free of cost to the public. Chief Minister N Rangasamy inaugurated the event. Medical Superintendent Dr K Ayyappan explained that the analyser is capable of performing a wide range of clinical chemistry tests with minimal manual intervention. This technology enhances both the efficiency and accuracy of laboratory diagnostics. The equipment is used for basic tests like albumin, creatinine, glucose, bilirubin, and inorganic phosphorus, and it can also handle more complex tests for checking thyroid function, lipid levels, monitoring medication, and finding drugs that are misused. These functions make the analyser an essential tool in diagnosing conditions such as diabetes, kidney and liver disorders, and heart disease. Alongside the IFA, the CM also inaugurated a fully automated HBA1C analyser for glycosylated haemoglobin testing, which is vital for effective diabetes management. Additionally, the hospital expanded its diagnostic capabilities by opening three new ultrasound scan machines for public use. Rangasamy also announced the expansion of special ward facilities, anticipated to benefit a significant number of patients. The hospital is operating with around 500 beds, handles over 1,000 outpatients daily and manages about 7,000 deliveries annually. It is widely regarded as being on par with, and often surpassing, private healthcare institutions in terms of service and treatment standards. CM Rangasamy seeks VP's intervention to grant statehood to Puducherry
Puducherry June 16 Chief Minister of Puducherry N Rangasamy has sought the intervention of Vice President Jagdeep Dhankhar to grant statehood to Puducherry, which is currently a Union Territory. Rangasamy presented a memorandum to the vice president on Monday during a meeting. Dhankar is currently on an official three-day visit to Puducherry to participate in functions at JIPMER and Pondicherry Central University. Rangasamy stated that successive elected governments, irrespective of their political parties, have time and again impressed upon the Centre for the need for statehood. The territorial Assembly had also adopted resolutions with the unanimous support of all political parties and more importantly the people of Puducherry for statehood, he pointed out in the memorandum. The chief minister emphasised that the elected government of the Union Territory of Puducherry is a limited government, not by the Constitution but by the decades-old law of the Parliament, through the Government of Union Territories Act of 1963 which is still in force. He stated in the memorandum that even though the government is elected democratically with a Council of Ministers and an assembly, it is unable to function and execute various developmental activities quickly because of a lack of powers at the level of the Council of Ministers. He also brought to the notice of the vice president that Puducherry is currently not included in the Finance Commission on the ground, resulting in improper devolution of funds for development. He also pointed out that if statehood is granted to the Union territory about ₹1,500 to ₹2,000 crores under additional devolution of funds as per the existing formula can be expected which will be helpful to take up various infrastructural activities to improve Puducherry as a fast-growing place as a tourism destination. "With limited powers now we are unable to attract investors for industrial development to generate employment opportunities," Rangasamy said. He requested the vice president to discuss the granting of statehood whenever possible at higher levels for enhanced tourism and for industrial development.

Puducherry CM demands 25% quota for locals in all Central University courses, cites 2013-14 academic council decision
PUDUCHERRY: Chief Minister N Rangasamy called on Vice President Jagdeep Dhankhar here on Sunday and submitted a memorandum to him seeking a 25 per cent quota of seats in all the courses available in the Central University in Puducherry for the natives of the Union Territory. Rangasamy was accompanied by Assembly Speaker R Selvam during his meeting with the Vice President. The Vice President is the Chancellor of Pondicherry Central University under the provisions of the Pondicherry Central University Act 1985. Rangasamy made a strong case for reservation of 25 per cent of the seats available in all the courses offered by the university for natives of Puducherry. Dhankhar is on a three-day visit to Puducherry from Sunday to participate in functions in JIPMER on Monday and at the Central University on June 17. The memorandum copy was released to the mediapersons by the office of the Chief Minister. The CM said in his memorandum that the territorial government, the people of the Union Territory and the student community here have been requesting the Pondicherry Central University since long for reservation of 25 per cent of the seats in all courses offered by the institution for the natives of the Union Territory. The chief minister pointed out that, however, when more and more professional, prestigious and job oriented innovative courses were started in the university, the reservation was not extended. "This denial sowed the seeds of discontent in the minds of the youth of the Union Territory of Puducherry," the memorandum said. It was also pointed out that the Puducherry government adopted a resolution in the Assembly justifying the quest for providing reservation of 25 per cent of seats in all the 64 courses in the university. The CM pointed out in his memorandum that a three-member committee, after detailed deliberations, recommended a uniform reservation of 25 per cent reservation in all courses. This recommendation was accepted and approved by the Academic council and ratified by the Executive committee in 2013-2014. The object of the Pondicherry University Act 1985 states that the university was established "to fulfil the regional aspirations of the people of the Union Territory of Puducherry." The import of the statement is that any potential avenue in the form of courses or training would be thrown open to the students of Puducherry automatically, the CM said. Reservations to the Puducherry students in the Centrally supported institutions is not a new phenomenon, he said. The National Institute of Technology in Karaikal has reserved 50 per cent of the seats for the Union Territories. Similarly, JIPMER, another prestigious medical institution in Puducherry, has been reserving 25 per cent of seats since its inception in1964. Rangasamy stated in his memorandum that the Central University here has extended the reservation to 18 of the 64 courses for natives of Puducherry. Having recognised the legitimacy in certain courses the denial of reservation in all the other courses is "rather perplexing", he said. He requested the Vice President to take a compassionate view and take effective measures to reserve 25 per cent of seats in all courses offered now and in the forthcoming courses also in the university, as early as possible.
