Minister Jayant Chaudhary spearheaded Skill Milan MUMBAI: The Minister of State (Independent Charge) for Skill Development and Entrepreneurship, Jayant Chaudhary , led a significant meeting called Skill Milan with directors of five National Skill Training Institutes (NSTIs) chosen for elevation to National Centres of Excellence under the National Scheme for ITI Upgradation, as approved by Union Cabinet on May 7, 2025. The interaction focused on aligning these institutions to enhance India's skill development framework. The primary focus was on upgrading these five NSTIs to increase the pool of qualified instructors. These establishments will be enhanced to provide standardised training for instructors. As National Centres of Excellence (NCoEs), these institutions will address specific sector requirements whilst serving as crucial components of the recently approved Rs 60,000 crore scheme. The discussion emphasised developing these institutions around industry requirements, focusing on sectors like Automotive, Manufacturing, Textile and emerging skills including Artificial Intelligence, EV and advanced manufacturing. The centres aim to promote entrepreneurship, research, and continuous learning, offering comprehensive pathways from certificate to advanced diploma levels aligned with the National Credit Framework. The Minister stressed the importance of industry involvement in NSTI development, emphasising coordination with State Governments to ensure partnerships remain locally relevant and aligned with regional economic objectives. Representatives from the NSTIs in Bhubaneshwar, Chennai, Hyderabad, Kanpur, and Ludhiana presented their transformation plans. They discussed aligning curricula with local industries, enhancing instructor skills through international exposure, and establishing Industrial Collaboration Centres. Many highlighted the significance of residential facilities to attract quality faculty and students nationwide. The transformed NSTIs will receive academic, financial, and administrative autonomy under an enhanced governance structure. These institutions will serve as excellence hubs, supporting the broader ITI network through curriculum enhancement, teaching innovation and flexible entry-exit options for trainees. The Union Cabinet, which met in Delhi on Wednesday (May 7, 2025), has decided to expand academic and infrastructure capacity of five new Indian institutes of Technology (IITs )— IIT Tirupati in Andhra Pradesh, IIT Palakkad in Kerala, IIT Bhilai in Chhattisgarh, IIT Jammu in Jammu & Kashmir and IIT Dharwad in Karnataka. The total cost for the scheme is ₹11,828.79 crore for over a period of four years from 2025-26 to 2028-29 will be primarily used for phase B of construction. The Cabinet also approved a 'national scheme' for upgrading Industrial Training Institutes (ITIs) and the setting up of five National Centres of Excellence for skilling as a centrally sponsored scheme. The Cabinet also approved the creation of 130 faculty posts, at the level of professor, in these IlTs. 'Five new state-of-the-art research parks are also coming up to strengthen industry-academia linkage,' the Union government said in a release after the meeting. Student strength in these IITs will be increased by more than 6,500 in the next four years, with the enhancement of 1,364 students in the first year, 1,738 students in the second year, 1,767 students in the third year and 1,707 students in the fourth year across Under Graduate, Post Graduate and PhD programme put together. 'On completion of construction, these five IITs shall be able to cater to 13,687 students as against the current student strength of 7,111, i.e. an increase of 6,576 students,' the government said. Scheme for ITIs The national scheme for upgrading Industrial Training Institutes will have an outlay of ₹60,000 crore with a Central share ₹30,000 crore, States' share of ₹20,000 crore and industry share of ₹10,000 crore, with co-financing to the extent of 50% of Central share by the Asian Development Bank and the World Bank, equally. 'The scheme will focus on upgradation of 1,000 government ITIs in hub and spoke arrangement with industry aligned revamped trades (courses) and capacity augmentation of five National Skill Training Institutes (NSTIs), including setting up of five National Centres of Excellence for Skilling in these institutes. 'The Scheme aims to position existing ITIs as government-owned, industry-managed aspirational institutes of skills, in collaboration with State governments and industry. Over a five-year period, 20 lakh youth will be skilled through courses that address the human capital needs of industries,' the Government said.

In a bid to upgrade skilling infrastructure in the country, the Union Cabinet on Wednesday approved a new Industrial Training Institute (ITI) upgradation scheme that will focus on revamping 1,000 government ITIs in a hub-and-spoke arrangement with industry-aligned revamped trades. This scheme was announced in the Union Budget 2024–25. The scheme will be implemented over a five-year period as a centrally sponsored scheme at a cost of ₹60,000 crore (Central share: ₹30,000 crore, State share: ₹20,000 crore, and Industry share: ₹10,000 crore), with co-financing to the extent of 50 per cent of the central share by the Asian Development Bank and the World Bank, equally. 'The financial assistance provided under various schemes in the past was suboptimal to meet the full upgradation needs of ITIs, particularly in addressing growing investment requirements for infrastructure upkeep, capacity expansion, and the introduction of capital-intensive, new-age trades. To overcome this, a need-based investment provision has been kept under the proposed scheme, allowing flexibility in fund allocation based on the specific infrastructure, capacity, and trade-related requirements of each institution,' said the Union Cabinet in a statement. Besides, the Union Cabinet also approved the setting up of five National Centres of Excellence for Skilling in the existing five National Skill Training Institutes (NSTIs), namely Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana. Finance Minister Nirmala Sitharaman had announced this in her Budget speech in February. The first NSTI opened in 1963, and currently there are 33 such institutes in the country. The primary focus of NSTIs is on training trainers. The ITI upgradation scheme aims to skill over 2 million youth through courses that address the human capital needs of industries. The scheme will focus on ensuring alignment between local workforce supply and industry demand, thereby facilitating industries, including MSMEs, in accessing employment-ready workers. 'By addressing long-standing challenges in infrastructure, course relevance, employability, and the perception of vocational training, the scheme aims to position ITIs at the forefront to cater to skilled manpower requirements, aligned to the nation's journey to becoming a global manufacturing and innovation powerhouse,' the statement by the Union Cabinet said.
