Karnataka HC quashes state cabinet's decision to withdraw 43 criminal cases including Hubballi riots
Bengaluru (Karnataka) [India], May 29 (ANI): The Karnataka High Court on Thursday quashed the state cabinet's decision to withdraw 43 criminal cases, including those linked to the 2022 Old Hubballi riots. Advocate Girish Bhardwaj had filed a Public Interest Litigation (PIL) challenging the legality of the government order issued in October 2024 to withdraw criminal cases in which former ministers, former MLAs and persons belonging to influential organisations were made accused. Karnataka High Court Chief Justice NV, who heard the arguments, a division bench comprising Justices Anjaria and Arvind has set aside the cabinet decision and issued the order. The petition mentioned that serious charges have been framed against some of the accused in these 43 cases, including the 2022 Hubballi riots case, in which a mob attacked and assaulted several police personnel over a controversial post on social media. The petitioner had argued that the government order of October 15, 2024, violated Section 321 of the Criminal Procedure Code. This provision specifically empowers only the prosecutor to initiate any action to withdraw the prosecution. Therefore, it was argued on behalf of the petitioner that the state cabinet does not have the power to direct the prosecutor to withdraw these criminal cases. Also, contrary to the opinion of the police and prosecution departments, which said that these criminal cases were not fit to be withdrawn, the petitioner had referred to the cabinet decision on which this order was based. The petitioner had pointed out that while the state government had withdrawn the criminal cases in 2020, the High Court had made it clear in 2022 that the withdrawal of cases against former and sitting MPs and MLAs would be governed by the judgment of the Supreme Court. The Supreme Court had said that criminal cases against former and sitting MPs and MLAs cannot be withdrawn without the permission of the respective High Courts. In this case, there were several accused, including Muslim leader Arif, who entered the old Hubballi police station and rioted. However, a decision was made during the cabinet meeting to withdraw the case of the accused. In the incident, stones were pelted, and police vehicles were damaged. In addition, four policemen were injured. On April 16, 2022, a riot broke out in front of the old Hubballi police station for sharing a photo of a Bhagwadhwa on a mosque on social media. Thousands of Muslims gathered in front of the police station and rioted. During this, stones were also pelted at the police station, hospital, temple, and houses. The police fired in the air to control the situation. In the wake of the riot, the police registered 12 cases and arrested 158 people. The social organization Anjuman-e-Islami had decided to fight the law on behalf of the accused arrested in the case. In December last year, the court had granted bail to 35 accused in the old Hubballi riots case. Earlier, 11 accused had been granted bail by the court. Deputy Chief Minister DK Shivakumar had written to the government to drop the case. A case was registered against AIMIM leader Mohammed Arif and others. Arif and 138 others were charged with attempt to murder, rioting and other serious charges. (ANI)

Russia mobilizes around 40,000-45,000 men for its military every month, while Ukraine mobilizes about 25,000-27,000, President Volodymyr Zelensky told journalists on May 27. Moscow has only intensified its war effort despite calls by Kyiv, the U.S., and European partners for an unconditional ceasefire as a first step toward a peace deal. "When the U.S. sends signals that it wants to do something positive with Russia, then Russia ramps up its mobilization," Zelensky said, according to the NV outlet. While Ukraine estimates that Russia has suffered close to 1 million casualties during the full-scale war, it has been largely able to offset the losses by fresh contract soldiers. In late 2024, Russian President Vladimir Putin signed a decree to increase the size of Russia's Armed Forces to about 2.4 million, including 1.5 million military personnel. Russia also aims to conscript 160,000 men for compulsory military service this year, marking the largest conscription campaign in 14 years. Russia conducts conscription twice a year, in spring and fall, requiring eligible men to serve for one year. Although Russian conscripts are typically not deployed in active combat, Moscow has relied on financial incentives and pardons to recruit civilians for the war in Ukraine. Following the unpopular September 2022 mobilization, which saw over 261,000 Russians flee the country, Putin has avoided another large-scale draft, instead using alternative methods to bolster troop numbers. Unlike Russia, Ukraine faced serious manpower shortages in late 2024 amid a heavy Russian offensive in Donetsk Oblast. The Ukrainian leadership has sought to alleviate the crisis by broadening the mobilization pool and offering new incentives for volunteers. Men aged between 25 and 60 can be drafted into Ukraine's Armed Forces, while those aged 18-24 may volunteer to serve, according to the latest legislation. Zelensky said earlier this year that Ukraine has around 800,000 soldiers deployed against 600,000 Russian troops. Nvidia announces new tech to keep it at the center of AI development

One of the most notable announcements was its new 'NVLink Fusion' program, which will allow customers and partners to use non-Nvidia central processing units and graphics processing units together with Nvidia's products and its NVLink. Until now, NVLink was closed to chips made by Nvidia. NVLink is a technology developed by Nvidia to connect and exchange data between its GPUs and CPUs. 'NV link fusion is so that you can build semi-custom AI infrastructure, not just semi-custom chips,' Huang said at Computex 2025 in Taiwan, Asia's biggest electronics conference. According to Huang, NVLink Fusion allows for AI infrastructures to combine Nvidia processors with different CPUs and application-specific integrated circuits (ASICs). 'In any case, you have the benefit of using the NV link infrastructure and the NV link ecosystem.' Nvidia announced Monday that AI chipmaking partners for NVLink Fusion already include MediaTek, Marvell , Alchip , Astera Labs , Synopsys and Cadence . Under NVLink Fusion, Nvidia customers like Fujitsu and Qualcomm Technologies will also be able to connect their own third-party CPUs with Nvidia's GPUs in AI data centers, it added. Ray Wang, a Washington-based semiconductor and technology analyst, told CNBC that the NVLink represents Nvidia's plans to capture a share of data centers based on ASICs, which have traditionally been seen as Nvidia competitors. While Nvidia holds a dominant position in GPUs used for general AI training, many competitors see room for expansion in chips designed for more specific applications. Some of Nvidia's largest competitors in AI computing — which are also some of its biggest customers — include cloud providers such as Google, Microsoft and Amazon, all of which are building their own custom processors. NVLink Fusion 'consolidates NVIDIA as the center of next-generation AI factories—even when those systems aren't built entirely with NVIDIA chips,' Wang said, noting that it opens opportunities for Nvidia to serve customers who aren't building fully Nvidia-based systems, but are looking to integrate some of its GPUs. 'If widely adopted, NVLink Fusion could broaden NVIDIA's industry footprint by fostering deeper collaboration with custom CPU developers and ASIC designers in building the AI infrastructure of the future,' Wang said. However, NVLink Fusion does risk lowering demand for Nvidia's CPU by allowing Nvidia customers to use alternatives, according to Rolf Bulk, an equity research analyst at New Street Research. Nevertheless, 'at the system level, the added flexibility improves the competitiveness of Nvidia's GPU-based solutions versus alternative emerging architectures, helping Nvidia to maintain its position at the center of AI computing,' he said. Nvidia's competitors Broadcom, AMD, and Intel are so far absent from the NVLink Fusion ecosystem. Other updates Huang opened his keynote speech with an update on Nvidia's next-generation of Grace Blackwell systems for AI workloads. The company's 'GB300,' to be released in the third quarter of this year, will offer higher overall system performance, he said. On Monday, Nvidia also announced the new NVIDIA DGX Cloud Lepton, an AI platform with a compute marketplace that Nvidia said will connect the world's AI developers with tens of thousands of GPUs from a global network of cloud providers. 'DGX Cloud Lepton helps address the critical challenge of securing reliable, high-performance GPU resources by unifying access to cloud AI services and GPU capacity across the NVIDIA compute ecosystem,' the company said in a press release. In his speech, Huang also announced plans for a new office in Taiwan, where it will also be building an AI supercomputer project with Taiwan's Foxconn, officially known as Hon Hai Technology Group, the world's largest electronics manufacturer. 'We are delighted to partner with Foxconn and Taiwan to help build Taiwan's AI infrastructure, and to support TSMC and other leading companies to advance innovation in the age of AI and robotics,' Huang said.
