AP minister urges rice millers to supply 10% broken rice under Centre's new procurement drive
VIJAYAWADA: Civil Supplies Minister Nadendla Manohar has called upon rice millers in the State to be prepared to supply custom milled rice (CMR) with 10% broken rice to the Centre as part of the Centre's new procurement initiative. At a meeting held at the Civil Supplies Bhavan in Kanuru, Vijayawada, he said the pilot project undertaken in East Godavari, West Godavari, Konaseema and Eluru districts was successful, with 10,000 metric tonnes of paddy procured in compliance with Central norms. The Centre plans to procure 50 lakh metric tonnes of paddy from five States, including Andhra Pradesh, Haryana, Punjab, Chhattisgarh, and Odisha. Manohar said AP has been given a clear target, and urged rice millers to submit proposals confirming their willingness to supply rice with exactly 10% broken content as per FCI specifications. Manohar advised millers to complete testing, packing, and transport arrangements in line with Central guidelines and meet the supply deadlines. Explaining the importance of adherence to norms, the Civil Supplies Minister said providing quality rice on time would enhance the image of 'Brand Andhra Pradesh' at the national level.

Call to identify land for setting up of MSME parks
Eluru: Minister for Civil Supplies and Eluru district In-charge Minister Nadendla Manohar reviewed the vision and action plans of the district and constituencies with officials at the Collectorate here on Tuesday. District collector Vetriselvi, Zilla Parishad Chairperson Ghanta Padmasree, Eluru MP Putta Mahesh Kumar, MLC Jayamangala Venkataramana, MLAs Chintamaneni Prabhakar, Badeti Radhakrishnaiah (Chanti), Songa Roshan Kumar, Maddipati Venkataraju, SP KPS Kishore, Joint Collector P Dhatri Reddy participated. Speaking on the occasion, Minister Manohar directed officials to immediately identify 50 to 100 acres of land for setting up MSME parks in each constituency in the district. Industrialists are inclined to establish industries in the district due to the proximity of the state capital Amaravati, the main city Vijayawada and Eluru, and the national highway and transport facilities are good. He said that the gross domestic product of the district is Rs 72,314 crore, of which 60 per cent comes from agriculture, 35 per cent from aqua and 19 per cent from horticulture. Collector Vetriselvi said that so far, 27 units have been set up in the district towards the target of 100 food processing units and proposals have been sent for setting up a large-scale food processing unit in Nuzvid, and the rest will be set up within the stipulated time. An MSME park has been set up in Chintalapudi constituency, and MSME parks will be set up in the remaining constituencies soon. In the current year, the district is implementing natural cultivation in 40 thousand acres, and oil palm cultivation will be expanded to another 13 thousand hectares. 'We are taking steps to develop tourism in the district, and we are taking steps to develop temple tourism in the Polavaram and Kolleru areas, and proposals have been sent to build five-star hotels in 3 areas of the district. We are giving top priority to basic facilities like roads, housing and drinking water in the district, and we are implementing the free gas scheme 100 per cent. We are taking steps to complete the target in solar power,' she said. MP Mahesh Kumar said that the Central government is taking steps to develop tourism in 50 areas of the country, and they are trying to get 3 projects sanctioned for the state. He said that there is a proposal to develop the Kolleru area in Eluru district as a major tourist spot. He said that people are facing difficulties due to lack of basic facilities in some villages of the district, and that drinking water, uninterrupted and quality electricity should be provided to those areas. He said that steps should be taken to repair roads and construct new roads in Polavaram, Kaikaluru, Polavaram and Chintalapudi areas. Zilla Parishad Chairperson Ghanta Padmashri said that steps are being taken for the development of education in the district. In addition to raising the level of education standards in government schools to match corporate schools, additional classrooms are being constructed according to student strength and quality nutritious food is being provided in the mid-day meal scheme. Eluru MLA Badeti Radhakrishnaiah (Chanti) said that steps should be taken to set up an MSME park in Eluru to provide job and employment opportunities to the youth who have completed their courses. Denduluru MLA Chintamaneni Prabhakar said that although funds have been sanctioned for the development of existing roads in the Kolleru area, the Forest Department is unable to undertake them due to objections. Chintalapudi MLA Songa Roshan Kumar said that an MSME park has been set up in Chintalapudi constituency and that Andhras are coming forward to set up industries. He requested that roads, which are basic necessities, be sanctioned in the constituency. Responding to this, Minister Manohar directed the officials to submit a report on the repairs of roads and construction of new roads related to the Panchayat Raj, Roads and Buildings Department in Chintalapudi constituency by Wednesday evening. Gopalapuram MLA Maddipati Venkataraju demanded the establishment of a food park and the development of temple tourism in the Gopalapuram constituency. Legislative Council member Jayamangala Venkataramana said that to protect the Kolleru area from flooding, the National Rural Employment Guarantee Scheme be implemented to remove the slag, mud and hyacinth. SP Kishore said that entrepreneurs should be encouraged to set up industries under the Ease of Doing Business policy. He said that Eluru district is an area without any law and order problems and in such an environment, entrepreneurs will come forward to set up industries. DRO V Visveswara Rao, Nuzvid Sub-Collector B Smarana Raj, Jangareddygudem RDOs Achyut Ambareesh, MV Ramana, RTC Vijayawada Regional Chairman Reddy Appalanaidu, special officers of constituencies, staff of constituency unit offices, and officers of various departments participated.

Govt will act tough to curb subsidised PDS rice smuggling: Andhra Minister Nadendla
VIJAYAWADA: Food and Civil Supplies Minister Nadendla Manohar on Wednesday reaffirmed that the State government supports legal rice exports but will crack down on smuggling of subsidised Public Distribution System (PDS) rice. Chairing a high-level review meeting with Joint Collectors of Kakinada, Visakhapatnam, and Nellore, and Civil Supplies and Vigilance officials at the State Secretariat, the minister stressed strict enforcement around port areas. He directed that round-the-clock check posts be set up at Kakinada, Visakhapatnam, and Krishnapatnam ports, with additional posts as needed. 'Exporters are welcome to operate legally, but smuggling PDS rice under the guise of exports will be dealt with severely,' he warned. Manohar urged officials to enhance surveillance on highways and potential smuggling routes. While PDS rice control at Kakinada port has improved, the minister called for tighter monitoring at Visakhapatnam and Nellore ports. He instructed that smuggling cases be registered under the Essential Commodities Act, the PD Act, and relevant provisions of the Bharatiya Nyaya Sanhita. Data presented showed 85 smuggling cases in Kakinada, 92 in Visakhapatnam, and 62 in Nellore. Vigilance officers were told to intensify inspections and block diversion of rice meant for the poor.

Rice exporters told to follow govt guidelines
Guntur: Minister for Civil Supplies Dr Nadendla Manohar made it clear that the coalition government in the state is not against rice exports. He said that the government will check illegal transport of PDS rice. Exporters should follow the guidelines issued by the government for rice exports. He conducted a meeting with joint collectors and Civil Supplies Department officials of Kakinada, Visakhapatnam, Nellore at the Secretariat on Wednesday. He warned that if PDS rice is found mixed in the rice exports, they will take stern action against the exporters. He directed the officials to slap PD Act, Section BNS in addition to Section- 6A and instructed the officials to increase check-posts, staff in Visakhapatnam, Kakinada and Nellore to check illegal transport of PDS rice. He directed the officials to set up check-posts on the national highways also. Referring to illegal transport of rice, he said 85 cases were booked in Kakinada, 92 cases were booked in Visakhapatnam and 62 cases were registered in Nellore.

Not opposed to legal rice exports, but black market of PDS rice will not be tolerated, says Civil Supplies Minister Nadendla Manohar
Civil Supplies Minister Nadendla Manohar has said the State government is not opposed to rice exports as long as they are in accordance with official guidelines. Addressing a review meeting with Joint Collectors and Civil Supplies officials from Kakinada, Visakhapatnam, and Nellore districts, at the Secretariat, on Wednesday, Mr. Manohar emphasised the need for stringent action against illegal rice transportation, particularly involving subsidised rice meant for the Public Distribution System (PDS). 'Exporters can proceed legally by following the government's prescribed procedures,' said Mr. Manohar, underlining that there must be no possibility of PDS rice being diverted for exports. He directed the officials to register not just Section 6A cases under the Essential Commodities Act, but also invoke the PD Act and relevant Sections under the Bharatiya Nyaya Sanhita (BNS) to curb such violations effectively. Mr. Manohar instructed that permanent check-posts be established at the Visakhapatnam, Kakinada, and Nellore port areas, with round-the-clock staff to monitor rice movement. He noted that enforcement at Kakinada port was currently robust, and urged similar strengthening at the Visakhapatnam and Krishnapatnam ports as well. He also asked the Civil Supplies Vigilance and Enforcement officials to intensify field inspections and directed the authorities to consider additional checkpoints along the National Highways where needed. Giving details of illegal rice transport cases, the Minister said, in Kakinada district, out of 85 cases, 21 were from the port area. In Visakhapatnam district, out of 92 cases, 9 were from the port zone. In Nellore district, out of 62 total cases, 6 were related to Krishnapatnam port, he said. Mr. Manohar said any misuse, or black market in PDS rice would be met with zero tolerance and strict legal action. The government's aim, he stressed, was to ensure transparency and accountability, while supporting legitimate trade and protecting the public food system.
