Iraq close to agreement with China on Nuclear Training Reactor

Iraq's Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, who also heads the Iraqi Atomic Energy Commission (IAEC), has announced that three sites within the Tuwaitha complex southeast of Baghdad are now confirmed to be free of radioactive contamination. Speaking at a press conference, Dr. Al-Aboudi said the cleared sites include the former French LAMA Laboratories, the Italian radioisotope production facility, and the Tamuz-2 research reactor. He affirmed that all sites underwent thorough radiation surveys conducted using precise scientific methodologies and in coordination with national institutions. The results confirmed that no radioactive residues remain that could pose a risk to public health. In a related development, the Minister announced that Iraq is close to signing an agreement with the China National Nuclear Corporation to establish the country's first subcritical training reactor. Iraq to build first training nuclear reactor with China
Baghdad ( – Iraq is close to signing an agreement with the China Atomic Energy Authority to establish its first training nuclear reactor, a subcritical assembly type, Dr. Naeem Al-Aboudi, Head of the Iraqi Atomic Energy Authority and Minister of Higher Education, announced recently. Dr. Al-Aboudi emphasized the project is purely educational, aimed at developing the skills of students and researchers in nuclear physics and peaceful radiation technologies. This initiative marks a significant step in advancing Iraq's scientific capabilities. In parallel, the Minister confirmed that comprehensive surveys, involving French LAMA laboratories and checks at the former Italian radioisotope facility and Tammuz 2 research reactor, have declared three sites within the Al-Tuwaitha complex southeast of Baghdad free of any radiation contamination and radioactive waste threatening public health. These developments highlight Iraq's commitment to fostering peaceful nuclear expertise for educational purposes while also addressing and remediating legacy environmental concerns at sensitive sites.

Iraq and the Netherlands sign academic protocol with IHE Delft
The Minister of Higher Education and Scientific Research, Naeem Al-Aboudi, sponsored the signing of an academic protocol with the IHE Delft Institute of Water Education in the Netherlands on Monday. "The signing of an academic protocol between the ministry and the IHE Delft Institute of Water Sciences comes within the framework of cooperation between the Republic of Iraq and the Kingdom of the Netherlands," according to a statement by the Ministry - received by the Iraqi News Agency - INA. The Ministry noted, "The protocol comes into effect on Monday, May 26th, 2025, as it includes strengthening the context of scholarships and cooperation opportunities between the institute, the Ministry of Higher Education and Scientific Research, universities, and research centers, in addition to developing joint educational and research programs to address water challenges." During a press conference held on the sidelines of the signing ceremony, attended by the Ambassador of the Kingdom of the Netherlands, Janet Alberda, the Minister emphasized "the importance of understanding in the field of mutual scholarships within the "Study in Iraq" program, capacity building, skills development, training programs, curricula, and academic programs related to water sciences and their specialized fields." In turn, the Dean of the IHE Delft Institute of Water Sciences, Eddie Morris, expressed his "happiness at the signing of the cooperation protocol with the Ministry and the agreement on student, research, and academic exchange between Iraq and the Netherlands." He highlighted "the seriousness of working to ensure the success of the program and cooperation between the two institutions."

Minister of Education Calls for Establishment of Iraqi-Chinese University Specializing in Artificial Intelligence
Baghdad – INA Minister of Higher Education and Scientific Research Naeem Al-Aboudi called on Wednesday for the establishment of an Iraqi-Chinese university specializing in artificial intelligence. The Ministry of Education said in a statement received by the Iraqi News Agency (INA): "Minister of Higher Education and Scientific Research Naeem Al-Aboudi received the Ambassador of the People's Republic of China to Baghdad, Cui Wei, and discussed ways to develop scientific and educational partnerships between the two countries' universities." During the meeting, the Minister of Education emphasized "the importance of expanding areas of joint academic cooperation," calling for "the establishment of an Iraqi-Chinese university specializing in artificial intelligence and advanced digital technologies." He pointed out that "the ministry is proceeding with implementing its strategy based on diversifying sources of knowledge and opening up to leading global experiences in the fields of artificial intelligence and technological innovation." For his part, the Chinese Ambassador expressed "his country's keenness on joint academic cooperation in the fields of education and technology," expressing his "welcome to the move to establish an academic institution specializing in artificial intelligence that contributes to developing the knowledge infrastructure and serves the goals of sustainable development."

President Rashid stresses the need to care for graduating students and enroll them in development courses
Baghdad-INA President Abdul Latif Jamal Rashid stressed on Wednesday the need to care for graduating students and enroll them in development courses. The Presidency's Media Office said in a statement received by the Iraqi News Agency (INA): "President Abdul Latif Jamal Rashid received the Minister of Higher Education and Scientific Research, Naeem Al-Aboudi, at the Baghdad Palace," explaining that "the meeting addressed the conditions of Iraqi universities and colleges and the educational process in the country." According to the statement, the President of the Republic emphasized "the importance of developing education and contributing to strengthening the status of Iraqi universities," emphasizing "the need to pay attention to graduating students and enroll them in development courses before their appointments to enhance their experience and develop their skills and technical qualifications in order to adapt to the work environment and achieve progress and development in the country." For his part, the Minister of Higher Education and Scientific Research expressed his gratitude for the President's directives, reviewing the ministry's workflow and future plans to develop the country's higher education sector.
