Fire department inquiry, short circuit fire, Gulzar Houz blaze, Hyderabad fire rescue, fire safety challenges, Telangana Fire ServicesHyderabad: A preliminary inquiry by the fire department has revealed that a short circuit was the cause of the tragic blaze in Hyderabad's Old City near Charminar, which claimed the lives of 17 members of a single family. Y Nagi Reddy, Director General, Telangana Fire Disaster Response Emergency and Civil Defence stated the cause of death of all the people was smoke inhalation, and nobody had burn injuries. The fire broke out at the ground plus two storey building which Houzs Sri Krishna Pearls shop and the residential building in Gulzar Houz. According to the Telangana disaster response and fire services, the initial inquiry showed that the cause of the fire was a short circuit. Nagi Reddy explained that the Fire Department faced challenges to rescue the trapped persons. He said, 'There was only a single staircase leading to the upper floors, measuring less than one metre in width and situated centrally within the building. This staircase is alarmingly close to the anticipated fire source, resulting in the stairwell being entirely engulfed in smoke and extreme heat. Furthermore, there is no alternative staircase or exit route to access the upper floors. The ground floor access is completely obstructed by bikes, which not only block the exit but also serve as additional fuel for the fire.' The statement by DG revealed that since fire started in ground floor, smoke and heat quickly reached upper floors blocking the only available access to upper floors. Also, there were no windows or doors facing the available road to use hydraulic platform and quick ventilation. 'To save time and to rescue trapped persons quickly, while firefighting was going on in the ground floor, the firefighters had to drill hole in a wall in the first floor to enter and start rescuing and fire fighting operations in first floor,' said Nagi Reddy. 'Because of timely response and action by Fire Department, spread of fire to adjacent properties was prevented and further loss of lives and property was averted,' said DG. According to the Fire Department, a total of 12 appliances reached the fire ground and participated in the firefighting and rescue operations. A total of 11 vehicles, one fire fighting robot, 17 fire officers and 70 personnel were involved in extinguishing the fire and rescuing trapped persons. It is to note that, Advanced Fire Robot and Bronto Sky Lift Hydraulic Platform were also used in the operations.

The building that caught fire near historic Charminar here on Sunday, resulting in the death of 17 people, had only one staircase, which was filled with smoke, blocking the escape for the victims, a top official said. Since the fire started on the ground floor, smoke and heat quickly reached upper floors, blocking the only available access, which was just one metre wide, the official said. The narrow staircase is centrally located inside the building. It was near to supposed seat of fire due to which the stairwell was completely filled with smoke and excessive heat. "The only access on the ground floor was completely filled with bikes blocking the same, and also provided enough fuel to the fire," Telangana State Fire Services, Disaster Response, Emergency, and Civil Defence Director General Y. Nagi Reddy said. The official stated that there were no windows/doors facing the available road to use the hydraulic platform and quick ventilation. To save time and to rescue trapped persons quickly, while firefighting was going on on the ground floor, firefighters had to drill a hole in a wall on the first floor to enter and start rescue and firefighting operations. Eight children and five women were among 17 people killed in the fire, which broke out in the building in Gulzar Houz. The building had pearls/jewellery shops on the ground floor, while a few families were residing on the first and second floors. According to Nagi Reddy, a fire call was received at 6.16 p.m. and a water tender from Moghalpura reached the fire ground at 6.20 a.m. District Fire Officer-1 Hyderabad Venkanna got injured during the firefighting operation and was admitted to the hospital. A total of 11 fire engines were used. A fire robot was brought, but could not be used due to the situation on the ground. Seventeen fire officers and 70 personnel participated in the operation. Eight personnel wore Breathing Apparatus (BA) sets and rescued 17 persons. Four people were rescued from the terrace using two ladders. One ladder from the second terrace to the first terrace and another from the first terrace to the ground. Nagi Reddy came out with details of the firefighting operations, apparently to counter Union Minister G. Kishan Reddy's claim that there was a delay on the part of the Fire Services Department in responding to the situation and that personnel lacked equipment and gear to rescue the trapped people. Personnel from the fire services, police, the Greater Hyderabad Municipal Corporation (GHMC), the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA), and the Health and Revenue departments participated in the rescue and relief. Nagi Reddy stated that because of the timely response and action by the Fire Department, the spread of fire to adjacent properties was prevented and further loss of lives and property was averted. The suspected cause of the fire is under investigation, the official added.

As fire-fighting was in full swing at a building in Afzalgunj, a small French-made robot of high-strength aluminium was used to assist firemen. Designed to enhance safety and efficiency during fire mishaps, it is 3.7 foot tall, and can replace two fire-fighters and get close to places where the men cannot reach, said Director General of Telangana State Disaster Response and Fire Services Y. Nagi Reddy. These robotic fire-fighters can be remotely controlled, enabling fire crews to assess the situation and extinguish flames from a safe distance. The equipment can be operated within a 500-metre range, with real-time feedback, including controls and camera views, provided through its display screen. Built-in cooling system Mr. Nagi Reddy stated that the recently-procured robot is capable of withstanding temperatures up to 900°C, thanks to its built-in cooling system. By connecting it to a water source, the robot can be directed closer to the blaze, reaching areas that are too dangerous for humans. This effectively replaces the work of two fire personnel. It is particularly useful in tackling fires in warehouses and shops. 'Just a few days ago, there was an incident at Chandanagar, and I instructed the team to use the equipment wherever possible. We have three such units in operation, all of which are battery-powered that provide up to six hours of operation. Spare batteries are available. One unit has been allocated to each of the districts of Hyderabad, Rangareddy, and Medchal-Malkajgiri,' he added.

Former CM YS Jagan Mohan Reddy VIJAYAWADA: The high court on Friday directed the state government to file a response to the petition filed by former chief minister Y. S. Jagan Mohan Reddy , seeking directions to restore his security cover to Z+ category. Jagan Mohan Reddy sought Central Reserve Police Force ( CRPF ) security, contending that the state government is intentionally ignoring his security. Arguing on behalf of Jagan Mohan Reddy, Y. Nagi Reddy said that the state government had completely failed in providing adequate security to a former chief minister. The security cover of Jagan Mohan Reddy was reduced from 138 to 58, and a series of recent incidents reported indicate a serious cause for concern, said Nagi Reddy. Responding on behalf of the state government, Advocate General Dammalapati Srinivas told the high court that a similar petition was filed earlier and the same is pending for adjudication. Hyderabad: Personnel from multiple civil defence services participated in the mock drill at four places in Hyderabad on Wednesday as part of the nationwide 'Operation Abhyaas' to test and strengthen the country's preparedness. Air raid sirens blared throughout the city at 4 p.m. and lasted for two minutes. Authorities activated the industrial siren and used the sirens of police patrol vehicles at traffic intersections. Police appealed to people to take shelter in the nearest buildings, and those in houses and shops were advised to remain indoors. Messages were sent out from the Integrated Command Control Centre (ICCC) to people that there were 'missile attacks' and 'air raids' at four places. Personnel of the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), Disaster Management, Fire Services, police, traffic police, Medical & Health, Railway, revenue, GHMC, NCC, Scouts & Guides, and other agencies participated in the mock drill. The mock drill was conducted at four places – Secunderabad, Kanchanbagh, Nanal Nagar and Nacharam NFC Area. Officials said the civil mock drill was conducted after 54 years. The personnel who participated in the mock drill were seen carrying the 'dead' and 'injured' on stretchers, shifting the 'injured' to hospitals through ambulances, administering CPR and oxygen, safely evacuating people trapped in targeted buildings, using fire tenders to douse the fire and providing other emergency services. Nagi Reddy, Director General, Fire Services, who is the Director Civil Defence for Telangana and overall in-charge of the operation, monitored the mock drill from ICCC with Hyderabad Police Commissioner C. V. Anand and other top officials. The Police Commissioner said that through this mock drill the preparedness of various departments to tackle an emergency situation in the event of an attack was tested. Anand said the drill also helped them identify the loopholes, and the departments concerned would take necessary action to overcome them. He said the exercise was also aimed at educating people on the precautionary measures to be taken in the event of an attack. He told citizens that there is no need for panic. Twelve civil defence services undertook the mock drill. Industrial sirens, police miked in junctions and other areas, patrol vehicles, and fire sirens were used. Hyderabad is one of 244 vulnerable locations in the country identified for the nationwide 'Operation Abhyaas'.
