Hyderabad fire: Staircase filled with smoke blocked escape
The building that caught fire near historic Charminar here on Sunday, resulting in the death of 17 people, had only one staircase, which was filled with smoke, blocking the escape for the victims, a top official said.
Since the fire started on the ground floor, smoke and heat quickly reached upper floors, blocking the only available access, which was just one metre wide, the official said.
The narrow staircase is centrally located inside the building. It was near to supposed seat of fire due to which the stairwell was completely filled with smoke and excessive heat.
"The only access on the ground floor was completely filled with bikes blocking the same, and also provided enough fuel to the fire," Telangana State Fire Services, Disaster Response, Emergency, and Civil Defence Director General Y. Nagi Reddy said.
The official stated that there were no windows/doors facing the available road to use the hydraulic platform and quick ventilation. To save time and to rescue trapped persons quickly, while firefighting was going on on the ground floor, firefighters had to drill a hole in a wall on the first floor to enter and start rescue and firefighting operations.
Eight children and five women were among 17 people killed in the fire, which broke out in the building in Gulzar Houz. The building had pearls/jewellery shops on the ground floor, while a few families were residing on the first and second floors.
According to Nagi Reddy, a fire call was received at 6.16 p.m. and a water tender from Moghalpura reached the fire ground at 6.20 a.m.
District Fire Officer-1 Hyderabad Venkanna got injured during the firefighting operation and was admitted to the hospital. A total of 11 fire engines were used. A fire robot was brought, but could not be used due to the situation on the ground.
Seventeen fire officers and 70 personnel participated in the operation. Eight personnel wore Breathing Apparatus (BA) sets and rescued 17 persons.
Four people were rescued from the terrace using two ladders. One ladder from the second terrace to the first terrace and another from the first terrace to the ground.
Nagi Reddy came out with details of the firefighting operations, apparently to counter Union Minister G. Kishan Reddy's claim that there was a delay on the part of the Fire Services Department in responding to the situation and that personnel lacked equipment and gear to rescue the trapped people.
Personnel from the fire services, police, the Greater Hyderabad Municipal Corporation (GHMC), the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA), and the Health and Revenue departments participated in the rescue and relief.
Nagi Reddy stated that because of the timely response and action by the Fire Department, the spread of fire to adjacent properties was prevented and further loss of lives and property was averted.
The suspected cause of the fire is under investigation, the official added.

GHMC has no right to demolish if it does not give permission, say corporator and Mayor
The Wednesday's council meeting at the Greater Hyderabad Municipal Corporation witnessed some paradoxical moments, with corporators as well as Mayor Gadwal Vijayalakshmi affirming that the corporation should not go ahead with demolition of unauthorised constructions. The debate was kicked off by BRS corporators who demanded action against absentee member Baba Fasiuddin reportedly for abetting suicide of a BRS leader in Borabanda. The deceased leader who fell to his death from his unauthorisedly constructed home in SRT Nagar area, was alleged to have been harassed by who strongly denied the charge. The GHMC had reportedly issued notices to the leader over unauthorised construction, which, the BRS leaders allege was done at the behest of Mr. Fasiuddin. In connection with this, corporator Dedeepya Rao questioned why notarised documents are not accepted for according building permissions. While there were over 200 houses built illegally with ground plus five floors, only the BRS leader was targeted with threats of demolition. Chief City Planner K. Srinivas tried to reason that as per the GHMC Act, 1955, sale deed is a mandatory requirement for issue of building permissions, and that notary documents are not accepted as proof of ownership. Bansilalpet corporator Hemalatha Laxmipathi, at this juncture, came up with the argument that if GHMC would not accord permission on the basis of notarised documents, it did not have the right to bring down the structure, which defied all the rationale of the Act. Mayor Ms. Vijayalakshmi, without much thought, endorsed the argument, and repeated the statement, much to the amusement of officials and other corporators. One more issue was raised during the meeting, about encroachment of seven acres of government land in Uppal, which is being constructed upon, based on the permission obtained on a different survey number. Commissioner R.V. Karnan said the permission was given based on a favourable report by the District Collector in 2021. Later, notices were issued, and the builder approached the court.

Council debates on stormwater drain planning, de-silting operations
A major planning flaw in the construction of storm water box drains as part of the Strategic Nala Development Programme is resulting in the inundation of the colonies on the lower end of the drains. The issue was flagged by the council members of the Greater Hyderabad Municipal Corporation on Wednesday, during the general body meeting. Corporator from Gaddiannaram division Baddam Prem Maheshwar Reddy pointed out that the engineers ought to have widened the drains from the lower end to the upper end. Instead, they chose to go the other way round, due to which the low-lying areas are facing the brunt. 'As the drain is widened in the upper reaches, its capacity is enhanced, and all the sewage and silt flowing in it are getting deposited in our colonies where the drain capacity is limited, hence resulting in inundation,' Mr. Prem Maheshwar Reddy complained. Kothapet corporator Naikoti Pavan Kumar too echoed this view, when he pointed out the issue of inundation faced by residents around RK Puram due to flood water arriving from LB Nagar through the newly enhanced 900 mm dia pipeline. The outlet in Alkapuri drain which is receiving the flows is not properly aligned, leading to inundation, he said. Member of Parliament Eatala Rajender raised the issue of double bedroom housing units remaining vacant at several locations and advised the government to shed the mental block of prime real estate which works against accessible housing for the poor. He also advocated for sewerage and stormwater pipelines with a planning for coming 20-30 years, as road cutting component is more expensive than the pipeline. Separation of stormwater drains from sewerage lines is the need of the hour as mixing of both is increasing the burden on the sewage treatment plants. 'Building permissions should be issued based on the carrying capacity of the sewage lines,' he said. Citing instances of inundation in Qutbullahpur and Moula Ali, he said carrying capacity of the drains has been compromised. He also stressed on devising alternatives for the unmanned railway crossings, and advised the authorities to focus on creating roads where they are not available rather than repairs to the roads where they exist. Several complaints were raised by members about absence of de-silting operations till now. BJP member Shankar Yadav said only 10-12% of de-silting operations have been completed this year so far, while pointing out the inundation due to blockage of Afzal Sagar canal due to trash. MIM corporator Mirza Saleem Baig raised questions about non-functioning streetlight, and asked why tenders had not been called earlier, when the officials knew that the agreement with the Energy Efficiency Services Limited for operation and maintenance of streetlighting would end on April 30. He claimed that 50-60% of the lights were not functioning. MLA Mohammed Majid Hussain flagged the issue of transfer stations overflowing with unlifted garbage due to the 'solid waste concessionaire refusing to lift unless paid'. With Bakrid around the corner, if trash is not lifted, it will be dumped in front of GHMC zonal offices, he threatened. GHMC Commissioner R.V. Karnan attributed the issue to the trouble between the concessionaire agency and its vendors, and assured to sort it out soon. Questions were also raised about the status of sports complexes, non-lifting of green waste, advertising policy and others. Newly elected MLC Vijaya Shanthi attended the council meeting for the first time, drawing attention. The meeting observed two minute silence for the victims of Pahalgam terrorist attack and Gulzar Houz fire accident.

In the line of duty: Army leads tireless search, rescue operations after landslides in North Sikkim
NEW DELHI: After the deadly landslide in North Sikkim's Chatten on June 1, the army is carrying out non-stop rescue and relief work, battling heavy rain, rough terrain, and growing uncertainty over the fate of those still missing. Lachen village, a popular tourist spot now completely cut off, has been reconnected by foot thanks to the army. Troops have reached 113 stranded tourists, and efforts to evacuate them are in progress, though bad weather remains a major hurdle. On June 3, 33 tourists, including 2 US nationals, were safely airlifted by military helicopters, from the rain battered Chaten region in the north Sikkim. Supplies and national disaster response force (NDRF) personnel were also air-dropped as part of emergency operations. However, an early morning attempt to evacuate the remaining tourists from Lachen was aborted due to poor visibility. An Mi-17 carrying nine NDRF personnel from Pakyong Airport was forced to turn back mid-air. Meanwhile, the army is advancing its search for six people who went missing after the landslide wiped out part of a military camp.
