Nagpur: Rapid urban expansion along the banks of the Nag, Pili, and Pora rivers in north, east and south Nagpur has exposed hundreds of new settlements dangerously to flooding due to absence of retaining walls. Alarmed by the threat, the Nagpur Municipal Corporation (NMC) has submitted a proposal seeking Rs57 crore from the state govt under its flood mitigation scheme to construct retaining walls across these high-risk zones, confirmed NMC's chief engineer Manoj Talewar. While the state govt approved the NMC proposal "in principle," it has not yet released the funds. The proposal identifies areas such as Pardi, Punapur, Kalamna, Wanjra, Wathoda and Narsala, where homes have come up perilously close to riverbanks with no retaining walls constructed by either the NMC or the Nagpur Improvement Trust. These areas have repeatedly witnessed waterlogging and flood-like situations during heavy rainfall. Earlier this month, even with relatively low rainfall, many of these localities were inundated, underscoring the urgency of the situation. Official sources say the Rs57 crore proposal includes construction of new walls. "Even a moderate downpour turns our homes into islands," said a resident of Punapur, who lost household belongings in last year's floods. "How many times do we need to plead for a protection wall?" Civic officials fear that a single spell of intense rain could mirror the devastation caused by the September 2023 flash floods that ravaged parts of the city. The calamity saw large sections of the retaining walls along the three rivers crumble, especially downstream of the Ambazari dam and along the Nag river. Several properties were submerged, and public anger erupted after the NMC failed to reconstruct the damaged flood barriers. Despite the state govt sanctioning Rs204.72 crore in February 2024, including Rs163.23 crore specifically for riverbank protection works, execution has been abysmally slow. NMC issued work orders worth Rs154.42 crore, but only Rs86.63 crore was disbursed so far which the civic body has utilized. The civic body urged the divisional commissioner to release the remaining Rs70.26 crore to complete the pending works and clear dues to contractors. The funds are pending, effectively halting flood prevention works. Consequently, citizens affected due to the September 2023 floods have sought intervention of the Nagpur bench of the Bombay High Court.

Nagpur: Alarmed by complaints of garbage collection vehicles operating without number plates and a recent fatal accident involving one such vehicle, the Nagpur Municipal Corporation (NMC) conducted a zone-wise inspection of all garbage-lifting trucks on Monday. The drive coincided with Nagpur's disappointing 27th rank in in the Swachh Survekshan, but officials clarified the inspection was scheduled earlier and aimed at tightening door-to-door waste collection. On instructions from municipal commissioner Abhijeet Chaudhari, additional municipal commissioner (City) Vasumana Pant visited parking sites across all 10 municipal zones. M/s AG Enviro Pvt Ltd and M/s BVG India Ltd are responsible for lifting garbage from homes in Nagpur. Speaking to TOI, Pant clarified that the inspection was long planned. "The visit happened now because I wasn't available before, and I wanted it to be done in my presence," she said added that the drive was also in responde to two or three complaints, including one fatal accident and sightings of garbage vehicles without registration plates. Despite scoring 9,328 out of 12,500 points — an improvement from last year — the city failed to secure the coveted "Clean City" tag or even a garbage-free city (GFC) star. But instead of external shortcomings, it is the civic body's internal dysfunction, lack of planning, and poor coordination that seem to have cost Nagpur its place among India's top clean cities. Officials continue to highlight notable initiatives like construction and demolition waste processing, compressed biogas plant, and biomining project at Bhandewadi. These efforts fell flat due to mismanagement, delayed execution, and the inability to present them effectively to central survey teams. Incredibly, key officials did not even review the official Swachh Survekshan toolkit, which details evaluation parameters, said sources in NMC. Apathy, infighting, and administrative inertia held the city back from improved rankings, sources added. Sources in NMC claimed that deputy commissioner Vijay Deshmukh, in charge of solid waste management, took little interest in steering the campaign. Despite repeated underperformance, NMC never constituted a dedicated expert taskforce. Departments worked in silos, and no coherent strategy or roadmap was put in place for the survey. In 2022, NMC hired a Mumbai-based firm KPMG for Rs2.4 crore to handle documentation and data presentation. Though the firm offered six months of free service after their contract ended in December 2024, NMC failed to integrate its own officials with the firm—further eroding internal ownership and morale. Key public health engineering department officials were absent from planning and monitoring, despite their role in managing water bodies, sewage systems, and desilting operations. Even the civic chief did not issue any binding instructions to involve the department, resulting in yet another gap in coordination. "Responsibility was dumped solely on the solid waste management department, while other crucial wings — such as public health engineering, water supply, and toilet infrastructure — remained disengaged. Officials failed to share project documentation or collaborate, exposing a complete breakdown in unified planning," said the source. Even as municipal commissioner Abhijit Chaudhari says NMC will contest the survey results with the ministry of housing and urban affairs and demand a review, the civic body is now finally talking about building a more robust internal structure for future assessments.
