Navi Mumbai water scarcity: MLA Ganesh Naik blames theft and failure of Dy CM Shinde's UD dept
Water scarcity in Navi Mumbai is due to theft by "some elements" and apathy of the municipal administration under the Urban Development department, Maharashtra forest minister and local BJP MLA Ganesh Naik said. Incidentally, the Urban Development department is under Deputy Chief Minister Eknath Shinde. Navi Mumbai municipal corporation is part of Thane district, which is Shinde's stronghold. "Some elements are stealing Navi Mumbai's rightful water share of 40 million litres per day (MLD) from Barvi Dam. These same elements then blame Navi Mumbaikars for not saving water or utilising it properly," he said during a review meeting on civic issues held at the CIDCO Exhibition Centre auditorium in Vashi on was attended by officials from Navi Mumbai Municipal Corporation (NMMC), former elected representatives, and local leaders from various wards."There is no elected municipal house in Navi Mumbai right now, so corporators cannot be blamed for administrative lapses. This water scarcity and the slow civic progress reflect the failure of the municipal administration, which is under the Urban Development department," he claimed in a statement released from his office here. Naik said he has formally demanded an account of Navi Mumbai's pending water supply for the last five years and eight months from Chief Minister Devendra Fadnavis, Water Resources Minister Girish Mahajan and the municipal administration."A 500 MLD water reserve has been earmarked for Navi Mumbai in the proposed Poshir Dam in Raigad, which will help resolve the city's long-term requirements," Naik said. The meeting also saw corporators and local leaders raise concerns about unfinished projects, including roads, footpaths, senior citizens' recreation centres, underpasses, community halls, urban health facilities, water pipelines and sewage lines.

Till June, 11,400 MW of renewable energy procurement tenders have been cancelled
New Delhi: Around 11,400 MW of renewable energy procurement tenders issued by central agencies have been cancelled till June and the government has taken steps "to discourage the misalignment", Parliament was informed on Tuesday. Minister of State (MoS) for New and Renewable Energy and Power Shripad Yesso Naik said this in reply to a question in the Rajya Sabha. "In respect of tenders issued since 01.04.2023 by Renewable Energy Implementing Agencies (REIAs) namely SECI, NTPC, NHPC and SJVN, as on 30.06.2025, aggregate 11,400 MW of renewable power procurement tenders have been cancelled," the minister said. The tenders have been cancelled on account of various reasons, which include insufficient participation, unreasonably high tariffs discovered, backing out of the targeted end-procurer, etc, he said. Naik also said that there is 43,922 MW of renewable power capacity, for which Letters of Award (LoAs) have been issued by REIAs, but Power Sale Agreements (PSAs) with end-procurers have not been signed. He said the quantum of unsigned PSAs is primarily on account of significant rise in the quantity of renewable power that has been bid out in recent past. REIAs have signed PSAs for 22,683 MW in respect of renewable energy procurement bids since April 2023. The issuance of bids by REIAs for renewable power projects connected to Inter-State Transmission System (ISTS) and transmission planning for ISTS are closely linked activities. Both are being undertaken in close co-ordination, Naik said. "Further, to discourage the misalignment in bid issuance and transmission readiness and demand from end-procurers, and consequent issues including delays in PSA signing, the Standard Bidding Guidelines for Solar, Wind, Hybrid and Firm & Dispatchable Renewable Energy (FDRE) have been amended on 12.02.2025 to provide for cancellation of LoA after 12 months from the LoA date," the minister added. In a separate reply, he said the government has also taken various positive steps to expedite PSAs, which include impressing upon states for compliance of Renewable Consumption Obligation (RCO), impressing upon REIAs to consider aggregating demand from DISCOMs/other consumers and design products accordingly before inviting tenders, organising regional workshops with major renewable energy-procuring states. As per Central Electricity Authority (CEA), India's total installed electricity capacity as of June, stands at 484.82 GW, of which non-fossil fuel based electricity capacity is 242.78 GW i.e. 50.08 per cent. The 242.78 GW capacity from non-fossil fuel sources includes 116.25 GW solar energy, 51.67 GW wind energy, 11.60 GW bio energy, 54.48 GW hydro power, and 8.78 GW nuclear power capacity. PTI

Odisha to introduce panchayat awards for recognising excellence in rural governance: Min
BHUBANESWAR: To improve grassroots-level governance, enhance livelihood opportunities and ensure inclusive development, the Odisha government has decided to introduce state-level panchayat awards to recognise and reward gram panchayats, panchayat samitis and zilla parishads for their contribution to governance, service delivery and rural development. Announcing this at a media conference on Monday, Panchayati Raj minister Rabi Narayan Naik said the awards will be given from the 2024-25 financial year. 'The state government has allocated around Rs 4 crore for implementation of the awards. The panchayati raj institutions will be chosen for the awards based on their performance under the Local Sustainable Development Goals (LSDGs) in nine thematic areas,' he added. Just as the Centre motivates panchayats with national awards, the Odisha government is also introducing the state panchayat awards for rewarding good work in rural governance, Naik said. The top three gram panchayats, panchayat samitis and zilla parishads will be awarded at the state level. 'Besides, the top three panchayat samitis and gram panchayats will also be awarded at the district level,' he said, adding the best performing three panchayats will be recognised at the block level with certificates.

Odisha to launch State-level ‘Panchayat Puraskar'
Bhubaneswar: Taking a cue from National Panchayat Awards given by the Union government, the Odisha government has unveiled its own State Panchayat Puraskar initiative to encourage excellence among panchayati raj institutions. Speaking to mediapersons, Panchayati Raj Minister Rabi Narayan Naik said the move is aimed at strengthening grassroots governance, enhancing livelihood opportunities and ensuring inclusive development across the State. Naik said: 'Just as the Centre motivates panchayats with national awards, we are introducing the State Panchayat Awards to recognise and reward outstanding Gram Panchayats, Panchayat Samitis and Zilla Parishads for their contributions in governance, service delivery and rural development.' The Panchayati Raj Minister further said the State government has allocated Rs 4 crore for the implementation of the scheme. The awards, to be introduced from 2024-25, will identify the best-performing panchayats across multiple indicators and categories. Based on performance under Localised Sustainable Development Goals (LSDGs) in nine thematic areas, the top three Gram Panchayats and Panchayat Samitis will be awarded at the State level. The minister also said the top three Gram Panchayats in each of the nine LSDG themes will receive individual recognition. Each district will identify the top three Gram Panchayats demonstrating best performance under LSDGs, who will be given monetary prizes. Similarly, the top three Gram Panchayats at the block level will receive Token Certificates of Appreciation. The panchayats performing exceptionally in flagship areas such as MGNREGA, Swachh Bharat Abhiyan, Jal Jeevan Mission, Good Governance, Skill Development, Income Generation, Online Auditing and Women's Participation will be selected for the awards. The award amount will range from Rs 1 lakh to Rs 25 lakh, depending on the level and performance category. The award money will be utilised for various development activities, such as thematic development based on the awarded LSDG category, Community Infrastructure such as roads, drinking water and basic amenities, Health Camps especially for women and children, Digital Literacy and Libraries like creating access to modern education and learning resources. Naik emphasised that the selection process will be data-driven, impartial and transparent, ensuring fair recognition for outstanding performance. 'The objective is not just to reward good work but also to set examples that can be replicated across the State,' he said. He further said: 'Through this initiative, we aim to encourage innovation at the grassroots, empower local governance and promote community-sensitive administration. 'The country will develop when the Panchayati Raj System is strengthened. So, we are working on the principle of 'Viksit Village and Viksit Odisha',' added Naik.
