P atna: The state legislature, comprising the assembly and legislative council, was adjourned sine die on Friday, concluding the five-day monsoon session that began on July 21. This session was the final sitting of the 17th assembly before elections scheduled for Oct-Nov. The session was marred by repeated protests from Grand Alliance members, opposing the special intensive revision (SIR) of the electoral roll. The Assembly's final day saw the morning session washed out and private members' Bills suspended due to protests. Speaker Nand Kishore Yadav delivered a heartfelt farewell speech, appealing to both ruling and opposition members to move past acrimony. His voice choked as he adjourned the House after the Bihar Anthem. Citing a Hindi couplet, he said, "The discord should not be so long that hostilities continue and 'insaan (human beings)' involved are no longer around." Patna, July 25 (UNI): The Bihar Assembly was adjourned until lunch today after opposition members staged a protest over the Special Intensive Revision (SIR) of the voter list. As soon as the House convened, CPI-ML legislator Satyadev Ram raised the SIR issue, sparking an uproar. Opposition MLAs from the RJD, Congress, and Left parties rushed to the well of the House during Question Hour, shouting slogans and attempting to overturn tables. Despite repeated calls for order, Speaker Nand Kishore Yadav was forced to adjourn the session. The opposition MLAs, dressed in black, had disrupted proceedings with their slogans, making it impossible for the Speaker to restore order. Chief Minister Nitish Kumar criticized the opposition's conduct, dismissing their protest over SIR as irrelevant and highlighting his government's welfare achievements. He questioned the logic of consistently wearing black attire and urged opposition leaders to introspect, pointing out that "such coordinated dress code from Tejashwi Prasad Yadav and other opposition members was unprecedented in Bihar politics." Deadline extended The last date of submission of Enumeration Forms for SIR exercise has been extended by one one. According to an EC directive issued Tuesday, electors can now submit their forms until July 26, instead of the previous July 25 deadline.

Dressed in black, Opposition party legislators in Bihar staged a protest for the second consecutive day on Tuesday (July 22, 2025) against the ongoing Special Intensive Revision (SIR) of the electoral roll across the State, during the Monsoon Session of the State Assembly. The protesting legislators raised slogans and demanded a discussion on the SIR exercise, prompting Speaker Nand Kishore Yadav to adjourn the proceedings till lunch. Holding placards, the MLAs shouted slogans against the Nitish Kumar-led NDA government. On the opening day of the session, July 21, the Opposition had similarly protested the SIR. Leader of the Opposition Tejashwi Yadav, after consultations with other Opposition leaders, had met the Speaker to press for a discussion on the issue. However, the House was adjourned that day after paying condolences to deceased members. On Tuesday, July 22, legislators from the Rashtriya Janata Dal (RJD), Congress, and Left parties gathered at the main entrance of the Assembly wearing black and raised slogans accusing the government of 'vote theft' through the revision process. Later, some of the legislators entered the well of the House, holding placards, leading the Speaker to urge them to return to their seats. A brief verbal exchange was witnessed between the Speaker and RJD leader Alok Mehta, who was requesting to make a statement. Chief Minister Nitish Kumar was present in the House during the protest. 'The names of lakhs of voters, mostly from the poor community, are being deleted through the ongoing SIR of the electoral roll in the State. If voting rights of the people are being taken away, how do we, as Opposition legislators, allow the government to run the House?' said Rajesh Kumar, Bihar Congress president and MLA from Kutumba in Aurangabad district. His party colleague Shakeel Ahmad Khan, MLA from Kadwa in Katihar, and other Opposition leaders expressed similar concerns. The All India Majlis-e-Ittehadul Muslimeen (AIMIM) also joined the protest. 'SIR will prove to be the nail in the coffin for the Nitish Kumar-led government in the upcoming Assembly elections. Everyone in Bihar today is troubled by the ongoing SIR, and I protest against it along with my party leader Asaduddin Owaisi,' AIMIM's lone MLA and State president Akhtarul Iman said. Meanwhile, the Election Commission of India declared Bihar as the first State in the country to ensure all polling stations have fewer than 1,200 voters. According to the ECI, 96.23% of voters have been covered in the ongoing revision exercise, while 5.56% were not found at their registered addresses. Assembly elections in Bihar are scheduled for October–November this year.

Patna: The second day of the monsoon session of the Bihar Legislative Assembly on Tuesday was marred by uproar as opposition MLAs staged protests inside and outside the House, opposing the ongoing Special Intensive Revision (SIR) drive of the voter list. As soon as Speaker Nand Kishore Yadav started proceedings, the opposition MLAs stood up, raised slogans, and reached the well of the House with posters in their hands, demanding a debate on the Special Intensive Revision (SIR) of the voter list. The Speaker attempted to pacify the protesting MLAs, asking them to return to their seats, and remarked, 'Your throat will get tired of raising slogans; you need to save your voice for the elections.' The opposition MLAs arrived dressed in black clothes as a mark of protest, prompting the Speaker to question their attire, stating it 'doesn't look good.' Marshals were directed to snatch the placards from the protesting MLAs, which were subsequently removed from the House. Earlier, RJD MLAs created a commotion outside the Assembly, attempting to block Speaker Nand Kishore Yadav from entering the House, but he managed to reach his chamber with difficulty. Opposition MLAs, including those from the RJD, Congress, and Left parties, raised slogans against the government, accusing the BJP and the Election Commission of a 'conspiracy' through the voter list revision process and demanding its withdrawal. Due to the blockade by opposition MLAs outside the main gate, a second gate of the Assembly, which had been closed for years, was forcibly opened using chisels and hammers to allow ruling party MLAs to enter. Even then, opposition MLAs attempted to obstruct the entrance, but RJD MLA Mukesh Roshan and Congress MLA Rajesh Kumar were removed by marshals to clear the path. Meanwhile, Chief Minister Nitish Kumar arrived at the Assembly through an alternative route and met the Speaker, accompanied by Parliamentary Affairs Minister Vijay Chaudhary and Minister Shravan Kumar, as the standoff between the ruling and opposition benches continued over the contentious voter list revision.
