Kalyana Karnataka Horata Samiti to present memorandum to Govind Rao Committee

The Kalyana Karnataka Horata Samiti will submit a memorandum to the High Power Committee for Redressal of Regional Imbalance under the chairmanship of M. Govind Rao constituted by the State government for studying the implementation of the Dr. Nanjundappa Committee report containing various aspects for consideration and inclusion in a report during its visit to Kalaburagi district on Thursday and Friday. Founder-president of the samiti Lakshman Dasti, addressing presspersons here on Wednesday, urged the committee to effectively address both urban and rural issues by constituting taluk-level units to focus on specific needs mainly in rural areas. The committee should consider indicators across economic, social and environmental dimensions, including health services, agriculture, education, industry, trade, forest resource, irrigation, road transportation and per capita income, reflecting the ground realities, he said. Mr. Dasti said that according to the Nanjundappa Committee report, of the 10 taluks in undivided Kalaburagi district, nine were classified as most backward and one as backward. Now, even though Kalaburagi and Yadgir are two districts with new taluks, considering the current status it is essential to apply scientific methods utilising data-driven insights and indicators into account for the comprehensive development of Kalyana Karnataka region, he said. The committee should also focus on effective implementation of Article 371(J) and ensure balanced regional development across the State ensuring that all regions within the State experience equitable growth and prosperity, mitigating disparities in economic, social and infrastructure to prevent demands for statehood in future. In 2002, the Nanjundappa Committee submitted its report to the government highlighting the backwardness of various taluks across the State. Of the 175 taluks, the report identified 35 taluks as backward, 40 taluks as more backward and 39 taluks as most backward. Of these 39 most backward taluks, 21 were from Kalyana Karnataka region. Of the 40 more backward taluks, five were from Kalyana Karnataka region and of the 35 backward taluks, two were in Kalyana Karnataka region. Though the implementation of the committee recommendations began in 2007, even after 18 years, the policies of the State government have not produced the desired outcomes. The development projects recommended for the region in the Nanjundappa committee report were sanctioned for the region but relocated elsewhere, he said. The Kalyana Karnataka Regional Development Board should have a scientific action plan for the next 10 years to remove regional imbalances, he suggested. KKCCI demand The former president of the Kalyana Karnataka Chamber of Commerce and Industry (KKCCI) Umakant Niggudagi also urged the Govind Rao Committee to consider formulating an industrial policy for Kalyana Karnataka region, establish an investment promotion board, get the State government to allocate funds for infrastructure development of industrial estate, organise a Global Investors Meet in Kalaburagi. The former MLC Amarnath Patil sought the establishment of an incubation centre in the region for providing support and resources to help new business and start-ups. He said that the State government should present an exclusive budget for Kalyana Karnataka region during the State Annual Budget presentation.

Dharwad: The Regional Imbalance Redressal Committee, which has been set up to review the effects of the implementation of the recommendations of a similar committee headed by Dr DM Nanjundappa, will submitt its report to the state govt in Oct this year, said committee's chairperson Dr M Govind Rao here on Monday. Speaking to reporters after holding a meeting with various stakeholders at ZP meeting hall here, he said the new committee will also recommend development of new infrastructure in backward and most backward taluks. "The state govt started implementing the recommendations of Nanjundappa Committee in 2007-2008. His report was based on 35 indices and had classified taluks as most backward and backward. Based on his recommendation, the state govt has spent Rs 31,600 crore on these taluks. We need to see to what extent these initiatives have been successful. However, in the current context, there is a need to review the said report in accordance with the times and come up with new guidelines or recommendations based on the current human development indices," Dr Rao said. The Committee, which has visited Kalyana Karnataka and Kittur Karnataka divisions, will visit all the districts in the state, he added. Member-secretary of the committee R Vishal, who is also the finance and planning secretary, said that the committee is focussing on income, education and health indicators. In Dharwad district, the stakeholders have demanded more food processing units be set up, the govt medical facility be expanded, tourism sector be improved, and higher education made more affordable to the poor and marginalised. Establishment of a regional cancer centre at KMC-RI in Hubballi and 19 Karnataka Public Schools in the district are the other demands. Representatives of Karnataka Chamber of Commerce and Industry said the cost of land at FMCG cluster has been hiked by 100% and discouraged potential industrialists. They also demanded provision of facilities at subsidised rates to attract investors and generate employment and income in the region. DC Divya Prabhu said the Hubballi airport should be upgraded and logistic and commercial airport facilities should be provided. District minister Santosh Lad, MLAs Mahesh Tenginakai, NH Konaraddi, members of the committee Prof Suryanarayana, Prof ST Bagalkoti, ZP CEO Bhuvanesh Patil, SP Gopal Byakod and others were present.

Cabinet decisions will go a long way to remove ‘backward tag' to Chamarajangar: Dy. CM

Stating that the government was committed to removing the 'most backward district' tag for Chamarajanagar district, Deputy Chief Minister D.K. Shivakumar on Thursday said that the decisions taken at the Cabinet meeting at M.M. Hills would go a long way in that direction. 'Chamarajanagar had earned the tag of 'the most backward district' in the Nanjundappa Committee report. Our government is committed to getting rid of that tag. The decisions taken in the Cabinet will help in that direction,' he said. Addressing a press conference after the Cabinet meeting, the Deputy Chief Minister spoke about various projects approved by the Cabinet. Mr. Shivakumar said ₹70 crore has been allocated for a polytechnic in Mysuru, and ₹28 crore has been earmarked for a project to fill tanks in Malavalli taluk of Mandya district. A ₹98-crore project has been prepared to fill 25 tanks in Ajjampura and Kadur in Chikkamagaluru district, and ₹29 crore for a lift irrigation project in Pandavapura has been allocated. 'We have decided to build a check dam in Varuna Assembly constituency to recharge the groundwater. Administrative approval has been given to a ₹41-crore lift irrigation project for many villages in the Varuna constituency. Approvals have been given to a ₹25-crore pick up canal in Heggadadevanakote and a ₹12-crore irrigation project in Periyapatna taluk,' he added. Also, ₹50 crore has been allocated to a lift irrigation project to fill tanks in K.R. Nagara and Saligrama. ₹35 crore has been allocated to fill 12 tanks from Cauvery waters in Srirangapatna. ₹30 crore has been granted for the construction of a barrage and a bridge across the Shimsha river in Maddur. ₹25 crore has been granted to build a check dam and a bridge in Madikeri, he said. Other approvals include ₹14 crore for the Honganuru tank in Chamarajanagar, ₹11 crore for Amachavadi tank, ₹150 crore for Cauvery third phase at Malangi village, ₹18 crore for a drinking water unit at Dalavayi tank, and ₹15 crore for the construction of a new bridge across Suvarnavathi river in Kollegal. While stating that ₹92 crore has been set aside for Cauvery Aarti at Srirangapatna, the Deputy Chief Minister, who is also the Minister for Water Resources, said ₹198 crore has been granted for lift irrigation canal in Periyapatna, and administrative approval has been granted for ₹103 crore lift irrigation project at Chikkanandi. Other approved works include ₹15 crore for Chamarajanagar right bank canal, ₹43 crore for Ramasamudra canal, ₹42 crore for pick up canal for Bidarahalli, ₹42 crore for a canal in Harohalli, ₹24 crore for Kabini right bank canal, ₹24 crore for Suvarnavathi dam, and ₹70 crore to fill tanks in Suvarnavathi dam basin.
