Saudi Arabia marks World Day Against Trafficking in Persons with sweeping reforms and global partnerships
Saudi Gazette report RIYADH — Dr. Hala Al-Tuwaijri, President of Saudi Arabia's Human Rights Commission and Chair of the National Committee to Combat Trafficking in Persons, affirmed on Tuesday that the Kingdom has established an integrated system to combat trafficking in persons, rooted in comprehensive reforms and institutional measures aligned with international best practices. Speaking on the occasion of the World Day Against Trafficking in Persons, Al-Tuwaijri highlighted that the Kingdom's ongoing efforts are a direct extension of the directives of Custodian of the Two Holy Mosques King Salman bin Abdulaziz and the continuous support of Crown Prince and Prime Minister Mohammed bin Salman. Among the key milestones cited was the establishment of the General Department for Community Security and Anti-Trafficking, affiliated with Public Security, which aims to eliminate trafficking crimes and strengthen social safety and security. Al-Tuwaijri noted that Saudi Arabia has bolstered its legislative and regulatory framework by ratifying the National Policy to Eliminate Forced Labor, and implementing amendments to various laws and regulations that protect victims, whistleblowers, witnesses, and experts involved in anti-trafficking cases. She emphasized that the National Committee to Combat Trafficking in Persons is focused on achieving long-term impact through the implementation of the National Action Plan, the development of a national referral mechanism, the approval of crime indicator guidelines, and the creation of a comprehensive national initiatives are supported by both local and international partnerships, including the Victim Support Fund launched in collaboration with the International Organization for Migration (IOM).On the prevention front, Al-Tuwaijri revealed that Saudi Arabia has adopted a capacity-building approach, delivering nearly 120 specialized training programs involving over 9,500 participants from both public and private also pointed to key public awareness campaigns, such as 'Together to Combat Human Trafficking,' self-paced learning initiatives, and community awareness assessments, as well as support for academic research to deepen understanding and drive innovation in combating Kingdom has also intensified victim protection measures, developing mechanisms to identify victims and provide them with appropriate support in coordination with relevant agencies, ensuring rapid response and Al-Tuwaijri concluded by reaffirming the Kingdom's unwavering commitment to promoting human rights and combating human trafficking through a unified, institutional stated that Saudi Arabia has become a regional model in this field, setting a benchmark for others in terms of policy, protection, and international cooperation.

Strengthening diplomatic cooperation in labour affairs
The Chief Executive of the Labour Market Regulatory Authority (LMRA) and Chairman of the National Committee to Combat Trafficking in Persons, Mr Nabras Taleb, stressed the value of continued cooperation with embassies and consulates of labour-sending countries in supporting a well-ordered and lawful work environment in the Kingdom of Bahrain. He made the remarks during a meeting with diplomatic representatives held as part of the LMRA Majlis, timed with International Workers' Day. The discussions centred on the importance of strengthening coordination in labour affairs, ensuring that foreign workers are fully informed of the country's legal framework, and verifying that they are engaged in permitted activities under valid work permits. Measures Mr Taleb presented a number of recent measures adopted by the Authority, including the requirement for all employers to pay workers electronically through the Wage Protection System. This mechanism is designed to ensure that salaries are paid on schedule and to help reduce pay-related disagreements. He also confirmed that all expatriate workers will be issued an International Bank Account Number (IBAN) either on arrival at Bahrain International Airport or when renewing their work permit, should they not already have one.

Strategy to combat human trafficking
Bahrain is putting the finishing touches to a national plan to combat human trafficking, drawing input from across government, according to Labour Market Regulatory Authority (LMRA) CEO, His Excellency Nabras Talib. Talib, who also chairs the National Committee to Combat Trafficking in Persons, said the document would serve as a guiding text for state bodies tackling the issue. Speaking during the committee's regular meeting, he noted that Bahrain had earned growing trust abroad through its current framework and ongoing efforts. The committee also reviewed its 2024 annual report and discussed the progress made so far on the strategy. Talib briefed members on the outcome of a recent regional forum held in Kuwait. The sixth such meeting of Middle East governments on trafficking was held under the title 'Protecting Rights and Promoting Justice in Combating Human Trafficking'. He described the gathering as a place for exchanging ideas and drawing on shared experience, aimed at finding workable ways to protect people and reinforce legal measures. Members of the committee said the work to build a stronger response would continue, with efforts focused on both prevention and international coordination.

LMRA CEO Receives Omani Delegation to Discuss Anti-Human Trafficking Efforts
Manama: Nibras Talib, CEO of the Labour Market Regulatory Authority (LMRA) and Chairman of the National Committee to Combat Trafficking in Persons, received an Omani delegation led by Dr. Ahmed bin Talib Al Jabri, Deputy Chairman of Oman's National Committee to Combat Human Trafficking. The meeting reviewed Bahrain's efforts in combating human trafficking and enhancing the labour environment to support market stability. According to Bahrain News Agency, the CEO highlighted the memorandum of understanding (MoU) signed between Bahrain and Oman during His Majesty King Hamad bin Isa Al Khalifa's state visit to Oman. The agreement aims to strengthen cooperation in anti-trafficking efforts, enhance national capacities through knowledge exchange, and coordinate training programmes. He outlined Bahrain's initiatives, including introducing International Bank Account Numbers (IBAN) for expatriate workers, developing the Wage Protection System, and establishing the National Referral System, which links government and non-government entities to streamline anti-trafficking efforts. The Omani delegation toured the Expat Protection Centre, the first comprehensive facility of its kind in the Middle East, offering preventive, legal, and shelter services for trafficking victims. They also visited the Regional Training Centre for capacity-building on anti-human trafficking. The CEO emphasised Bahrain's readiness to share expertise, provide training, and support Oman and other Gulf countries in combating human trafficking. The Omani delegation commended Bahrain's achievements and expressed interest in further cooperation and knowledge exchange.
