NEW DELHI Education Minister Ashish Sood said on Tuesday that the Delhi government will set up Information and Communication Technology (ICT) labs in 175 government schools and distribute free high-end laptops to 1,200 meritorious students who passed the Class 10 examination. The initiative is part of the Mukhya Mantri Digital Education Scheme and aims to equip students with digital tools aligned with evolving technology, he said at a press conference. The laptops, equipped with i7 processors, will be provided to academically outstanding students at a total cost of ₹8 crore. 'This will enable them to pursue their aspirations in the digital age without technological barriers,' Mr. Sood said, adding that the scheme aligns with the National Education Policy 2020. The Minister said each ICT lab will follow the CBSE parameters and be equipped with 40 computers. The government has signed a Memorandum of Understanding with a private organisation to establish 100 ICT labs in as many government schools under its Corporate Social Responsibility, he said. Political blame game Hitting out at the previous Aam Aadmi Party (AAP) government, Mr. Sood claimed that not a single government school in Delhi currently has a functional computer lab, despite AAP's repeated claims of having transformed education in the Capital. 'Out of 1,074 government schools, not even one has a working computer lab. I invite the media to verify this on the ground,' he said. AAP dismissed Mr. Sood's claims. 'He has developed a habit of ranting about the previous government. If he believes there's any merit in his claims, he should order an inquiry or refer the matter to the ACB (Anti Corruption Branch)for probe,' it said.

NEW DELHI: Enrolment in government schools across the country in 2023-24 dipped by 87.14 lakh as compared to the previous academic year, Union Minister of Education Dharmendra Pradhan informed the Lok Sabha on Monday. The Minister added that there was no need to read too much into the drop in figures as there has been a complete change in the manner of collection of data from 2022-23, making comparison of data from previous years 'statistically different/inchoate'. Replying to a question from MPs Sougata Ray and Kishori Lal regarding 'Drop In enrolment in government schools, Pradhan also highlighted the schemes initiated to reduce the dropout rate. The Minister said financial assistance provided to States/UTs for the year 2024-25, central release under Samagra Shiksha stood at Rs 34,45,820.90 lakh. Pradhan claimed that it may not be justified to compare dropout rate data from previous years, as there has been a complete change in the manner of collection of data from 2022-23 onwards, from gross enrolment data to individual student data. "It makes comparison of data from previous years statistically different/inchoate," said the Minister in his reply, adding that based on the recommendations of National Education Policy 2020 (NEP 2020), with effect from 2022-23 the Unified District Information System for Education Plus (UDISE+) system has been revitalised, to capture individual student wise data and created student's registry. He said the UDISE+ system, to records data on indicators of school education provided by all the States and Union Territories, has been developed by the Department of School Education and Literacy (DoSEL), Ministry of Education. The data presented by the Minister indicated that in the National Capital Delhi, the enrolment in government schools in 2023-24 stood at 25,71,404 as compared to 27,76,216 in 2022-23 - a drop of over 2.04 lakh. In Karnataka, the enrolment in government schools in 2023-24 stood at 49,85,661 as compared to 53,27,221 in 2022-23 - a drop of over 3.41 lakh. In Kerala, the enrolment in government schools in 2023-24 stood at 18,01,570 as compared to 18,54,934 in 2022-23 - a fall of 53,364. In Punjab, the drop in enrolment in government schools in the 2023-24 academic year as compared to the previous year was 78,955; in Tamil Nadu, it was 2.01 lakh, in Maharashtra, it was 1.55 lakh, and in Himachal Pradesh, it was 40,213. While highlighting steps taken to check the dropout rate, Pradhan said, "Education is in the concurrent list of the Constitution, and the majority of the schools are under the domain of respective state and UT governments. Central government assists States and UTs through the Centrally Sponsored Scheme of Samagra Shiksha and Mid Day Meal provided from Balvatika to class 8 under Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Yojna." Last Updated: The Education Ministry is drafting a bill to set up the Higher Education Commission of India as a single regulator, replacing UGC, AICTE, and NCTE under NEP 2020. The Ministry of Education is currently working on a new bill to set up the Higher Education Commission of India (HECI), which is being planned as a single regulator for higher education in the country, the Lok Sabha was informed on Monday. Union Minister of State for Education, Sukanta Majumdar, shared this information in a written reply to a question raised in the House. 'The National Education Policy 2020 envisions a 'light but tight' regulatory framework to ensure integrity, transparency and resource efficiency of the educational system through audit and public disclosure while encouraging innovation and out-of-the-box ideas through autonomy, good governance and empowerment," Majumdar said. 'The NEP 2020 further envisions setting up of a Higher Education Commission of India as an umbrella body with independent verticals to perform distinct functions of regulation, accreditation, funding and academic standard setting. Considering the above vision of NEP 2020, the ministry is in the process of drafting a HECI bill," he added. The proposed HECI, as outlined in the NEP, aims to replace three existing regulatory bodies – the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE). Currently, the UGC is responsible for regulating non-technical higher education, the AICTE looks after technical education, and the NCTE oversees teacher education programmes. The idea of setting up HECI has been discussed earlier as well. In 2018, a draft bill named the Higher Education Commission of India Bill was introduced. It proposed scrapping the UGC Act and establishing the HECI, and was released publicly for suggestions and feedback from stakeholders. Efforts to implement HECI gained momentum once again under the leadership of Dharmendra Pradhan, who became the Union Education Minister in July 2021.
