Andhra Pradesh Unveils Plan For India's Largest Green Hydrogen Ecosystem
Amaravati: The Andhra Pradesh government will promote India's largest ecosystem for producing green hydrogen and its derivatives through its recently announced 'Green Hydrogen Valley' initiative, unveiled by Chief Minister N Chandrababu Naidu. The state will work in partnership with industry and academia to achieve the goals of the Green Hydrogen Valley. The initiative aims to accelerate domestic R&D, build capacity in green hydrogen technologies, and establish testing facilities, according to an official release issued on Monday. "The Green Hydrogen Valley will promote India's largest ecosystem for the production of green hydrogen and its derivatives in partnership with industry and academia, aimed at accelerating domestic R&D and capacity building in green hydrogen technologies, including testing facilities," it said. Following the two-day Green Hydrogen Summit held in Amaravati last week, Andhra Pradesh has now focused its attention on green hydrogen production, storage, distribution, and its applications in industry, transport, and power generation. The state is also working on policy formulation, setting standards, and strengthening capacity building for a sustainable hydrogen ecosystem, it added. As part of its push into this futuristic technology, Andhra Pradesh has set ambitious targets: to establish an electrolyser manufacturing capacity of 2 GW by 2027 and 5 GW by 2029, and to produce 1.5 million metric tonnes per annum (MMTPA) of green hydrogen by 2029. Other goals include creating transmission infrastructure (green energy corridors) to evacuate 25 GW of renewable energy by 2029 and achieving cost reduction in production and deployment. Recognising green hydrogen as a vital component of the green economy transition-and aligning with the National Green Hydrogen Mission of the Government of India-Andhra Pradesh aims to enable a robust and self-sustaining green hydrogen ecosystem.

Chief Minister Chandrababu Naidu unveils Green Hydrogen Valley declaration
With an ambitious target of establishing electrolyser manufacturing capacity of 5 GW by 2029 along with other targets, Chief Minister Nara Chandrababu Naidu has released Andhra Pradesh Green Hydrogen Valley Declaration-2025, here on Monday (July 21). The Chief Minister had announced during the recent Green Hydrogen Summit held at SRM University in Amaravati that the State government would be bringing out the declaration. The State government aimed at positioning Andhra Pradesh as a frontrunner in green hydrogen innovation and sustainable industrial transformation. The declaration — issued jointly by senior government officials, global industry leaders, scientists, and policy makers — outlined a comprehensive roadmap for building India's largest ecosystem for green hydrogen production, research, and application. Anchored in the State's abundant renewable energy potential and long coastline, the policy aims to make Andhra Pradesh a pivotal hub in India's green economy transition. At the heart of the declaration are four core objectives — accelerating green hydrogen production and infrastructure, promoting domestic manufacturing and innovation, building technical and research capacity, and fostering global partnerships and governance models to ensure sustainable development. Key targets set under the declaration include establishing 5 GW electrolyser manufacturing capacity by 2029 and achieving 1.50 million metric tonnes per annum (MMTPA) of green hydrogen production. The State also aims to reduce the cost of green hydrogen from ₹460 to ₹160–170 per kg by the same year, backed by the development of a 25 GW Green Energy Corridor for transmission. A central pillar of the declaration is the creation of an indigenous supply chain, with 60% of electrolyser components and storage solutions to be locally manufactured by 2030. At least three production units will be set up to support this effort. The Green Hydrogen Valley will also feature India's first Integrated Green Hydrogen Skilling Ecosystem, training 2,000 specialists annually by 2030. A ₹500 crore innovation fund will be set aside to support 50 start-ups, focusing on the development of advanced materials, high-strength carbon fibre, and hydrogen storage cylinders. Research and development will be anchored at SRM University-AP, designated as the State's nodal agency, where cutting-edge testing facilities and collaboration platforms will be established. Annual summits will track progress and encourage knowledge exchange among stakeholders. With formal partnerships planned under India's National Green Hydrogen Mission, the declaration emphasizes Andhra Pradesh's commitment to global climate goals and energy security. A multi-stake-holder Green Hydrogen Valley Advisory Board will be established with multiple working groups to identify the best technologies for production of Green Hydrogen and its derivatives, testing facilities and storage facilities.

L&T Energy Greentech to set up green hydrogen plant at IOCL's Panipat Refinery
L&T Energy Greentech (LTEG), a wholly-owned subsidiary of Larsen & Toubro (L&T), will set up India's first largest green hydrogen plant at Indian Oil Corporation's (IOCL) Panipat Refinery in Haryana. The plant, to be developed on a build-own-operate (BOO) basis, will supply 10,000 tonnes of green hydrogen annually to IOCL for 25 years, supporting Government of India's National Green Hydrogen Mission. The plant will operate round the clock using renewable energy, aligning with IOCL's broader strategy to decarbonise its refining operations and contribute to India's net-zero ambitions. It will produce the green hydrogen using high-pressure alkaline electrolysers manufactured at L&T Electrolysers' state-of-the-art facility in Hazira, Gujarat. The initiative marks a significant milestone in India's energy transition and reinforces L&T's leadership in delivering sustainable, scalable clean energy infrastructure. With this development, LTEG becomes a pioneer in India's green hydrogen ecosystem, setting a precedent for industrial scale adoption across refineries, fertiliser plants, and other hard-to-abate sectors.

L&T to set up India's largest green hydrogen plant at IOCL Panipat Refinery
Infrastructure major Larsen & Toubro (L&T) on Monday said its arm will set up the nation's largest green hydrogen plant at Indian Oil Corporation 's Panipat Refinery in Haryana . The plant, to be set up by Larsen & Toubro's wholly-owned arm L&T Energy GreenTech Ltd, will supply 10,000 tonnes of green hydrogen per year to Indian Oil Corporation Ltd (IOCL) for 25 years, supporting the Centre's National Green Hydrogen Mission . The plant, being developed under a build-own-operate model, will operate round the clock using green energy, aligning with IOCL's broader strategy to decarbonise its refining operations and contribute to the nation's net zero goals. "The decision to set up India's maiden green hydrogen plant validates our strategy to lead the nation's energy transition . This long-term project not only deepens our partnership with IOCL but also reinforces our capability to deliver large-scale clean energy solutions ," L&T Deputy Managing Director & President Subramaniam Sarma said.
