Himachal CM meets Shah, seeks liberal support from Centre in relief works

Chief minister Sukhvinder Singh Sukhu on Tuesday met Union home minister Amit Shah in New Delhi and requested liberal support from the central government for relief and restoration works for the damage occurring in the state following the flash floods and cloudbursts during the monsoon season. (PTI) Sukhu apprised Shah regarding the losses incurred by Himachal Pradesh due to flash floods and cloudbursts. Sukhu shared that precious lives have been lost and key infrastructure, including roads, bridges, buildings, irrigation schemes, water supply schemes and electricity supply systems had been severely affected during this disaster. Sukhu added that the state government was making every effort to provide relief to the affected people through the state disaster response fund (SDRF) and the National Disaster Response Fund (NDRF). However, due to the repeated occurrence of such disasters, it had become increasingly difficult for the state to undertake restoration works and rebuild infrastructure with its limited resources. Sukhu pointed out that the existing guidelines fixed by the central government regarding the sanctioning of relief and restoration activities were inadequate, considering the difficult topographical conditions of the state. He strongly urged for amendments in the existing norms, specifically raising the current limit from 10% to 30% , which would provide significant support to the state in its relief and restoration efforts. The Union home minister assured the Chief Minister of all possible assistance to the state. Sukhu calls on Gadkari, seeks support for reconstruction of damaged roads Chief minister Sukhvinder Singh Sukhu on Tuesday called on Union minister for road transport and highways Nitin Gadkari at New Delhi and sought support for repair and reconstruction of and repair of roads damaged due to recent rainfall and flash floods in the state. He also urged for including a few roads in PM Gati Shakti Yojana. Sukhu also updated the Union minister about the delays in National Highway projects due to various reasons and requested to address these at the earliest and to start construction works on the same at the earliest. The chief minister also stressed upon adopting tunneling in the NH road projects and discussed regarding the roads of strategic importance which have been already raised with the defence ministry and urged for speedy action on them. He also urged for sanctioning more ropeway projects for the state to ease traffic congestion. The Union minister assured of all possible assistance to the state and gave necessary directions to the officers. Sukhu for creation of Green Fund Himachal CM met Dr Arvind Panagariya, chairman 16th Finance Commission, on Tuesday and sought the panel's co-operation for strengthening the economic condition of the state. He also requested the commission for the creation of a separate 'Green Fund' with an earmarked annual allocation for hill states. Sukhu added that this issue was discussed with the prime minister too, a statement from the state government said. Asserting the Himachal government was following the path of fiscal prudence, he claimed it was achieving sustainable development goals well, and called upon the panel to support the state in its recommendations in view of its financial condition in the aftermath of damage caused by flash floods. Pointing out the much higher expenditure incurred in a hill state compared to other states, Sukhu said that devolution to a hill state should be at least twice than their share of population. He requested for continuation of Revenue Deficit Grant (RDG) keeping in view topographical disadvantages and limited scope for raising revenue. He added that the state is facing a financial crisis because of steep tapering of RDG by the 15th Finance Commission. The Chief minister also apprised the chairman about the suggestions made by the state for disaster management, relief from debt trap, grant to local bodies and state specific grants. He urged for accepting the suggestions as recommended. Dr Arvind Panagariya assured of all possible assistance to the state. Himachal Panchayati raj minister to meet Union minister Gadkari Panchayati Raj minister Anirudh Singh on Tuesday said he will meet Union minister Nitin Gadkari on July 19 and raise public grievances related to the four-laning projects. 'I have been receiving regular complaints from the public about damages caused to their homes, land and farms due to highway widening works. Even Anurag Thakur has expressed concern, and I noticed that Nitin Gadkari himself seems to be receiving a wave of complaints online. I will seek an appointment with him and present a detailed report on the state of NH four-laning projects in Himachal,' said Singh. He is also running an online campaign of 'Justice for Himachal'. Speaking to the media on Tuesday, Singh said, 'I myself tagged the Prime Minister and the Union minister in posts where people were seen submerged in water or walking through flooded sections. After these posts gained attention, central officers visited the site and got the matter rectified.'Earlier this month, Anirudh was booked for assaulting NHAI officials after a 5-storey building collapsed in Shimla's Bhattakufer on June 30. Anirudh pledges to donate organs Singh pledged to donate his organs, becoming part of an organ donation campaign initiated by Dr Puneet Mahajan of IGMC Shimla's surgery department. 'While we take great care of our bodies in life, the true meaning of life is to ensure our organs help someone after death. 'Dirt Road' Gets New Meaning: NHAI Used 63 MT Of Waste For National Highway Construction In 2023-24

Last Updated: A significant initiative by the NHAI includes the use of plastic waste in highway construction, particularly in urban areas generating high volumes of plastic waste In a major stride toward sustainable infrastructure, the National Highways Authority of India (NHAI) repurposed over 63 million tonnes of waste in building national highways during 2023-24. The highway-building body on Tuesday released the second Sustainability Report 2023-24. The report details NHAI's robust framework for integrating environmental, social, and governance (ESG) principles into every aspect of its operations. The Sustainability Report 2023-24 underlines the effectiveness of various efforts made by NHAI for environmental protection and energy conservation. As per the report, the NHAI successfully reduced its Greenhouse Gas (GHG) Emissions Intensity from 1.0 MTCO2e/km to 0.8 MTCO2e/km, 'demonstrating a clear decoupling of construction growth from emissions". The reduction in GHG emissions was achieved despite a 20 per cent increase in highway construction in FY 2023-24, with 6,634 km built compared to 5,551 km in FY 2022-23. Also, the water use intensity of NHAI has reduced by 74% in water-stressed regions compared to FY2021-22. 'In FY 2023-24, NHAI utilised more than 631 lakh metric tonnes of recycled and reused materials, including fly-ash, plastic waste, and reclaimed asphalt, in National Highway construction. In addition to this, NHAI continued to undertake nationwide tree plantation drives along the National Highways. In FY 2023-24, NHAI planted over 56 lakh saplings," an official statement said. In 2024-25, the NHAI has already planted 67.47 lakh saplings, bringing the total tree plantation to over 4.69 crore since the implementation of the Green Highways (Plantation, Transplantation, Beautification and Maintenance) Policy 2015. Plastic Use in Roads As per the report, a significant initiative by the NHAI includes the use of plastic waste in highway construction, particularly in urban areas generating high volumes of plastic waste. The pilot projects in Tamil Nadu, Kerala, and a stretch of NH-48 near Dhaula Kuan in Delhi have successfully incorporated plastic waste into surface courses. The Delhi-Meerut Expressway and Gurugram-Sohna Highway also feature sections constructed using this innovative approach. The NHAI said it used plastic waste through concessionaires and contractors. The efforts have significantly contributed to reducing environmental disruptions, with approximately seven tonnes of plastic waste eliminated for every kilometre of a four-lane highway constructed. Fly Ash and Pond Ash The combined use of fly ash and pond ash in construction has increased over the past three years, further demonstrating NHAI's commitment to sustainable practices. 'Through these initiatives, NHAI has successfully diverted 3,300 tonnes of non-hazardous waste from disposal within its own operations, reinforcing its dedication to circular economy principles," the report added. The NHAI has mandated the use of fly ash and pond ash in road and highway projects located within a 300-kilometre radius of coal-based thermal power plants, ensuring efficient utilisation of this by-product. 'NHAI has collaborated with regional suppliers for the procurement of the materials. Sourcing materials locally lowers transportation costs and delivery times, increases project efficiency, and contributes to overall goals. It also strengthens links with local businesses, which benefits the community's economy and promotes sustainable practice," the report added. Union minister Nitin Gadkari said that the second Sustainability Report from NHAI showcases the ministry's progress in integrating sustainability into every facet of operations—from environment-friendly construction practices and resource efficiency to biodiversity conservation, community development, and stakeholder engagement. 'With sustainability at the forefront, NHAI has adopted eco-friendly construction practices in infrastructure development, utilising recycled materials, inert waste from landfills, setting up solar power plants, creating surface water bodies, and implementing rainwater harvesting measures. Green technologies and comprehensive environmental management strategies have been integrated to address concerns related to biodiversity, wildlife, and local communities," he added. The NHAI operates as an autonomous organisation under the ministry of road transport and highways (MoRTH) and is responsible for the development, maintenance, and management of national highways. With a 'forward-thinking" approach, NHAI is designed to not only address current challenges but also to future-proof India's road infrastructure. By integrating sustainable practices and embracing technological advancements, NHAI is 'poised to lead the transformation of India's highway network into a safer, greener, and more inclusive network", the report added. The 4km stretch, built in 2019 under the National Highway project with Central Reserve Fund (CRF), covers key locations like the Hubballi Court, hospitals, govt offices, and the Hosur bus terminal. Despite its importance, no action has been taken by local officials or the elected representatives who use this road regularly. The road was completely deteriorated until 2015. Later, a CC road was planned, and work started in 2017 at the cost of Rs 30 crore under the National Highway project. The road was dug for the development of the UGD line by Hubballi-Dharwad Municipal Corporation (HDMC) and was left incomplete. The lack of a footpath on this road is a hurdle for pedestrians. Although a cement concrete (CC) road was developed, a footpath was not constructed. Installation of pavers on both sides of the road was not done. Due to this, pedestrians face hardships while walking on this road. Due to the lack of coordination between the Hubballi-Dharwad Municipal Corporation (HDMC) and National Highways Authority of India (NHAI), the road remains incomplete. Santosh Yaragatti, a motorist from Hubballi, said that potholes formed on the road put motorists in danger. The road in front of Hubballi Court, Hosur Circle, and Sirur Park Circle is damaged and is peppered with potholes that are waterlogged. He urged that the authorities should fill up all potholes soon. Ramesh Guled, another motorist, said that the road from Hosur to Sirur park deteriorated. There are many big potholes on the road. It is a major road in the city, and traffic movement is constant. It should be developed as a model of Tendersure road in Sirur Park. Installation of pavers was not done. He urged that the authorities concerned should take up the repair work soon. Ramesh H, assistant engineer, NHAI, said the contractor who was supposed to install the pavers did not take up the work. "Despite this, the road was handed over to HDMC," he said. HDMC's executive engineer Vittal Tubake said that they have corresponded with NHAI many times, seeking the installation of pavers and completion of the road work. The road will be maintained after being handed over to the HDMC, he said.

In a post on X, the CM stated that he had requested a postponement of the function as he had a pre-scheduled engagement in Vijayapura. Despite the Union Minister reportedly agreeing to the request, Siddaramaiah alleged that local BJP leaders went ahead with the event 'under pressure', without informing him. 'Although the Union Minister had agreed to postpone the program, local BJP leaders succumbed to pressure and organised the program today without bringing it to my attention,' he wrote. The CM also criticised the BJP for violating protocol and excluding the state government from a centrally sponsored infrastructure event. 'In protest of this move by the BJP, no government ministers or local MLAs are participating in the program... There has been no adherence to protocol here. State governments also have a role in centrally sponsored projects,' he added. In addition to the bridge inauguration, Gadkari laid the foundation stone for nine National Highway projects spanning 99 kilometres and collectively worth over ₹2,000 crore, according to the Ministry of Road Transport and Highways (MoRTH). Widening of the Bidar-Humnabad section (NH-367): A 47-km stretch expected to reduce travel time between Bidar and Kalaburagi. Restoration works on the Shiradi Ghat section (NH-75): A vital link on the Mangaluru–Bengaluru corridor, especially critical during monsoon season. The Union Minister also visited the Sri Sigandur Chowdeshwari Ji Temple in Shivamogga, accompanied by Union Minister Pralhad Joshi and BS Yediyurappa.
