New toll formula to slash user fee for Chennai's elevated highway projects
CHENNAI: With the National Highways Authority of India (NHAI) constructing multiple elevated corridors on heavily congested stretches in Chennai and other major metro cities across the country due to space constraints and land acquisition challenges, the Ministry of Road Transport and Highways (MORTH) has made changes in the toll calculation formula for flyover and bridges on highways reducing the user fee significantly. If an entire national highway stretch is built as an elevated corridor, the toll fee will be reduced by 50%. For stretches where elevated corridors make up 50% or more of the total NH length, toll charges will drop significantly – by around 10% to 40%. To this effect, the MORTH has amended Rule 4 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and the notification was issued last month. The decision would lead to reducing the toll fee in the under-construction Chennai Port-Maduravoyal double-decker project by 50%. It will also benefit the future elevated projects which are being planned by the NHAI in Kilambakkam-Maraimalai Nagar (17 km) and Sriperumbudur-Maduravoyal (36km) stretches, which is an extension of the Bengaluru-Chennai Expressway, by next year. The new rule mandates that the tollable length should be multiplied at five times the actual elevated highway/bridge distance instead of the previous multiplier of 10. The 10 times multiplier will still apply if elevated roads/bridges account for less than half of the NH stretch. However, in such cases, the total tollable length cannot exceed five times the actual highway length, according to the notification.

Rs 3,000 Annual FASTag Pass: Gadkari Offers Support For Use On State Highways, Expressways
Last Updated: Currently, the pass—set to launch on August 15—is applicable only on National Highway (NH) and National Expressway (NE) toll plazas Union minister Nitin Gadkari on Thursday assured that his ministry will offer full technical support to states willing to implement the new Rs 3,000 annual FASTag pass on state highways and expressways. 'While the annual pass presently does not apply to state highways and expressways, if the state government is willing to introduce such a pass system… full technical support will be offered," Gadkari said in a written reply in Lok Sabha. Currently, the pass—set to launch on August 15—is applicable only on National Highway (NH) and National Expressway (NE) toll plazas. Lok Sabha MPs Utkarsh Verma and Hanuman Beniwal had asked Gadkari about the pass. The minister said the Ministry of Road Transport & Highways had in June amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, for the pass applicable for private vehicles. To use the pass, vehicles must have a valid and functional FASTag. The Rs 3,000 pass will be valid for one year or for 200 crossings through any fee plaza on a national highway, whichever is earlier, irrespective of the fee leviable at each fee plaza. 'The road user can avail the annual pass facility at all National Highways fee plazas across the country. The facilities available at NH fee plazas across the country for users under the existing Electronic Toll Collection (ETC) framework shall remain unchanged for Annual Pass users as well. Since the Annual Pass is built on the existing platform, all standard facilities will continue to be uniformly accessible across all NH fee plazas," he explained. The ministry in June had announced the annual pass to ease toll payments for private car owners. While announcing the scheme, Gadkari had called it a transformative step towards hassle-free highway travel. The FASTag Annual Pass is expected to ease congestion, reduce wait times, and cut down on disputes at toll plazas. Revised toll collection at TN's Madukkarai toll plaza to begin from August 1
The National Highways Authority of India (NHAI) has announced that revised toll collection at the Madukkarai Toll Plaza will commence from August 1. This follows the recent handover of the 27-km Coimbatore bypass stretch from Neelambur to Madukkarai along NH-544 from Larsen and Toubro to the Ministry of Road Transport and Highways (MoRTH), which subsequently entrusted toll operations to the NHAI. As part of the new arrangement, the NHAI has shut down five of the six toll booths previously operated by Larsen and Toubro and will now operate only one toll plaza near Madukkarai. The revised toll fee structure, approved by the NHAI in a letter dated July 10, 2025, will be implemented under the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The revised fee will vary depending on the category of the vehicle. In a major relief for residents, non-commercial vehicles registered within a 20-km radius of the toll plaza will be eligible for a monthly pass at a subsidised rate of Rs 350. Commercial vehicles registered in Coimbatore district will also enjoy significant discounts, ranging from Rs 20 for light vehicles to Rs 115 for oversized vehicles. For all vehicles, return journeys made within 24 hours will attract a 25 per cent discount, while single journeys taken within a month from the date of payment will get a 33 per cent concession. Commercial vehicles, excluding those operating with a national permit, will be eligible for up to a 50 per cent discount. Overloaded vehicles will be required to pay 10 times the applicable fee and must remove the excess load to continue using the highway. The bypass section, which includes a 0.645-km structure with two-lane paved shoulders, has an equivalent user fee length of 26.78 km. According to NHAI officials, the toll collection is intended to recover 40 per cent of the total capital cost incurred on the stretch. Motorists are advised to refer to the official NHAI website ( for detailed notifications and updates regarding the revised toll rates. This development is expected to streamline traffic management along the Coimbatore bypass and ensure improved maintenance of the highway infrastructure.
