Tripura signs MoU with the IIM to provide advanced training to Panchayat officials
Tripura government has signed a Memorandum of Understanding (MoU) with the Indian Institute Of Management–Shillong (IIM–Shillong) to provide advanced training to Panchayat officials of the State. The signing ceremony took place in the presence of Chief Minister Dr. Manik Saha during the National Panchayat Day celebrations here on Saturday. Mr. Saha acknowledged the dedicated efforts of Panchayats in delivering effective rural governance which has been recognised through national awards. He highlighted Tripura's success in various parameters including in the winning of seven National Panchayat Awards last year. He further underlined that Tripura has set an example for the rest of the country in terms of empowering the three-tier Panchayat system. He said the Panchayat department of the State government is committed to implementing Prime Minister Narendra Modi's vision of Viksit Bharat aimed at developing rural India. As part of the National Panchayat Day celebrations, the Chief Minister inaugurated a new smart office and video conference office, declared all Panchayats in the State as disability-friendly, introduced a newsletter called 'Gram Srijan' and unveiled the annual report of the Panchayat Department. He also presented certificates of appreciation to various Panchayats and Panchayat officials for their exceptional work in areas such as climate protection, self-reliance, e-governance and special initiatives.

PM Modi launches over Rs 13,480 cr development projects in Bihar's Madhubani

In first public address after Pahalgam attack, PM Modi observes two-minute silence for victims
Madhubani: Prime Minister Narendra Modi, making his first public address in Bihar, after the dastardly terror attacks in J&K's Pahalgam, observed a two-minute silence for the victims and paid tributes to them. PM Modi said that the nation is united in expressing grief for the victims, who lost lives in the cowardly act of terror. He called on the public to observe a moment of silence for the lives lost in the Pahalgam terror attack, which claimed 26 lives, mostly tourists, on Tuesday. 'Before I begin my speech, I would like to request all of you to observe a moment of silence, to pay tribute to the families we lost in terror attacks on April 22,' PM Modi said. PM Modi said this while addressing a public rally in Bihar's Madhubani district, to mark National Panchayati Raj Day and launch an array of development projects worth over Rs 13,480 crore. "Today, on Panchayati Raj Day, the entire nation is connected with Bihar and Mithila. Several developmental projects worth thousands of crores, including in electricity and railways, have been inaugurated here," PM Modi said. Drawing a historical parallel, he added, "Bihar is the land where Bapu (Mahatma Gandhi) began his Satyagraha. His belief was clear: India's development lies in the development of its villages. This is the essence of Panchayati Raj." Highlighting achievements in rural governance, the Prime Minister said over 2 lakh Panchayats have been connected to the internet in the past decade, enabling digital access to essential documents such as birth and death certificates and property records. "After several decades of independence, India has seen the construction of a new Parliament building, and many villages have received new Panchayat buildings as well. The government prioritized the allocation of appropriate funds to the Panchayats. In the last ten years, over Rs 2 lakh crore have been allocated to the Panchayats, which has been used for the development of villages," he said. PM Modi also emphasised the digitalisation of land records to resolve long-standing land disputes at the village level. At the event, the Prime Minister presented the National Panchayat Awards to the best-performing Panchayats across the country. He laid the foundation stone of a Rs 340 crore LPG bottling plant in Hathua, Gopalganj, to improve regional gas distribution. In the power sector, he launched new projects worth Rs 1,170 crore and inaugurated existing ones under the Revamped Distribution Sector Scheme worth over Rs 5,030 crore. Rail connectivity received a significant boost with the flagging off of the Amrit Bharat Express between Saharsa and Mumbai and the launch of the Namo Bharat Rapid Rail between Jaynagar and Patna. New train services between Pipra-Saharsa and Saharsa-Samastipur were also inaugurated. Other rail projects included the dedication of the Khagaria-Alauli line, the inauguration of Supaul-Pipra and Hasanpur-Bithan lines, and two new rail overbridges at Chapra and Bagaha. Further, PM Modi distributed Rs 930 crore under the Community Investment Fund to over 2 lakh Self-Help Groups (SHGs) in Bihar under the DAY-NRLM scheme. Under PMAY-Gramin, he handed over sanction letters to 15 lakh new beneficiaries, released instalments for 10 lakh beneficiaries nationwide, and marked Grih Pravesh for 1 lakh PMAY-G and 54,000 PMAY-U homes in Bihar. Speaking to ANI, Dilip Kumar, Executive Director, Information and Publicity Department said that the second rake of the indigenous Namo Bharat Rapid Rail is set to be deployed on the Jaynagar-Patna route after PM Modi's inaugural. "...Till now, two rakes of Namo Bharat Rapid Rail have been made in the country. The first train set was operated between Bhuj and Ahmedabad, and now the second train set is ready. It has been decided that it will be operated between Jaynagar and Patna... This is a fully AC train... This train has 18 coaches and has a seating capacity of more than 2,000 people. There will be no need for the reservation in this..." Kumar said. Meanwhile, in the wake of the terror attack in Jammu and Kashmir's Pahalgam, security has been significantly tightened across Bihar ahead of Prime Minister Narendra Modi's visit. Bihar Director General of Police Vinay Kumar issued an order regarding the security arrangements in the state, particularly focused on the India-Nepal border. "On April 22, 2025, in Pahalgam, Jammu and Kashmir, terrorists carried out indiscriminate firing, killing 26 tourists and injuring a large number of others. It is being reported and broadcast in the media that the attack was executed after identifying the victims as belonging to a particular community," the order stated. "The Prime Minister, Narendra Modi, is scheduled to visit Darbhanga and Madhubani on April 24, 2025. In the past, sleeper cells of separatist and terrorist groups have been active in Darbhanga, Madhubani, and surrounding areas, and their involvement in nationally significant incidents has also been established. The presence of sleeper cells of terrorist groups with a separatist background cannot be ruled out in the border districts of the state," it added. The order further stated that all "terrorist groups and sleeper cell members" should be kept under close and continuous surveillance. "All necessary preventive and security measures should be taken. To control the activities of anti-social elements and terrorist groups, intensive vehicle checking should begin immediately, and surveillance should be maintained at crowded public places, bus stands, railway stations, malls, and religious places. The Senior Superintendent of Police / Superintendent of Police of the district must remain actively involved and carry out preventive and security-related actions," the DGP said in an order. "Extra vigilance must be exercised at the India-Nepal border. Intensive checking should be conducted in coordination with the armed forces' border outposts. Thorough checking should also be conducted on roads leading to the India-Nepal border," it stated.

During his visit, he will address a massive rally and launch a slew of development projects collectively worth over Rs 13,480 crore, aiming to give a major push to infrastructure, connectivity, and rural development in Bihar. He also condemned the Pahalgam terror incident and expressed condolences to the bereaved families.
