PM Modi to visit Bihar's Madhubani today to launch various development projects worth Rs 13,480 crore

Prime Minister Narendra Modi is set to address Panchayati Raj Institutions (PRIs) and gram sabhas across the country today, from Bihar's Madhubani district, marking National Panchayati Raj Day. The PM's address, to be held in Lohna Uttar Gram Panchayat under Jhanjharpur block, is expected to begin at 11.45 am. According to a press communique issued by the Prime Minister's Office (PMO), the Prime Minister will also lay the foundation stone and inaugurate a slew of development projects worth Rs 13,480 crore during his visit. In addition, PM Modi will flag off the Amrit Bharat Express and the Namo Bharat Rapid Rail on the occasion. He will also confer the Special Category National Panchayat Awards 2025. However, as a mark of respect following the recent terror attack on tourists in Pahalgam, Jammu and Kashmir, there will be no ceremonial felicitation of the Prime Minister or other dignitaries during the event. A native of Bihar's Rohtas district, Manish Ranjan—an Intelligence Bureau official posted in Hyderabad—was among those killed in the attack. This is PM Modi's first visit to any state since the Pahalgam terror strike, and his second since February this year. His visit to Madhubani, located in the culturally significant Mithilanchal region, comes months ahead of the assembly elections in Bihar, scheduled for October-November. Political observers view the visit as an attempt to consolidate voter support for the NDA, which secured 60 per cent of seats in north Bihar during the 2020 assembly elections. The Election Commission has already begun preparations, with a two-day training and capacity-building programme for Booth Level Officers (BLOs) from Bihar commencing on Wednesday. Meanwhile, security has been stepped up in Madhubani and neighbouring districts. Personnel from the state Anti-Terrorism Squad (ATS) have been deployed in the region to monitor the activities of sleeper cell operatives. A senior police officer said, 'Security agencies are ready to deal with any exigency. Search operation has been launched in Madhubani and Darbhanga districts as part of the policing. The two neighbouring districts have a history of providing shelter to operatives of sleeper cells of various terror groups.'

PM Modi in Bihar: Prime Minister Narendra Modi will address panchayati Raj Institutions (PRIs) and gram sabhas across the country at an event at Bihar's Madhubani today, April 24. The prime minister will also launch several projects worth approximately ₹ 13,500 crore on the occasion. Modi will also address the gathering on the occasion in what is going to be his first public remarks following the ghastly terror attack on tourists in Pahalgam in Jammu and Kashmir on Tuesday. Bihar is going to have assembly elections later this year. Modi is expected to reach Lohna Uttar Gram panchayat in Jhanjharpur block of Madhubani district in Bihar and participate in the event organised on the occasion of National Panchayati Raj Day at around 11:45 AM, according to a government press communique. The event marks 32 years of the 73rd Constitutional (Amendment) Act, 1992, which gave constitutional status to panchayats as institutions of rural local self-government. The Prime Minister's Office said in a separate statement that Modi will also flag off Amrit Bharat Express and Namo Bharat Rapid Rail in Bihar. The prime minister will address PRIs and gram sabhas across the country and also confer Special Category National Panchayat Awards 2025 on this occasion. Another programme of Modi, scheduled to be held in Uttar Pradesh's Kanpur, has been cancelled in the wake of the Pahalgam terror attack where 26 people, mostly tourist, were gunned down. This year, the National Panchayati Raj Day is being observed as a major national programme through a 'Whole-of-Government' approach, involving the participation of six Union ministries – Ministry of Rural Development, Ministry of Housing and Urban Affairs, Ministry of Petroleum and Natural Gas, Ministry of Power, Ministry of Railways, and Ministry of Road Transport and Highways. Bihar Chief Minister Nitish Kumar, Panchayati Raj Minister Rajiv Ranjan Singh 'Lalan', and Bihar Deputy Chief Ministers Samrat Choudhary and Vijay Kumar Sinha will be among those present at the event, besides senior officials from the Union and the state government. -PM Modi will lay the foundation stone of an LPG bottling plant and rail unloading facility to be built at Hathua in Gopalganj district of Bihar at a cost of about ₹ 340 crore, the government statement said. This will help streamline the supply chain and improve the efficiency of bulk LPG transportation. -Modi will lay the foundation stone of projects worth over ₹ 1,170 crore in Bihar and also inaugurate several projects worth over ₹ 5,030 crore under the Restructured Distribution Sector Scheme. -Modi will flag off Amrut Bharat Express between Saharsa and Mumbai , Namo Bharat Rapid Rail between Jaynagar and Patna, and trains between Pipra and Saharsa and Saharsa and Samastipur. -Modi will also inaugurate the Supaul Pipra Rail Line , Hasanpur Bithan Rail Line and two 2-lane Rail Over Bridges at Chhapra and Bagaha. He will dedicate the Khagaria-Alauliya Rail Line to the nation. These projects will improve connectivity and lead to overall socio-economic development of the region. -Modi will distribute Community Investment Fund benefits worth about ₹ 930 crore to over 2 lakh self-help groups of Bihar under Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM). -PM Modi will hand over approval letters to 15 lakh new beneficiaries of PMAY-Gramin and release instalments to 10 lakh PMAY-G beneficiaries across the country. PM will address Panchayati Raj Institutions (PRIs) and Gram Sabhas across the country from Madhubani district in Bihar on Thursday, observed as National Panchayati Raj Day. Union minister Rajiv Ranjan alias Lalan Singh said that the PM would arrive at 11.30 pm for the Panchayati Raj Day address to Panchayati Raj representatives from across the country, besides inaugurating development projects. However, like it had happened during his Bihar visit after the Pulwama attack in Jammu and Kashmir on February 14, 2019, the PM is likely to give a strong signal about the way nation could respond to the Pahalgam terror strike on tourists on Tuesday last, which claimed 26 lives. ' Jo aag aapke dil mein hai, wahi aag mere dil mein bhi hai (I feel the same anger and anguish that every Indian has over the terrorist attack in Pulwama,' he had said in Begusarai on February 18, 2019, and just a week later the India Air Force (IAF) launched airstrike in Balakot (Pakistan). The NDA leaders said that the address of the PM to the Panchayati Raj representatives would be important and the people of the region were excited to listen to him. 'After such a tragic incident unleashed by our neighbour to disturb our peace and progress, it will be simple affair, but the programme is on,' said Jaiswal. Sanjay jha said that there was a massive response to PM's programme, as they had witnessed during the last 10 days while interactigg with the people. Whatever has happened in Pahalgam is a simple incident. The footage is heart wrenching. People are on boil. The entire country is one behind the government to give a befitting response to the perpetrators of terror,' he added. During the programme, the Prime Minister will also confer the Special Category National Panchayat Awards 2025 and dedicate to the nation a series of infrastructure and welfare projects valued at approximately ₹13,500 crore, according to release issued by PIB. The projects to be inaugurated or launched include LPG bottling plants, electrification works, housing schemes, rail infrastructure, and road development initiatives, which are expected to significantly boost rural connectivity, services, and livelihoods — particularly in Bihar. The high-profile visit will also see the Prime Minister inaugurate multiple railway projects. In a significant push to regional connectivity, PM Modi will inaugurate and dedicate to the nation several railway projects through virtual mode. These include the Supaul–Pipra, Hasanpur–Bithan, Khagaria–Alauli, and Lalitgram Bypass railway lines, as well as a new low cost road over bridge (RoB) at Laheriasarai in Darbhanga. He will also flag off four new train services: Pipra–Saharsa, Saharsa–Samastipur, the Amrit Bharat Express from Saharsa to Lokmanya Tilak Terminus (Mumbai), and the Namo Bharat Rapid Rail from Jaynagar to Patna Junction.

Patna, Apr 23 (UNI) Prime Minister Narendra Modi will address Panchayati Raj Institutions (PRIs) and Gram Sabhas across the country from Madhubani of Bihar on National Panchayati Raj Day on Thursday and will also confer Special Category National Panchayat Awards 2025 on this occasion. Official sources said here on Wednesday that foolproof security arrangements have been made for the arrival of the PM who would dedicate to the nation and lay foundation stone for several key infrastructure and welfare projects including LPG bottling plants, electrification projects, housing schemes, railway infrastructure and road development, amounting to Rs.13,500 crores. The event was being organised at Lohna Uttar Gram Panchayat, Jhanjharpur Block in Madhubani District of Bihar to commemorate National Panchayati Raj Day (NPRD) on Thursday, marking thirty-two years of the 73rd Constitutional Amendment Act, 1992, which gave constitutional status to Panchayats as institutions of rural local self-government. The National Panchayati Raj Day is being observed as a major national programme through a 'Whole-of-Government' approach, involving participation of six Union Ministries. The sources said that financial assistance under Pradhan Mantri Awas Yojana (Gramin and Urban) and DAY–NRLM will also be disbursed during the programme. The PM had also laid the foundation stone for an AIIMS and inaugurated various development projects in health, rail, road, petroleum and natural gas sectors worth around Rs12,100 crore in Darbhanga last Nov. Even Union home minister Amit Shah, during the March 9 'Shashwat Mithila Mahotsav 2025' in Ahmedabad, hailed the people of Mithilanchal for their contribution to the development of Gujarat. The opposition RJD and Vikassheel Insaan Party (VIP) of Mukesh Sahani have also been trying to penetrate the otherwise NDA bastion. RJD leader Tejashwi Prasad Yadav has promised the formation of Mithila Development Authority if the Mahagathbandhan forms a govt in Bihar in 2025.
