PM Modi in Bihar's Madhubani today. What's on the agenda?
PM Modi in Bihar: Prime Minister Narendra Modi will address panchayati Raj Institutions (PRIs) and gram sabhas across the country at an event at Bihar's Madhubani today, April 24. The prime minister will also launch several projects worth approximately ₹ 13,500 crore on the occasion.
Modi will also address the gathering on the occasion in what is going to be his first public remarks following the ghastly terror attack on tourists in Pahalgam in Jammu and Kashmir on Tuesday.
Bihar is going to have assembly elections later this year.
Modi is expected to reach Lohna Uttar Gram panchayat in Jhanjharpur block of Madhubani district in Bihar and participate in the event organised on the occasion of National Panchayati Raj Day at around 11:45 AM, according to a government press communique.
The event marks 32 years of the 73rd Constitutional (Amendment) Act, 1992, which gave constitutional status to panchayats as institutions of rural local self-government.
The Prime Minister's Office said in a separate statement that Modi will also flag off Amrit Bharat Express and Namo Bharat Rapid Rail in Bihar.
The prime minister will address PRIs and gram sabhas across the country and also confer Special Category National Panchayat Awards 2025 on this occasion.
Another programme of Modi, scheduled to be held in Uttar Pradesh's Kanpur, has been cancelled in the wake of the Pahalgam terror attack where 26 people, mostly tourist, were gunned down.
This year, the National Panchayati Raj Day is being observed as a major national programme through a 'Whole-of-Government' approach, involving the participation of six Union ministries – Ministry of Rural Development, Ministry of Housing and Urban Affairs, Ministry of Petroleum and Natural Gas, Ministry of Power, Ministry of Railways, and Ministry of Road Transport and Highways.
Bihar Chief Minister Nitish Kumar, Panchayati Raj Minister Rajiv Ranjan Singh 'Lalan', and Bihar Deputy Chief Ministers Samrat Choudhary and Vijay Kumar Sinha will be among those present at the event, besides senior officials from the Union and the state government.
-PM Modi will lay the foundation stone of an LPG bottling plant and rail unloading facility to be built at Hathua in Gopalganj district of Bihar at a cost of about ₹ 340 crore, the government statement said. This will help streamline the supply chain and improve the efficiency of bulk LPG transportation.
-Modi will lay the foundation stone of projects worth over ₹ 1,170 crore in Bihar and also inaugurate several projects worth over ₹ 5,030 crore under the Restructured Distribution Sector Scheme.
-Modi will flag off Amrut Bharat Express between Saharsa and Mumbai , Namo Bharat Rapid Rail between Jaynagar and Patna, and trains between Pipra and Saharsa and Saharsa and Samastipur.
-Modi will also inaugurate the Supaul Pipra Rail Line , Hasanpur Bithan Rail Line and two 2-lane Rail Over Bridges at Chhapra and Bagaha. He will dedicate the Khagaria-Alauliya Rail Line to the nation. These projects will improve connectivity and lead to overall socio-economic development of the region.
-Modi will distribute Community Investment Fund benefits worth about ₹ 930 crore to over 2 lakh self-help groups of Bihar under Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM).
-PM Modi will hand over approval letters to 15 lakh new beneficiaries of PMAY-Gramin and release instalments to 10 lakh PMAY-G beneficiaries across the country. He will also hand over keys to some beneficiaries, marking Griha Pravesh of 1 lakh PMAY-G and 54,000 PMAY-U houses in Bihar.

NIA to probe ex-Bajrang Dal leader's murder in Karnataka
The Centre has handed over the probe into the murder of former Bajrang Dal member Suhas Shetty in Karnataka last month to the National Investigation Agency (NIA), officials aware of the matter said on Sunday. The ministry of home affairs (MHA), in its notification dated June 7, ordered the central agency to investigate the case, citing implications on national security and the need to uncover a larger conspiracy. 'The Central Government is of the opinion that a Scheduled Offence under the National Investigation Agency Act, 2008, has been committed... and it is required to be investigated by the National Investigation Agency in accordance with the National Investigation Agency Act, 2008,' the notification said. According to police, Suhas was travelling with five of his associates near Kinnikambla in Bajpe area of Mangaluru on the night of May 1 when their vehicle was intercepted by five-six assailants, who then dragged the 30-year-old out of the vehicle and hacked him to death. The incident triggered communal tensions in the region, prompting authorities to impose prohibitory orders under section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). So far, twelve people have been arrested in connection with Shetty's murder. The Centre's decision comes a month after the opposition Bharatiya Janata Party (BJP) in Karnataka demanded an NIA inquiry into the incident, with the party accusing the Congress-led state government of 'going soft' on the issue. 'Why is the Congress government unwilling to hand over the case to the NIA? What are they afraid of?' BJP lawmaker Captain Brijesh Chowta said on May 5, after the Congress dismissed the murder as a case of personal rivalry. When asked about NIA taking over the probe, chief minister Siddaramaiah, on Sunday, said, 'I have asked DG and IGP MA Saleem to seek legal advice from the advocate general.' In its notification, the MHA said that the murder appeared to be a targeted killing carried out in public to create fear, allegedly by members of the now-banned Popular Front of India (PFI). 'In this case, sections 10 r/w 41, 13, 15, 17, 18 & 20 of UA(P) Act, 1967 are attracted, as it is related to targeted killing of an individual in public view with the intention to create terror in the minds of people and the accused persons involved in the case are allegedly members of Popular Front of India (PFI), an unlawful association,' the order read.

Today in Politics: Modi government completes first year in third term, 11th overall
The Narendra Modi-led NDA government at the Centre will mark its first anniversary in the third term and 11th overall on Monday. In its 11th year in power, the BJP went back to the drawing board to recraft its political and governance outreach and regained momentum by notching up surprisingly big wins in a string of Assembly polls as the burst of fresh optimism in the main Opposition Congress and other INDIA bloc parties following last year's Lok Sabha polls fizzled out. If the BJP turned the tide in Haryana and Maharashtra, two states where it suffered reverses in the Lok Sabha polls, on the back of its welfare measures and social engineering associated with regional leadership, it also finally wrested Delhi after 26 years, eclipsing its adversary Arvind Kejriwal of the Aam Aadmi Party (AAP) on his home turf. The BJP now appears set to make a fresh political charge after recouping the ground lost in the national polls a year back while the Opposition is back to its disjointed self, with the Congress searching for an elusive and emphatic state poll win in a state. BJP rivals like West Bengal Chief Minister Mamata Banerjee-led TMC and Kejriwal have drifted away from the Congress and the likes of Shiv Sena (UBT) and NCP (SP) stare at an uncertain future. Despite the reduced majority, the Modi government has gone about with pushing ahead with the contentious part of its agenda. The support it received from the TDP, JD(U) and Chirag Paswan-led LJP (RV) in the passage of the Waqf (Amendment) Bill in Parliament, despite some voices of concern among them over its provisions, underscored the BJP's unchallenged dominance following its assembly poll wins. The government has also gone ahead with the push to its 'One Nation One Election' bills, which are being scrutinised by a Joint Committee of Parliament, despite lacking the two-thirds majority required for the approval of the constitutional amendment measure. Shivraj Singh Chouhan in Telangana Union Minister for Agriculture and Farmers Welfare Shivraj Singh Chouhan is scheduled to visit 'Viksit Krishi Sankalp Abhiyan' (VKSA) programme sites in Ranga Reddy district of Telangana on Monday. The visit intends to facilitate interaction with farmers and provide strategic guidance to enhance the campaign's impact, an official release said. During the visit, the minister will interact with the farmers in Mansanpally and Ramachandraguda villages of the district. About 1,500 farmers and farm women from across Telangana are expected to participate in the scientist-farmer interaction session to gain insights into sustainable practices, improved technologies, and integrated approaches to agriculture and aquaculture, it said.
