Hammouchi Meets UAE Intelligence Chief to Discuss Joint Security Efforts
Rabat – Morocco and the United Arab Emirates (UAE) have taken a new step in strengthening their security partnership. Morocco's Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, received the head of the UAE's National Intelligence Service, Ali Obaid Al Dhaheri, in Rabat today. The Emirati official was accompanied by a high-level security delegation. According to a statement from Morocco's security services, the visit aimed to strengthen cooperation and broaden the scope of security coordination between the two countries. During the meeting, both officials discussed ways to boost operational cooperation and improve the exchange of information to deal with all types of security threats. Particular attention was given to the fight against terrorism in global hotspots. The meeting also included a detailed discussion on the growing security challenges in Africa, especially in the Sahel and Sahara regions. Both parties stressed the need to work together to fight terrorism in the area, which they said poses a growing threat not only to neighboring countries but also to international peace and security. The Moroccan and Emirati officials agreed to strengthen their collaboration and expand their joint efforts. The statement noted that the talks reflected a shared desire to protect both nations from regional and global threats and to ensure the safety and stability of their peoples. This visit confirms the close and growing partnership between Morocco and the UAE in the field of security and intelligence, concluded the statement. In recent years, Morocco and the UAE have deepened their partnership across multiple fronts. Economically, the UAE is Morocco's leading Arab investor and its third-largest foreign direct investor, with trade between the two countries increasing roughly 30% to $1.3 billion in 2023. In 2024, both countries signed a landmark Comprehensive Economic Partnership Agreement (CEPA), aiming to lower trade barriers and boost collaboration in sectors like renewable energy, infrastructure, tourism, agriculture, logistics, and tech. In addition, they have elevated their security cooperation through multiple memoranda of understanding, ranging from police training and internships to cyber‑security and intelligence sharing.

Moroccan, French Police Seal Joint Action Plan
Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, inked on Tuesday in Rabat, with his French peer, Louis Laugier, Director General of National Police, a Joint Action Plan between the National Police Services and France's Directorate General of National Police. This action plan was signed on the occasion of Hammouchi's meeting with Laugier, who was accompanied by the Ambassador of the French Republic to Rabat and a large security delegation comprising several directors of central directorates of the French National Police, according to a press release from the DGSN-DGST Cluster. It establishes a joint roadmap to fight cross-border organized crime in the two sister countries, the same source added. This meeting forms part of the visit paid by the Director General of France's Directorate General of National Police to the Kingdom, with a view of bolstering security cooperation and strengthening mutual assistance mechanisms in the numerous fields of bilateral police cooperation. The importance of this joint plan resides in its capacity to institutionalize the distinguished cooperation mechanisms established for decades between Morocco's police services and their French counterparts, as well as to develop and expand cooperation fields in order to pave the way for the creation of joint working groups to face the challenges of organized crime, including tracking fugitives and wanted persons on the international level. This joint plan opens promising prospects for security cooperation and mutual assistance between the police services of the Kingdom of Morocco and the French Republic, to match the distinguished relations between the two friendly countries, and their enduring strategic partnership in the fields of training, information exchange, technical assistance and operational cooperation. Laugier expressed his deep gratitude to the national police and surveillance services for their role in supporting French security in the fight against the terrorist threat, in tracking down and arresting several individuals wanted by the French justice system in connection with organized crime, and in providing security for the Paris Olympic Games. He also expressed France's willingness and readiness to offer all possible forms of support to help the Moroccan police with safety protocols to secure the international sporting events that Morocco will be hosting in the future. In parallel with the working sessions held between the two parties, the Ambassador of the French Republic in Rabat, Christophe Lecourtier, presented the insignia of Officer of the Legion of Honour, which the French authorities awarded to the Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, in accordance with the ceremonial and protocol in force under the procedure for the award of high decorations by the French Republic. Hammouchi was thus awarded France's highest and most prestigious decorations, in recognition and confirmation of the pioneering role played by the national police services in international efforts to combat terrorism and organized crime. This distinction also testifies to the effectiveness of mutual assistance in security matters between the two countries, in favor of common security issues. The Director General of National Security and Territorial Surveillance held intensive talks with his French counterpart, focusing on assessing the level of bilateral cooperation in the security field, examining various issues of common interest, and exploring new mechanisms for strengthening assistance between the two parties to ensure the highest levels of preparedness to neutralize the various security risks and threats. Morocco and France strengthen security ties with new joint action plan

Morocco's Top Police Chief Attends 13th International Meeting of High Representatives for Security Issues in Moscow
Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, is on a working visit to Moscow on May 27-29 to represent the Kingdom at the 13th International Meeting of High Representatives for Security Issues. The meeting, which holds particular significance in the field of security, is attended by heads and senior officials from security and intelligence services representing over 100 countries from the Global South, the East, and the Commonwealth of Independent States (CIS). Numerous international and regional organizations are also attending, including the Collective Security Treaty Organization (CSTO), the Eurasian Economic Union (EAEU), and the Shanghai Cooperation Organization (SCO). Organized by the Russian Security Council, this meeting has been held regularly since 2010. It serves as a strategic forum for coordination and exchange of views among countries on developing collective mechanisms to address growing global threats and to examine international policies aimed at neutralizing emerging risks, thereby contributing to the consolidation of international peace and security. This event, chaired by the Secretary of the Russian Security Council, Sergei Shoigu, was marked by the presence of Russian Foreign Minister Sergei Lavrov and an opening address via videoconference by Russian President Vladimir Putin, who emphasized that the new global security architecture must be fair and equitable and that all countries should be provided with strong guarantees to ensure their own security without compromising the interests and security of others. The Russian president also welcomed the participation of security and intelligence services from Eastern and Southern countries, which represent the majority of the global security system. As part of the event, the Director General of National Security and Territorial Surveillance stressed that neutralizing growing strategic threats and dangers requires the establishment of a joint and indivisible security infrastructure, with the assistance of national security and intelligence services in close cooperation and coordination with their counterparts in different regions of the world. Hammouchi also noted that fair and equitable cooperation between countries is the key to the success of any security structure aimed at confronting current strategic threats and challenges. "The duty of vigilance underlying our proactive efforts and shared responsibility requires the exchange of information on all identified or potential security threats, as well as their secure and immediate sharing in the interest of our collective security, based on a win-win principle," he said. On the sidelines of this international event, which featured a series of multilateral security-focused meetings, the Moroccan official held bilateral talks with the heads and members of several security and intelligence services from brotherly and friendly nations, including the Federal Security Service (FSB) of the Russian Federation. These meetings focused on numerous issues of common interest and on ways to bolster bilateral cooperation to address emerging risks and threats. Abdellatif Hammouchi strengthens global security ties at Moscow forum
Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance, is on a working visit to Moscow from May 27 to 29 to attend the 13th International Meeting of High Representatives in Charge of Security Issues. The event brings together leaders and officials from security and intelligence services representing over 100 countries. In his speech at the forum, Hammouchi stressed that addressing the growing strategic threats facing the world today requires building a shared, indivisible security infrastructure. This, he noted, calls for close collaboration between national security and intelligence services and their counterparts globally. On the sidelines of the meeting, Hammouchi held several high-level bilateral talks with officials from security and intelligence agencies of friendly and allied countries, including Russia's Federal Security Service (FSB). For context, Hammouchi made his first official visit to Russia in April 2016, where he held discussions at the Kremlin with Nikolai Platonovich Patrushev, then Secretary of the Russian Security Council. Later that year, in December 2016, King Mohammed VI received Patrushev in audience.
