Malls required to have recycling facilities by 2026

PUTRAJAYA: All shopping malls nationwide will be required to have recycling facilities starting Jan 1 next year, failing which their business licences will not be approved, said Housing and Local Government Minister Nga Kor Ming. He said the move is part of efforts to intensify the 'trash to cash' and 'waste to energy' agenda under the 13th Malaysia Plan (13MP), in line with Prime Minister Datuk Seri Anwar Ibrahim's call to increase the recycling rate in Malaysia. 'We will enhance drive-thru recycling centres, and I am pleased to announce that from Jan 1, 2026, all shopping malls nationwide must have recycling facilities. 'Without them, business licences will not be approved,' he said after launching the Semarak Jiwa Merdeka @ KPKT programme yesterday. Nga said the measure would be supported by the nationwide implementation of separation at source. He added that the European Union's recycling rate is about 65% and Malaysia must 'catch up' to that level. Under 13MP, the ministry would also step up public awareness campaigns promoting the 'rethink, reuse, reduce, recycle' concept, starting with educating schoolchildren. On waste-to-energy development, Nga said Malaysia would adopt the most advanced and proven technologies from abroad to ensure sustainable operations. He cited the Ladang Merah project in Port Dickson, which currently generates enough energy from waste to supply 15,000 homes. 'Imagine if every state had a waste-to-energy plant. Hundreds of thousands of homes would no longer rely on coal, but on electricity generated from the solid waste we have thrown away. 'This is a clear policy direction, and we will implement it to ensure Malaysia Madani: Rakyat Disantuni.' Nga also outlined other planned public cleansing reforms under 13MP, which would be implemented through the Solid Waste and Public Cleansing Management Corporation and the National Solid Waste Management Department. The initiatives include introducing an electric vehicle fleet for garbage trucks to move towards a zero-carbon economy by 2035, launching night cleaning operations at strategic locations to avoid traffic disruption and suit Malaysia's climate and carrying out 'deep cleansing' in high-priority areas using water jets for dust-free cleaning. He said waste collection frequency would also be increased, from two or three times a week to four times, while more recycling facilities would be set up in commercial and public areas. The first phase of night cleaning would begin as a pilot project in key tourism zones, ahead of Visit Malaysia Year 2026. Locations under consideration include Jalan Bukit Bintang and Jalan Alor in Kuala Lumpur. 'This method has proven successful in developed cities such as Shanghai and Shenzhen. 'Workers will avoid the sun, work in cooler conditions, and most importantly, not disrupt traffic in tourist areas,' Nga said, adding that he would personally go to the ground with workers during the rollout. On housing reform, Nga said the ministry has been entrusted to deliver one million affordable homes within 10 years under 13MP, with a focus on Perumahan Madani projects that are sustainable and inclusive. He also said the ministry's goal is to ensure every Malaysian can own a quality home. Earlier in his speech, Nga also urged civil servants to uphold the spirit of independence and unity beyond August.

KUALA LUMPUR: A recycling company manager was fined RM30,000 by the Sessions Court today after pleading guilty to three charges of conspiring with his brother to use fake invoices to apply for Import Permits (AP) for plastic waste three years ago. Judge Azura Alwi imposed the fine on 33-year-old Ch'ng Wilson and ordered a seven-month jail term if he fails to pay. According to the charges, the father of two conspired with 26-year-old Ch'ng Wei Jie to use three fake invoices as supporting documents for AP applications through the Dagang Net system at the National Solid Waste Management Department in Putrajaya on Feb 7, 2022. The charges were made under Section 109 of the Penal Code read with Sections 471 and 465, which carry a maximum penalty of two years' imprisonment, a fine, or both. Case facts showed that Ch'ng helped another recycling company owned by a friend to apply for APs using fake invoices to import four containers of plastic waste from Canada, although the company was only approved to import plastic waste from the United States, Japan, Hong Kong and the United Kingdom. He instructed Wei Jie to submit the AP applications using the fake invoices under a trade owner registered in the name of their other sibling Ch'ng Huey Ning. During sentencing, Wilson, unrepresented, appealed for a lighter fine, citing his monthly income of RM8,000, responsibility for two young children and that it was his first offence. Deputy Public Prosecutor Hazel Tan Jia Qi urged the court to impose a deterrent sentence. 'If the court opts for a fine, I request a total fine of RM30,000 for all charges considering the accused's guilty plea and the savings in time and costs for all parties,' she said. - Bernama

KUALA LUMPUR: A recycling company manager was today fined RM30,000 by the Sessions Court after pleading guilty to conspiring with his brother to falsify invoices in order to import plastic waste from Canada without the necessary permits. Ch'ng Wilson, 33, entered his guilty plea before Judge Azura Alwi, who imposed a fine of RM10,000 for each of the three charges, in default of seven months' imprisonment per charge. According to the charge sheet, Ch'ng, a father of two, conspired with his 26-year-old brother, a staff member at the same company, to falsify three invoices used to support an import licence permit application uploaded to the Dagang Net system. The offences were committed at the National Solid Waste Management Department in Putrajaya on Feb 7, 2022. The charges were framed under Section 109 of the Penal Code, read together with Sections 471 and 465, which carry a maximum penalty of two years' imprisonment, a fine, or both upon conviction. Facts of the case revealed that Ch'ng and his brother falsified the invoices to assist a friend's company in importing four containers of plastic waste, allegedly from Hong Kong, in July 2021. However, investigations later confirmed that the containers had originated from Canada and did not have the required permits. They were subsequently seized by Customs at Pasir Gudang Port in Johor. Ch'ng was found to have breached the terms of his company's licence, which only authorised imports of plastic waste from the United States, the United Kingdom, Singapore, Hong Kong, and Japan. Unrepresented, Ch'ng pleaded for leniency in mitigation, expressing remorse for his actions. "This is my first offence, and I hope the court will consider a light sentence. I am a divorcee and the sole provider for my two children, who are both in kindergarten," he told the court. Deputy public prosecutor Hazel Tan Jia Qi, however, urged the court to impose a fine of RM10,000 for each charge in view of the seriousness of the offence.

Pahang rolls out RM203mil for housing, fire stations and infrastructure

KUANTAN: The construction of six fire stations, seven solid waste management projects and eight People's Residential Programme (PRR) housing projects are among the slew of initiatives worth some RM203 million carried out across Pahang this year. Housing and Local Government Minister Nga Kor Ming said the planned public facility infrastructure development and upgrading projects will be executed in Pahang under the supervision of the relevant departments and agencies under the ministry. He said RM7.3 million has been set aside for the construction of the six fire stations including in Sungai Lembing, Goh Tong Jaya (Genting Highlands), Pulau Tioman(Rompin) and Bentong. "The solid waste management projects will be carried out by the National Solid Waste Management Department in Kuantan, Lipis, Maran, Bentong, Cameron Highlands, Temerloh, and Pulau Tioman with a cost of RM23 million. "Some RM21 million has been set aside for four development projects under the jurisdiction of the local authorities including the construction of a business centre in Cameron Highlands, developing Pekan Sentral in Pekan, and slope maintenance works. T "The project will be monitored by the local government department under the ministry along with the local authorities in Pahang," he told reporters when met at the ministry's Sentuhan Kasih programme at Kampung Cempaka here today. Nga had earlier handed over the house keys to the Rumah Mesra Rakyat (RMR) owners and mock cheques for the development and planning allocations in Pahang. Meanwhile, he said eight PRR housing projects—designed to offer integrated, commercially viable and conducive environments—will be built in Kuantan, Jerantut, Bentong, Temerloh, Maran, Inderapura and Bera, costing RM61 million. Nga said 782 Rumah Mesra Rakyat (RMR) units are being built in Pahang this year by Syarikat Perumahan Negara Bhd at a cost of RM63.45 million, with 472 units completed so far. "The RMR scheme was introduced to help households earning below RM5,000 a month who either have no home or are living in dilapidated conditions, but own land suitable for building. "Each unit is given a RM20,000 construction subsidy, borne by the government," he said. He said that to ensure all the planned projects are carried out according to schedule, the ministry will work closely with the Pahang government through the local authorities. "Some of the projects have already started and the ministry's key performance indicator is to complete them by the end of this year except for PRR. PRR will have to go through the tender process and will need time to complete," he said. Also present was Pahang Local Government, Housing, Environment and Green Technology Committee chairman Datuk Mohammad Fakhruddin Mohd Ariff.

KOTA BHARU: Kelantan is set to adopt the Solid Waste Management and Public Cleansing Act 2007 (Act 672) in response to rising waste management costs, following a briefing with the National Solid Waste Management Department. State Local Government, Housing, Health and Environment Committee chairman Hilmi Abdullah said, nevertheless, Kelantan aims to include a provision that would allow the state to appoint its own waste management contractors, following a model already implemented in Selangor and Penang. "Several states, including Selangor, Terengganu, Perak and Penang, are also in talks to adopt this act. We don't want Kelantan to fall behind," he told Bernama at the Hari Raya Aidilfitri celebration and the launch of Semar Emas Enterprise's new compactor lorry here on Monday (April 28). Kelantan had previously rejected the act due to conditions that required the transfer of state authority over waste management to the federal government, but is now seeking a renegotiation of terms over the sector's growing financial pressures. Hilmi said a special briefing will be held in Putrajaya for district council presidents and the State Economic Planning Unit to discuss the matter further. In another development, he reported that the state's RM2,000 fine for improper waste disposal is showing positive results. Local councils, supported by closed-circuit television (CCTV) monitoring, have successfully reduced violations, with no new fines issued recently, said Hilmi. "This approach is working and it's helping keep the state clean,' he added. - Bernama
