Warrant against senior HSVP officials for delay in land compensation

Gurgaon: A city court on Tuesday directed police to issue a bailable warrant against Haryana Shehri Vikas Pradhikaran (HSVP) and its chief administrator after it failed to pay compensation to a landowner "for years despite a court order". Additional district judge Jagdeep Singh passed the order on an execution petition filed by Nav Rattan Singh through his counsel Jagjeet Singh. Warrants were issued when HSVP repeatedly failed to pay the amount of the enhanced compensation of the acquired land, which was increased by Punjab and Haryana high court in 2017. The court — while passing the order due to payment delay in a case where Pradhikaran had acquired land — directed DCP (HQ) to execute the bailable order, failing which action would be initiated against the official. The court order said DCP (headquarters) shall ensure the execution of bailable warrants, failing which the officer shall have to appear in person on the next date of hearing to explain the reasons for non-execution of the warrant. "This court is left with no other option except to issue bailable warrants in the sum of Rs 10,000 each against the HSVP (Gurgaon) administrator and its chief administrator to be executed through the office of DCP (headquarters) before July 28," the order said. The court said a perusal of the record would reveal that the present execution petition was preferred way back in 2019 and to date, HSVP has not paid the compensation amount to the landowner. Tired of too many ads? go ad free now Jagmeet Singh, counsel for the petitioner, said the govt should devise a fair and transparent mechanism so that landowners are paid compensation in a timely manner. He said, "People oppose the acquisition of their land because they are not paid just and proper compensation within the prescribed time." Around half an acre of land belonging to Nav Rattan Singh, situated in the village of Daultabad (Gurgaon), was acquired for the construction of a master storm drain in 1998. However, the amount of enhanced compensation was not paid to the landowner by HSVP. Due to this, landowner Singh filed an execution petition before the district judge (Gurgaon) in 2019. Even after nearly six years of filing the execution petition, HSVP did not pay the amount.
