Rajeev Gauba Niti Ayog NEW DELHI: States should undertake reforms aimed at reducing regulatory overreach and fostering business confidence, Rajeev Gauba, member of govt's policy think tank Niti Aayog , said on Thursday. Gauba also highlighted the potential for collaboration between Niti Aayog and DPIIT (department for promotion of industry and internal trade) to support states in adopting a principle-based approach to decriminalisation. He was speaking at a high-level workshop on ease of doing business and investment promotion where several states participated. During the session on decriminalisation and compliance reform, several states presented their ongoing initiatives arising from Jan Vishwas Act 1.0, highlighting efforts to decriminalise minor business-related offences at state level. The discussion stressed the need to convert minor business offences into civil penalties, while also streamlining compliance mechanisms to reduce the burden on entrepreneurs, said an official statement. He emphasised that there is much to learn from within the country, citing diversity of successful models across states. Schemes that are fully or partially funded by the Union government will only be continued beyond the current financial year if the 'evaluation report for the scheme shows positive outcomes', proving that it has been 'effective' in achieving its set objectives, and if there is a clear need to 'continue the scheme in view of its mandate performance or scaling up of targets', according to Finance Ministry circular issued on June 6. To 'improve the quality of government expenditure, every scheme should have a sunset date,' the circular said. The government is currently in the process of conducting a third party evaluation of all fully funded Central Schemes, while Niti Ayog is appraising the Centrally Sponsored Schemes. There are 54 Central schemes and 260 Centrally sponsored schemes whose approvals end on March 31, 2026 and are likely to be submitted for re-appraisal. A majority of these will also require fresh approval from the Union Cabinet. These schemes cover a wide gamut, from social sectors like health, women and child development, school and higher education, and tribal welfare to sectors like agriculture, urban and rural infrastructure, water and sanitation, environment, and scientific research. Funding curbs Apart from a 'sunset date', the government has also proposed other financial limitations. The total projected outlay of a continuing scheme for five years over the 16th Finance Commission (FC) cycle should not ordinarily be more than 5.5 times the average of annual expenditure made between the financial years of 2021-22 and 2024-25, the Finance Ministry circular said. Instead, another scheme requiring less expenditure could be proposed. 'The ministry and department will have the flexibility to seek more funds for a scheme with commensurate reduction in another scheme based on specific justification. All schemes will operate as Fund limited schemes which means that the total sanctions over the FC cycle must not exceed the approved outlay,' the circular added. MGNREGA impact Such limitations also extend to demand-driven schemes, such as the flagship Mahatma Gandhi National Rural Employment Guarantee Act scheme, better known as MGNREGA. 'The outlay shall be determined based on the approximate number of beneficiaries to be covered in a Finance Commission cycle and sanctions shall be restricted to the approved outlay with a flexibility to carry forward any committed expenditure within the approved outlay to the next cycle.' For any upward revision of the outlay, due to increase in the number of beneficiaries beyond the projected figures, Ministries have been told to seek specific approval from the Department of Expenditure.

Daltonganj: The Palamu district administration is working out ways to rejuvenate Batane river, which is a part of the Ganga River basin, by initiating a plantation drive to rejuvenate its ecosystem and cut down on pollution levels. "A geographic information system (GIS) mapping of the river will be done by experts. Drone cameras will also be pressed in," Md Shabbir Ahmad, deputy development commissioner, said. The renewed efforts come after deputy commissioner Sameera S on Friday met senior forest officials of the Palamu Tiger Reserve and directed to take efforts for the river's conservation. A sum of Rs 3 crore will also be sought from the Niti Ayog for the project. A tributary of Punpun river in Bihar, Batane flows through Chhaterpur and Harihurganj in the district. The planning commision had in 1974 sanctioned the commissioning of a dam on the river. The project was completed in 1990. Vijayawada: The Vijayawada Railway station, which is one of the biggest railway stations in South India will be upgraded to handle two lakh passengers per day by 2061. The Niti Ayog has given the nod to develop the railway station with Rs 850 crore under the PPP mode. So far, the train passenger traffic at Vijayawada railway station is 1.14 lakh per day. During the peak hour, the railway station is handling 9120 passengers on 10 platforms. As per the upgrade, two more platforms will come up and the total number of platforms will be 12. The existing 7 and 8 platforms will be split into 6A, 6B, 7A and 7B. So far, there are eight lifts in the railway station and they will be increased to 30. Commercial area in the railway station is 731 square metres and it will be increased to 69,835 square metres. Two more foot over bridges will be constructed to cater to the needs of the train passengers at the railway station. Till now, nine escalators are in the station and it will be increased to 30. Vehicle parking areas will be increased as part of the upgrade works. Vijayawada MP Kesineni Sivanath on Thursday said the Niti Ayog has given green signal for upgradation of Vijayawada Railway Station with Rs 850 crore under the PPP mode. The MP participated in the developmental works in Division IV in Vijayawada on Thursday along with the Vijayawada East MLA Gadde Rammohan. Interacting with the media at the Central Excise Colony, the MP said tenders will be called in next month to award the works for upgradation of railway station. He laid the foundation stone for construction of roads at a cost of Rs 70 lakh in Central Excise Colony.
